To approve Road Traffic Rules (appended). 2. To establish that Road Traffic Rules approved by this Resolution come into force from 1 May 1994. 3. The Ministry of the Interior and cities’ and regional municipalities must arrange for the introduction of the population to Road Traffic Rules through mass media. 4. To instruct the Ministry of the Interior to lay down the procedure pursuant to which knowledge of Road Traffic Rules by the drivers who have violated them would be checked. Main terms 1.1.      “Road-user” shall mean any person participating in road traffic as a driver of the vehicle, pedestrian, passenger, cattle driver. 1.2.      “Driver” shall mean any person driving a vehicle, herding or saddling animals on a road. 1.3.      “Pedestrian” shall mean any person present on the road not in a vehicle, also moving in a non-power-driven invalid carriage, pushing a cycle, moped, motor cycle, pushing (pulling) a sledge, child’s or other carriage. A person working on a road to whom the road is his work place shall not be treated as a pedestrian. 1.4.      “Vehicle” shall mean a device used for carrying persons and/or goods. 1.5.      “Motor vehicle” shall mean any vehicle equipped with engine (excluding rail-borne vehicles and mopeds). This term shall apply to tractors and self-propelled vehicles. 1.6.      “Motor cycle” shall mean any two-wheeled vehicle, with or without sidecar. Motor cycles shall be treated to be three-wheeled motor vehicles whose unladen mass does not exceed 400 kg.    1.7.      “Moped” shall mean any two-wheeled or three-wheeled vehicle which is fitted with an engine having a cylinder capacity not exceeding 50 cc and a maximum design speed not exceeding 50 km per hour.  1.8.      “Cycle” shall mean any vehicle which has at least two wheels (with the exception of an invalid chair) propelled by the muscular energy of the persons on that vehicle. 1.9.      “Trailer” shall mean any vehicle designed to be drawn by a motor vehicle. Semi-trailers shall also be treated as trailers. 1.10.    “Semi-trailer” shall mean any trailer coupled to a motor vehicle where the substantial part of its mass and of the mass of its load is borne by the motor vehicle. 1.11.    “Passenger means of transport” shall mean buses, trolley buses and taxicabs proceeding in a prescribed route. 1.12.    “Public transport service vehicles” shall mean vehicles, which belong to establishments located in signposted areas, persons residing or working in those areas, or which carry the loads to the premises located in such areas, as well as taxis taking passengers into the said area. 1.13.    “Total mass” shall mean the maximum mass of the full combination of the vehicle, including the load, passengers and driver, which is declared permissible by the manufacturers or competent state authorities. The total mass of the combination of vehicles shall be treated as the amount of total masses of the vehicles included in the combination. 1.14.    “Road” shall mean the entire surface of the way, including the carriageway, pavements, roadsides, pedestrian or cycle tracks, dividing lanes. This term shall also embrace squares, viaducts, bridges and other road constructions. 1.15.    “Priority road” shall mean a road signed as “Priority road”, “Intersection with a minor road”, “Minor road on the right (left)”, “Motorway with respect to the crossroad or juncture road; the road with respect to another road signed “Intersection with the priority road”, “Driving without stopping prohibited”; road with the pavement (concrete, asphalt concrete, road metal, gravel, cobble-stone etc) with respect to the road without the pavement. The section of the road with the pavement on the minor road right before the intersection shall not render it equal to the crossroad. There is no priority road on the regulated intersections. 1.16.    “Carriageway” shall mean a section of the road used for the vehicles. The road may have several carriageways separated from one another by dividing strips or positioned on the different level. 1.17.    “Juncture of carriageways” shall mean the space limited by imaginary lines (upon prolonging outer edges of intersecting carriageways). 1.18.    “Dividing lane” shall mean the element of the road dividing adjacent carriageways and not allotted to moving or standing vehicles. 1.19.    “Traffic lane” shall mean a longitudinal strip, whether or not defined by longitudinal markings, signs, which is wide enough for one moving line of vehicles. 1.20.    “Intersection” shall mean one level crossroad or junction. The places from which vehicles drive on to the road from adjacent territories (yards, farmsteads, parking lots, filling stations, enterprises and other objects) shall not be treated as intersections. The territory adjacent to the road shall be a yard, farmstead, parking lot, filling station, enterprise and other objects within the range of the driver’s visibility. The intersection shall be regulated if traffic on it is regulated by traffic lights or the official directing traffic. 1.21.    “Pavement” shall mean part of the road allotted to pedestrian traffic running along the carriageway or separated from it by a lawn. 1.22.    “Footpath” shall mean part of the road allocated to pedestrian traffic or a path with the pavement. It can be marked with markings “Footpath” or “Pedestrian and cycle track”. 1.23.    “Cycle track” shall mean part of the road allotted to cycle and moped traffic. It can be marked with markings “Cycle track” or “Pedestrian and cycle track”. 1.24.    “Pedestrian crossing” shall mean the place for pedestrians to cross the road on the carriageway, marked with markings “Pedestrian crossing and (or) appropriate marking. The limits of the pedestrian crossing shall be marked with marking lines of the carriageway, and where marking is not provided, by means of imaginary lines going vertically from these markings across the road. 1.25.    “Level-crossing” shall mean one level intersection between a road and a railway track.  1.26.    “Accident” shall mean a traffic event, involving a motor vehicle or moped in motion, in the course of which people were killed or injured or vehicles, goods, road, road constructions, any other property damaged. Each traffic participant who was involved in the accident or whose behavior could have influence on it shall be treated as being related to the accident. 1.27.    “To give way (not to impede)” shall mean a requirement for a traffic participant to stop or not start moving, performing any manoeuvre which could compel other traffic participants to change the direction or speed. 1.28.    “Standing” shall mean stopping of the vehicle foreseen in advance for a time not longer than needed for passengers to board or alight from the vehicle or to load or unload the vehicle. 1.29.    “Parking” shall mean pre-intended halting of the vehicle not for boarding (alighting) of the passengers, loading (unloading) of the load or for a time longer than needed for passengers to board or alight from the vehicle or to load or unload the vehicle. 1.30.    “Compulsory standing” shall mean standing of the vehicle due to technical disorder or danger posed by the load carried, condition of the driver. 1.31.    “Overtaking” shall mean overtaking of one or several moving vehicles related to entering the lane opposite to the direction of traffic 1.32.    “Poor visibility” shall mean visibility of the road within the distance less than 300 m due to fog, rain or snowfall or similar circumstances. 1.33.    “Night” shall mean a period of time between nightfall and dawn. 1.34.    “Built-up area” shall mean an area built up with buildings with entries and exits signposted as “Beginning of the built-up area” and “End of the built-up area”. 1.35.    “Residential area” shall mean a residential or rest place with entries and exits signposted as “Residential area” and “End of the residential area”. 1.36.    “Official directing traffic” shall mean a person authorized to direct traffic and wearing a uniform or bearing a distinctive mark (a band on a sleeve, a stick used by officials directing traffic, a circle with a red signal or a flag). 2. General provisions 2.1. These rules shall establish the procedure for road traffic over the entire territory of the Republic of Lithuania. 2.2. Behavior of road-users shall be based on mutual respect and care. 2.3. Road-users shall know said rules and obey them, fulfill instructions on traffic procedure given by police and officials directing traffic, also comply (with the exception of cases referred to in chapter 23) with the instructions conveyed by traffic light signals, road signs and road markings. Where instructions between a road sign and a road marking differ, the road sign shall take precedence over a road marking. 2.4. Road-users and other persons shall avoid any behaviour likely to endanger persons, obstruct traffic, cause damage to state, private and public property and the environment. A person who has caused danger must try to avoid consequences of damage or to reduce them. 2.5. Road traffic may be restricted only by signs, marking, traffic lights and signals given by officials directing traffic in accordance with present rules and normative acts governing traffic in force in Lithuania. 2.6. Nobody shall be allowed to destroy, shield or willfully reposition, remove or install technical measures establishing traffic procedure, to install at the roads advertisements, boards, posters, as well to spoil road elements and constructions, to leave on the road any objects or create any other obstruction to traffic. A person who has caused or noticed an obstacle must immediately remove it and, where it is impossible to do so, to mark it in such a way as to allow other road-users to notice it in good time. 2.7. It is prohibited to throw from the vehicle any objects, to pour oil in other than specially designated places, to otherwise pollute the environment, move or stand on the roads closer than at the distance of 25 m from rivers, lakes and ponds or closer than 2 m from melioration canals. 2.8. Instructions, rules, other normative documents governing road traffic, carriage of special consignments, use and maintenance of vehicles, moving in a closed territory etc shall be based on the requirements of the present rules and cannot be in prejudice to them. 2.8. Persons who have violated the present rules shall be liable in accordance with the laws of the Republic of Lithuania. 3. General duties of the drivers 3.1. Only persons not less than sixteen years of age shall be permitted to drive motor vehicles (with the exception of driving practice) if they hold such a right. 3.2. Before starting off the driver of the motor vehicle shall check whether the vehicle is in order and complete and to observe its condition during the journey. 3.3. The owner of the motor vehicle must hold with himself and present to police officials for their inspection: 3.3.1. a driving permit granting the right to drive a vehicle in his category; 3.3.2. registration documents of the vehicle; 3.3.3. insurance document prescribed by a law; 3.3.4. went out of force; 3.3.5. depending upon circumstances, other documents referred to in chapters 24, 25 and 27 of the present rules. 3.4. The driver of the vehicle must stop whenever halted by a police official (person authorized to direct traffic). Having stopped his vehicle the driver must hand in the documents to the police official while staying in his place. The driver and passengers shall be allowed to get off the vehicle only upon the request or permission by the inspecting person.  3.5. Upon the request of the police official the driver must allow to inspect the vehicle and the documents of the consignment carried. 3.6. When driving in a vehicle equipped with safety belts the driver shall wear them and shall not carry passengers who do not wear the belts. It shall be allowed not to wear safety belts for children under twelve years of age, and in built-up areas - for disabled drivers, drivers working in communication, operative services, taxi drivers and passengers, as well as for driving instructors when the learner is driving. 3.7. The cyclists shall ride motor cycles holding the handle bars with both hands (save the cases when signaling the manoeuvre), wear a fastened helmet and not carry passengers without fastened helmets. 3.8. It shall be prohibited to drive a vehicle in condition of being non-sober, intoxicated from narcotics, drugs, other intoxicating substances, it shall neither be allowed to drive in sick or tired condition where it can endanger  traffic safety, to give the vehicle to drive for persons affected by any of the said factors or holding no driving permit granting the right to drive the vehicle in that category. 3.9. Upon the request of the police official, the driver shall consent to being examined for soberness or intoxication with narcotics, drugs, other intoxicating substances. 3.10. Upon the receipt of the invitation by the road police service, the road-user shall arrive to the road police service in the prescribed time. The owner of the motor vehicle shall hold with himself a driving permit and registration documents of the vehicle.   3.11. The driver of the motor vehicle shall give a lift on board his vehicle to police officials who carry out urgent official duties and medical staff going to a patient whose life is in danger and take to a place of treatment persons who require urgent medical assistance. At the request of the driver, the persons having made use of the vehicle shall issue to him a certificate of a prescribed form on the use of the vehicle. 3.12. The driver of the motor vehicle shall know how to render the first medical aid for persons who were injured in the accident. 3.13. Requirements of paragraphs 3.5, 3.10 and 3.11 of the present rules shall not be applicable to drivers of the vehicles of foreign diplomatic services, consulates and representations. 4. Duties of drivers towards pedestrians 4.1. The driver turning into a road from adjacent territories or turning off the road must give way to pedestrians when he crosses the direction of their movement. The driver must also give way to pedestrians who have stepped on to the carriageway when turning right or left at crossings and in all cases when reversing. 4.2. On a regulated crossing or pedestrian crossing, when traffic light signals or signals of officials directing traffic allow movement, the driver shall give way to pedestrians who have not finished crossing the carriageway. 4.3. Where traffic light signals or signals given by the official directing traffic forbid to proceed across the pedestrian crossing, the driver shall stop short of the stop line, sign “Stop line”, traffic light, and in the absence of these, short of the pedestrian crossing. The drivers who, at the time when the yellow traffic light signal appears or a person directing traffic raises his arm upright, are no longer able to stop on the indicated places without braking abruptly, shall be allowed to proceed. 4.4. Approaching the pedestrian crossing which is not regulated, the driver shall slow down or stop in order to give way to a pedestrian who has stepped on to the side of the carriageway (on roads with a dividing strip – on to the carriageway) appropriate to the direction of traffic. 4.5. If a vehicle stopped before the pedestrian crossing, the driver proceeding along the adjacent lane shall stop and resume again only provided he has made sure that there are no pedestrians on the crossing whom he can impede or endanger. 4.6. The driver shall be forbidden to enter the pedestrian crossing if there is a congestion behind it which would make him halt and the halted vehicle would impede the pedestrians. 4.7. Approaching the bus bearing a distinctive mark notifying carriage of children, the driver shall slow down or stop in order to give way to children. 4.8. Everywhere else (not only on pedestrian crossings) the driver shall give way to blind pedestrians signaling a white stick or handicapped persons proceeding across the road in invalid chairs. 5. Duties of pedestrians 5.1. Pedestrians shall walk on the pavements or pedestrian paths on the right side and, in their absence, on the shoulders of the road. Where there are no pavements, pedestrian paths, shouldres or they cannot be used for walking, it shall be allowed to walk in one line on the edge of the carriageway subject to exercising care. 5.2. Pedestrians walking on the shoulder or edge of the carriageway shall keep to the side opposite to that appropriate to the direction of traffic. 5.3. Persons who travel in non-power driven invalid chairs, push a motor cycle, moped, cycle, push (pull) sledges or a carriage shall be allowed to walk in single file on the right edge of the carriageway appropriate to the direction of traffic. 5.4. On roads with a dividing strip, pedestrians shall not be allowed to walk along the dividing strip of the edge of the adjacent carriageway. 5.5. An organized group of people shall walk in a procession on the right-hand side of the carriageway in no more than 4 lines. The persons in charge of the procession shall walk at the front and rear of the procession holding bright flags, and at night or in poor visibility they shall carry lights: white at the front and red at the rear. 5.6. The group of children under sixteen years of age shall be allowed to be led only along the pavements or footpaths and, where they are not provided, along the shoulder too, but only in the daylight and accompanied by at least two adults. 5.7. Pedestrians walking along the unlit shoulder or edge of the carriageway, at night or in poor visibility, shall carry a lit light or attach to the clothes a light-reflecting object. A pulled (pushed) carriage protruding laterally more than 1 m shall bear reflectors, a white light shall be used on the left side of the carriage at the front and the red light at the rear. 5.8. Pedestrians shall pass on to the other side of the carriageway only by using pedestrian (under- or overpass) crossings, and, where they are not provided, at intersections along the line of the pavements or road verges. Walking along the crossing pedestrians shall not trespass its boundaries. If there is no crossing or intersection within the range of vision, it shall be allowed to walk across the road straight at the upright angle in the places which can be well observed from both sides. 5.9. In the places of regulated traffic, pedestrians shall be guided by traffic lights bearing images of pedestrians and, where they are not provided, by traffic light signals. Pedestrians shall comply with the signals conveyed by the persons authorized to direct traffic even if they appear to contradict traffic light signals. In other cases, pedestrians shall be allowed to step on to the carriageway only if they have made sure that it is safe to walk and that they would not obstruct the vehicles. 5.10. Pedestrians shall not linger or stop on the carriageway unnecessarily. Those who have not been able to cross the road shall wait on the safety island or on the marked or imaginary line dividing the traffic flows on opposite directions.   It is possible to finish crossing the road only when making sure that it is safe. 5.11. When the amber light signal appears or the official authorized to direct traffic raises his arm upright, pedestrians who are on the carriageway shall finish going across it or stop on a safety island or on a marked or imaginary line dividing the traffic streams on opposite directions.    5.12. Upon approaching of the vehicle with a flashing light and (or) special sound signal on, pedestrians shall not start crossing the carriageway and those present on the carriageway shall immediately withdraw from it. 5.13. Pedestrians shall be forbidden: 5.13.1. to cross the carriageway in places other than pedestrian crossings where there is a dividing strip, also where there are barriers; 5.13.2. to walk along the motorway (save for footpaths) or to cross it; 5.13.3. walk from behind a standing vehicle or any other obstacle obstructing to see the place without making sure that there are no approaching vehicles. 5.13.4. to withdraw from the place of accident where the pedestrian is involved in the accident. 6. Duties of the passengers 6.1. It shall be allowed to wait for a bus, trolleybus, taxi only on the boarding sites and, in their absence, on the pavement or shoulder. 6.2. Passengers shall be allowed to board or alight only upon a complete cessation of the movement of the vehicle. Passengers shall be allowed to board or alight from the side of the carriageway only if this cannot be done from the side of the pavement or shoulder and if this is safe and will not impede other road-users. 6.3. While traveling the passengers shall be forbidden to distract the driver’s attention and inhibit him to drive the vehicle. 6.4. Persons traveling in the body of the cargo vehicle shall be forbidden to stand, sit on the sides, to be on the load higher than sides.   7. Duties of cyclists and moped drivers 7.1. Persons not younger than 12 years of age shall be allowed to ride a cycle and persons not younger than 14 years of age shall be allowed to drive a moped on the roads, and if they have taken a course on the introduction to the present rules and hold a certificate issued by the school, they shall be accordingly not younger than 10 and 12 years of age. In the residential area the age of cyclists shall not be restricted. 7.2. The cyclist or moped driver shall be allowed to ride a cycle or drive a moped only provided they are equipped with an effective break and sound signal. The cycle and the moped shall have at the rear red and on both sides orange light reflectors attached to the spokes of the wheels, and when traveling along the road at night or in poor visibility, a white light shall be used at the front. 7.3. It shall be allowed to go by cycle or moped on the carriageway only if there is no cycle track, in one line, at the distance of no more than 1 m from the right edge of the carriageway. Moving farther from it shall be allowed only when driving round an obstacle and moving over to the other side of the road in the permissible case, turning left or turning round. Cyclists and moped drivers going along the shoulder shall not impede or endanger pedestrians. 7.4. If it is necessary to turn left, turn around or pass over to another side of the road, the cyclist or moped driver shall (with the exception of cases where there are no approaching vehicles) get off and cross the carriageway pushing the cycle or moped without creating an obstacle to other vehicles. 7.5. On the crossing between the cycle track and road, which is not on the intersection and is not regulated, cyclists and moped drivers shall give way to other vehicles and pedestrians traveling on it. 7.6. The cyclist or moped driver proceeding along the road shall hold a document certifying his knowledge of the present rules, and the cycle and moped shall have a registration number when so prescribed city (regional) municipality authorities. 7.7. It shall be prohibited for cyclists and moped drivers: 7.7.1. to drive along the pavements and footpaths; 7.7.2. to drive without holding the handlebars and without keeping the feet on the pedals; 7.7.3. to carry passengers if special saddles are not fitted; 7.7.4. to carry loads which hamper their cycling or driving or endanger other road-users; 7.7.5. to be towed by other vehicles; 7.7.6. to tow other vehicles save for the trailers intended for that; 7.7.7. to move by holding on to other vehicles. 8. Duties of cart-drivers, persons herding or saddling animals 8.1. Persons not younger than 12 years of age shall be allowed to drive animal-driven carts, herd and saddle animals. 8.2. It shall be allowed to drive animal-driven carts, herd and saddle animals only on the right shoulder, and where it not provided, on the right edge of the carriageway, as close as possible to edge of the carriageway. 8.3. The cart, sledge shall have white light reflectors at the front, orange on the side, and red at the back, attached in well visible places and marking outer size of the cart or sledge. 8.4. When driving animal-driven carts, herding and saddling animals on roads at night or in poor visibility, white light shall be lit on the left side of the cart, sledge or animals at the front, and red light at the rear. 8.5. The herd of the driven animals shall be divided into sections spaced sufficiently far apart not to inconvenience traffic. There shall be as many drivers as necessary to control animals and insure safety of traffic.   8.6. It shall be prohibited for persons driving animal-driven carts, herding or saddling animals as well as for other persons: 8.6.1. to leave animals on the road or near the road without supervision; 8.6.2. to herd animals along the cobble-stone, road with asphalt concrete or concrete paving without the consent of the owner of the road; 8.6.3. to herd animals across the railway tracks and the road where there are no specially designated places; 8.6.4. to tie up animals to the road so as to allow them walking out on to the road. 9. Traffic regulation signals 9.1. Traffic light signals have the following meanings: a green circular signal shall allow traffic; a green signal of the form of an arrow on the dark background shall allow traffic only to the directions pointed by arrows. A green arrow in the additional panel of the traffic light (an arrow permitting turning left and turning around) shall have the same meaning; a green flashing light shall allow traffic and warn that the time is soon up and a prohibitory signal will soon appear; a green traffic light bearing pedestrian’s image shall allow pedestrians to proceed; an amber signal shall prohibit traffic and warn that traffic light signals will change;   an amber flashing signal shall allow traffic and warn that the intersection or pedestrian crossing is not regulated; an amber and red signals shown  at the same time shall prohibit traffic and warn that a green signal will appear; a red signal, or two red signals flashing alternately shall prohibit traffic; a red signal with a pedestrian’s image shall prohibit pedestrian traffic; a flashing white traffic light signal used on the level-crossings shall allow traffic and notify that traffic lights are switched on; red and amber signals with arrows in black contour shall have the same meaning as without arrows; these arrows shall notify which directions will be permitted to proceed when the green signal appears; a green traffic light signal with an arrow (arrows) in black contour shall warn that the traffic light has an additional panel (panels) and allow to proceed in other directions than shown by the signal of the additional panel. 9.2. Traffic light signals shall be arranged vertically from the top to the bottom in the following way: red, amber, green. If necessary, the signals may be arranged horizontally: red on the left, green on the right, amber in the middle. 9.3. If an additional panel with a green arrow is installed at the green light signal, it shall be allowed to proceed to the direction pointed by the arrow only upon appearing of the signal of this panel. 9.4. If a panel bearing a green arrow pointed to the right is attached to the red traffic light signal on the intersection, the drivers shall be allowed to turn right also when the prohibitory traffic light signal is on, however they shall give way and not create danger to other vehicles and pedestrians. 9.5. The signals conveyed by the official directing traffic shall have the following meanings: arms outstretched to the sides or lowered: it shall be allowed to proceed from the right and left side straight and to the right, and pedestrians shall be allowed to walk across the carriageway; from the side of the chest and back, traffic for all vehicles and pedestrians shall be prohibited; right arm outstretched to the front: from the left side vehicles shall be allowed to proceed in all directions; from the side of the chest vehicles shall be allowed to proceed only to the right; from the back side and the right side traffic for all vehicles shall be prohibited; pedestrians shall be allowed to walk across the carriageway from behind the back of the official directing traffic; arm raised upwards: all road-users shall be prohibited to proceed any direction; the drivers shall stop without changing a traffic lane. 9.6. The driver shall stop a vehicle, the pedestrian shall stop if the official directing traffic or a police official is swinging his arm or regulation stick (circle) upwards and downwards to him or, using a loudspeaker, instructs to make a stop. Having received a sign, the driver shall immediately stop a vehicle on the designated place; in cases where the place is not designated, on the right shoulder, and where it is not provided, on the right edge of the carriageway. Seeking to draw attention of road-users, the official directing traffic or a police official may give a signal by a whistle. 10. Warning signs 10.1. Warning signs shall be as follows: the signals shall be shown by turning, stopping light arrows or by an arm; sound signal; switching over of lights; switching on of the hazard warning light signal; placing of the advance-warning triangle. 10.2. The driver shall give signals by turning light arrows of an appropriate direction, and where they are not provided or they are out of order, by an arm: before starting to go and before stopping; 10.3. The signal of turning left shall correspond to the sideward stretched right arm or the left arm stretched sideward and bent at the elbow. Stopping signal shall be shown by an upright left or right arm. 10.4. In order other road-users would be able to understand intentions of the driver showing a signal, the warning signal by turning arrows or by an arm shall be started being shown in advance, before the manoeuvre, and finished immediately after the manoeuvre (signaling by an arm may be finished right before the manoeuvre). It shall be not necessary to show a signal where it could mislead other road-users. 10.5. The driver showing a signal shall not gain right of way, nevertheless, he must be careful. 10.6. It shall not be allowed to use sound signal in built-up areas, with the exception of cases when they are needed with a view of avoiding accident. 10.7. In order to attract the overtaken driver’s attention, it shall be possible to repeatedly switch over the lights, and to use a sound signal outside built-up areas. 10.8. It shall be prohibited to use driving lamps as a warning signal if they can dazzle other drivers, even through the rear view mirror. 10.9. Hazard warning light signal shall be switched on: 10.9.1. if a compulsory halt has been made at a place where standing (parking) is prohibited; 10.9.2. in the case of an accident; 10.9.3.having stopped on unlit road sections at night or in poor visibility, if headlight or parking lamps are out of order; 10.9.4. on a towed vehicle; 10.9.5. when the driver is dazzled; 10.9.6. when warning other drivers of a danger or obstacle. 10.10. Where a hazard light warning signal is not provided or is out of order, also when a driver of a motor vehicle (with the exception of the motor cycle without a side-car) has made a compulsory halt at a the place on which the halted vehicle is visible for other road-users at the distance less than 100 m,  he shall have to place an advance-warning triangle or a red flashing light not closer than 25 m from the halted vehicle in built-up areas, and not closer than 50 m outside built-up areas. 11. Use of lighting devices 11.1. At night or in poor visibility, in rain, the drivers of motor vehicles shall be obliged to proceed with passing or driving lamps switched on. 11.2. At night or in poor visibility, driving lamps shall be switched off and replaced by passing lamps: 11.2.1. on lit roads in built-up areas; 11.2.2. when not less than 150 m remain ahead of the vehicle approaching  from the opposite direction; 11.2.3. in other cases when driving lamps may dazzle other drivers, also those proceeding along the same direction or when the driver approaching from the opposite direction gives a signal by repeatedly switching over the lights. 11.3. A dazzled driver shall switch on a hazard light warning signal and without entering another traffic lane slow down and stop if necessary. 11.4. In the daylight vehicles shall proceed along the roads with passing lamps switched on: 11.4.1. from  the first of September to the seventh of September, and from the first of November to the first of March; 11.4.2. when carrying groups of children by buses; 11.4.3. when carrying groups of people in the bodywork of the goods vehicle; 11.4.4. when carrying dangerous and large cargos in cases where the dimensions of the vehicle (cargo) exceed the dimensions referred to in chapter 25 of the present rules; 11.4.5. when towing another vehicle; 11.4.6. when going by motor cycles; 11.4.7. when three or more vehicles travel in an organized column (file); 11.4.8. when proceeding along the specially marked lane against the general stream of vehicles;  11.4.9. in tunnels irrespective of their lighting. 11.5. Front and rear fog lamps shall be allowed to be used only in fog, heavy rain or snowfall. 11.6. Stopping on the unlighted sections of the road at night or in poor visibility shall require to switch on headlight or parking lamps of the motor vehicle. If they are out of order, the vehicle shall be parked outside the boundaries of the road, and if it is not possible to do so, it is necessary to mark it as required in chapter 10 of the present rules. 12. Beginning of the movement and performing manoeuvres 12.1. Traffic in Lithuania shall take place on the right side of the road. 12.2. Before starting off, changing the lane and otherwise changing the direction of the movement, the driver shall make sure that it is safe to do so and shall give way (shall not impede) to other road-users.   12.3. The driver entering the road from adjacent territories shall give way to vehicles proceeding along the road and shall let pedestrians pass. 12.4. The driver moving off from the road shall give way to pedestrians, cyclists and mopeds whose direction of movement he intersects. 12.5. The driver changing the lane shall give way to vehicles proceeding along the adjacent lane at the same direction. Where vehicles proceeding at the same direction change the lane together, the driver shall give way to the vehicle present on the right. 12.6. Where traffic on the road with two (or more) traffic lanes of the same direction is impossible on one of them due to an obstacle and a queue of vehicles has been formed, each driver proceeding along the adjacent line shall let one vehicle standing in a queue to change over in to the lane occupied by him. 12.7. Before turning right, left or turning around, except for the turning into the intersection on which traffic proceeds in circle, the driver shall draw immediately to the appropriate edge of the carriageway allotted to proceedin in that direction. Road signs and (or) marking lines may change this requirement. 12.8. If due to its size or other reasons the vehicle cannot turn (turn around) off the edge position, it shall be allowed to make a turn also not from the edge of the carriageway where that will not impede other vehicles and pose danger to other road-users. 12.9. It shall be necessary to turn in such a way that, before entering and moving off the intersection of carriageways, the vehicle does not appear on the lane of the oncoming traffic. 12.10. The driver turning left (turning around) elsewhere than at intersection shall give way to oncoming vehicles and vehicles overtaking it. 12.11. On high occupancy vehicle lanes and in cases when all the lanes are occupied, it shall be allowed to change the lane only if it is necessary to turn, turn around or stop. 12.12. Where there is a deceleration lane, the driver intending to turn  shall be obliged to change over in to that lane in advance and slow down only on it. 12.13. Where there is an acceleration lane used for entering the road, the driver intending to turn shall be obliged to proceed along it and join the traffic stream by giving way to vehicles proceeding along this road.  The driver proceeding along the road shall not be allowed to turn in to the acceleration lane if that will impede the vehicle proceeding along it. 12.14. The driver proceeding at a much less than the permissible highest speed (with the exception of cases when he turns left or turns around) shall let the faster vehicles approaching from behind to overtake by pulling in to the right as much as possible. The driver of a slow-speed or bulky vehicle shall stop if necessary and allow the vehicles which have accumulated to overtake. 12.15. A driver who is reversing must not impede other road-users. 12.16. When movement trajectories of the vehicles intersect and the driving procedure has not been discussed in the present rules, the way shall be given by the driver to whom the vehicle approaches from the right.  12.17. It shall be recommended for the drivers to allow for the funeral processions to enter the priority road. 12.18. Turning around shall be prohibited: 12.18.1. on pedestrian crossings; 12.18.2. level-crossings; 12.18.3 tunnels; 12.18.4. on bridges, flyovers, viaducts and under them; 12.18.5. on places where road visibility at least in one direction is less than 100 m; 12.18.6. on the roads with a dividing strip, with the exception of places installed for the purpose of turning around and signposted and (or) marked as such. 13. Position of the vehicles on the carriageway 13.1. Where the carriageway is divided by marking lines and (or) road signs into traffic lanes, the vehicle shall have to move along these lanes. It shall be allowed to move on the broken marking lines only upon changing the traffic lane. 13.2. On the two-way carriageways having four or more lanes or on the road having a dividing strip, no driver shall be allowed to take the lane situated on the half of the carriageway opposite to the side appropriate to the direction of traffic, to move along the dividing strip or to cross it. 13.3. On two-way carriageways having three lanes, it shall be allowed to take the central lane only when overtaking, driving around an obstacle, turning left or turning around. It shall be prohibited to take the lane situated at the edge of the carriageway opposite to that appropriate to the direction of traffic. 13.4. The driver shall keep as close as possible to the right edge of the carriageway. 13.5. It shall be prohibited for the cargo vehicles whose total mass exceeds 3,5 t to keep further from the edge of the carriageway than on the second traffic lane, with the exception of cases when it is necessary to take the left lane on the edge in order to stand (park) on one-way carriageway, turn left or turn around. 13.16. Vehicles whose maximum speed may not exceed 40 km/h or which, by design, cannot attain such speed, shall take only the right lane on the edge, with the exception of cases when it is necessary to overtake, turn round, change the lane for turning left or turning around, or to stop on one-way carriage in order to load or unload the goods. 13.7 Where a special line is marked on the carriageway reserved for passenger transport, other means of transport shall be allowed to enter it only  in the conditions  laid down in chapter 21 of the present rules. 13.8. It shall be prohibited to move along the lawn, pavement, footpath or run on to them, with the exception of cases when the signs indicating the way of parking allow to run on to the pavement. 13.9. The driver moving along the shoulder shall not impede or endanger other road-users. 13.10. The driver, taking into account the speed, shall keep at a sufficient distance from another vehicle to avoid collision if the vehicle in front should suddenly stop (it shall be recommended that the distance is not less than half of the measurement by the speedometer, for instance, when the speed is 70 km/h, the distance shall be not less than 35 meters), also to leave such a space from the side as is necessary for the safe traffic. 14. Driving speed 14.1. The driver shall move at a permissible speed paying regard to the density of the traffic, the condition and characteristics of the vehicle and load, the state of the road and weather conditions, visibility, so that he is at all times able to exercise control over the vehicle. 14.2. In cases when there emerges an obstacle or danger to traffic safety, the driver shall (if he is able to see that) slow down the speed of the vehicle, even halt it completely or drive around the obstacle without endangering other road-users. 14.3. In built-up areas the vehicles shall be allowed to move at a speed not exceeding 60 km/h. 14.4. In residential areas all vehicles shall be allowed to move at a speed not exceeding 20 km/h. 14.5. Outside built-up areas it shall be allowed to move: 14.5.1. for private cars on motorways from the first of April to the first of October at a speed not exceeding 130 km/h, and from the first of October to the first of April - at a speed not exceeding 110 km/h, on other roads - not exceeding 90 km/h; [Valid until 01 04 2001] 14.5.2. by cycles, buses, goods vehicles the total mass of whose (maximum permissible mass) does not exceed 3,5 t, all year round on motorways - not exceeding 110 km/h, on roads with a dividing strip - not exceeding 100 km/h, on other roads - not exceeding 90 km/h; [Valid from 01 04 2001] 14.5.2. by cycles, goods vehicles the total mass of whose (maximum permissible mass) does not exceed 3,5 t, by motorways – at a speed not exceeding 110 km/h, on roads with dividing strips – not exceeding 100 km/h, on other roads – not exceeding 90 km/h; [Valid until 01 04 2001] 14.5.3. by other buses, goods vehicles (of them by combinations of vehicles) the total mass of whose (maximum permissible mass) exceeds 3,5 t, by buses with trailers all year round on motorways - at a speed not exceeding 90 km/h, on roads with dividing strips - not exceeding 80 km/h, on other roads - not exceeding 70 km/h; [Valid from 01 04 2001] 14.5.3. by goods vehicles (including between them combinations of vehicles) the total mass of whose (maximum permissible mass) exceeds 3,5 t, by buses with trailers on motorways - not exceeding 90 km/h, on roads with dividing strips – not exceeding 80 km/h, on other roads - not exceeding 70 km/h; 14.5.4. by private cars with trailers – all year round at a speed not exceeding  90 km/h; 14.5.5. when carrying on special routes schoolchildren to and from schools, carrying by goods vehicles people, towing motor vehicles – at a speed not exceeding  70 km/h (towing by means of a chain or cable – not exceeding 50 km/h). [Valid until 01 04 2001] 14.6. When carrying loads requiring due to their bulkiness permission from the road police – at a speed not exceeding 50 km/h (unless the police prescribes otherwise). [Valid from 01 04 2001] 14.5.6.by buses on motorways – not exceeding 100 km/h, on roads with dividing strips – not exceeding 90 km/h, on other roads – not exceeding 80 km/h; 14.7. On road sections, where traffic conditions allow safe traffic at a higher speed, the maximum permissible speed by the decision of the road police may be increased subject to placing appropriate road signs. 14.8. The drivers who do not hold 2 years of driving practice as well as learner-drivers shall be permitted to move not faster than 70 km/h. 14.9. Outside built-up areas, the drivers driving vehicles the speed of which may not exceed 50 km/h, as well as vehicles the overall length of which exceeds 7 m, shall keep at such distance from vehicles ahead of them that other vehicles overtaking them can freely change over on to the right side of the road. The requirement shall not apply if the driver himself intends to overtake or in very dense traffic. 14.10. The driver shall be prohibited: 14.10.1. to exceed the maximum speed limit indicated in its technical specifications; 14.10.2. to exceed the speed which is indicated on  the distinguishing sign of the vehicle; 14.10.3. to proceed too slow by impeding the normal progress of other vehicles; 14.10.4. to brake abruptly unless it is necessary to do so for safety reasons. 15. Overtaking 15.1. Before overtaking, the driver shall make sure: 15.1.1. that no driver who is following him and can be impeded has begun to overtake; 15.1.2. that the driver of the vehicle ahead of him in the same lane has not shown a left light turning signal; 15.1.3. that the section of the lane necessary for overtaking is free and the oncoming vehicles are not impeded; 15.1.4. that the driver finishing to overtake shall be able to return back to his lane  without causing inconvenience to the vehicle overtaken. 15.2. If the driver moving in front has shown a left turning signal and changed a lane for turning left (turning around), it shall be recommended for the driver following him to turn round the turning vehicle on the right side. If the driver following from behind overtakes on the road on which there is not more than one lane in the running direction, the driver who is making a turn (turning around) shall give way to the vehicle which is overtaking.   15.3. The driver of the vehicle which is being overtaken shall be prohibited to overtake by accelerating or performing other actions. 15.4. Where the passing of the oncoming vehicle is difficult, it is the driver of the vehicle on whose side is the obstacle who should give way. When there is an obstacle on the slopes marked with appropriate signs, it is the driver of the vehicle traveling downhill who should give way. 15.5. It shall be prohibited to overtake: 15.5.1. on the intersections, save for the overtaking on the priority road; 15.5.2. on the level-crossings and 100 m before them; 15.5.3. on sections of the road with poor visibility; 15.5.4. on pedestrian crossings. 16. Standing and parking 16.1. It shall be allowed for the vehicles to stand or park them on the right side of the road, as much as possible to the right of the verge of the road, and where it is not provided, on the edge of the carriageway. In built-up areas, it shall be allowed to stand and park also on the left side on one-way roads and on roads having lanes for each direction. 16.2. In unlighted road sections, at night or in poor visibility, it shall be allowed to park only at parking sites or outside the boundaries of the road. 16.3. It shall be allowed for the vehicles to stand and park them on the carriageway in a single line. Motor cycles without side-car, mopeds and cycles shall be allowed to be parked in two lines. To park a vehicle at an angle to the edge of the carriageway shall be allowed only on the places permitted by signs indicating the way of parking. 16.4. The driver may withdraw from his place or leave the vehicle only after having taken precautions to prevent it from self-moving or from the use by other persons. 16.5. In places where parking meters are installed or appropriate signs indicating paid parking displayed, the drivers shall be obliged to pay for parking depending upon the duration of parking and to obey the established procedure. 16.6. The driver leaving the vehicle at the parking site in which the parking time is restricted by road signs shall attach from inside, behind the front window, a parking card, a note well seen from outside or shall otherwise indicate the time of parking the vehicle. 16.7. It shall be prohibited to open the door of a standing vehicle if it endangers or impedes other road-users. 16.8. Standing and parking shall be prohibited: 16.8.1. on level-crossings and 50 m from them; 16.8.2. in tunnels; 16.8.3. on bridges, viaducts, flyovers and under them; 16.8.4. on pedestrian crossings and closer than 5 m before them; 16.8.5. on the pavement, with the exception of cases when parking on it is allowed by signs indicating the mode of parking; 16.8.6. on pedestrian or cycle track; 16.8.7. where the distance between the halted vehicle and longitudinal marking line is less than 3 m; 16.8.8. closer than 5 m from the edge of the traversed carriageway, save for that side which is in front of the sideway on three-way intersections with longitudinal marking line or dividing strip; 16.8.9. closer than 15 m from the parking site of the passenger means of transport, and where it is not provided,  - from the sign of the parking site, if it would inhibit the traffic of passenger means of transport; 16.8.10. at any place where a parked vehicle would conceal  traffic light signals or road signs from the view of other drivers or would impede traffic of other vehicles or pedestrians; 16.8.11. outside built-up areas where the road is visible at less than 100 m at least in one direction or on a steep bend or crest of the hill. 16.9. Compelled to stop on any spot where standing (parking) is forbidden, the driver shall switch on a hazard light warning signal (to place an advance-warning triangle) in accordance with the requirements of chapter 10 of the present rules and to move the vehicle off the road as soon as possible. 16.10. Where the vehicle has been left without supervision (started being taken apart, it is possible to get inside it, is standing for a long time) or it has been left to stand without a state registration number (except closed territories, guarded parking sites, yards of residential buildings), or left at a place prohibited for parking, inhibits traffic, constitutes danger to traffic safety, it may be delivered to the place of storage. 17.Traversing intersections 17.1. At the intersection with roads of different importance, the driver taking a minor road shall give way to vehicles approaching the level-crossing on the priority road. 17.2. At the intersection with roads of equal importance, the driver shall give way to vehicles approaching on the right. 17.3. In cases when the direction of the priority road at intersection changes, the drivers proceeding along the priority road shall comply in relation to one another with the rules governing traversing intersections with roads of equal importance. The drivers proceeding along the minor roads shall also comply in relation to one another with these rules. 17.4. The driver turning left (turning around) shall give way to vehicles proceeding along the road of equal importance in the opposite direction straight ahead or to the right, and at intersections where there is not more than one traffic lane in the direction of traffic (excluding acceleration and deceleration lines) – also to vehicles overtaking on the priority road. 17.5. Turning left or right, the driver shall give way to pedestrians going along the carriageway of the road to be turned in, as well as to cyclists crossing it on a cycle track or shoulder. 17.6. Where the driver is not aware what is the paving of the road (night, dirt, snow etc) and there are no priority signs, he shall behave as proceeding along the minor road. 17.7. It shall be prohibited to enter the intersection of carriageways if there is an obstacle behind it which would compel the driver to stop at intersection and impede traffic of other vehicles. 17.8. When the positive traffic light signal is on, the driver shall give way to vehicles finishing to turn or turn around (if the manoeuvre has been started when the signal of their direction was positive) and to give way to pedestrians finishing to cross the carriageway. 17.9. The driver who has entered the intersection of carriageways pursuant to the positive traffic light signal, shall be allowed to pursue the intended direction irrespective of any traffic light signals shown while exiting the intersection. However, if there is a stop line (sign “Stop line”) on the intersection before the traffic lights positioned on the way, the driver shall take into account a signal of each traffic light. 17.10. Proceeding in the direction shown by an arrow switched on the additional panel together with an amber or red traffic light signal, the driver shall give way to vehicles proceeding from other directions, as well as to pedestrians. 17.11. At the intersection on which traffic is regulated by a traffic light with an additional panel, the driver proceeding along the lane from which a turn is made shall proceed further in the direction of the arrow switched on, if when making a stop he would impede the traffic of other vehicles following in the same lane. 17.12.  In the presence of the prohibiting traffic light signal or a signal given by a person directing traffic, the driver shall stop before a stop line, and where it is not provided, - before a traffic light, traversed carriageway, pedestrian crossing in such a way as to avoid impeding transport or pedestrian traffic.  17.13. The driver who, at the time when the amber signal has been turned on or when the person directing traffic has raised his arm upright, is not able to stop without braking abruptly at the places indicated in paragraph 17.12. of the present rules, shall be allowed to proceed further. 17.14. The driver shall comply with the signals and instructions given by the person directing traffic even in the case when they appear to contradict traffic light signals, road signs and marking lines. 17.15. When traffic is regulated by means of a traffic light, the driver shall comply with the traffic light signals irrespective of what are the signs notifying the priority. Where the traffic light is turned off or an amber winking signal is turned on, the driver shall follow the signs. 18. Traversing level-crossings 18.1. Before the level-crossing, the driver shall make sure that the train is not approaching and he shall comply with road signs, marking, traffic light signals and signals given by persons on duty at a level-crossing. 18.2. Traversing a level-crossing, the driver shall give way to the approaching train (locomotive, trolley). 18.3. Where the traffic light is turned off, and the gate is raised or it is not provided, the driver shall be allowed to traverse the intersection only having made sure that the train is not approaching. 18.4. Allowing to pass the approaching train and in circumstances when traversing of the intersection is prohibited, the driver shall be obliged to stop before a stop line, sign “Passing without stopping prohibited”, the traffic light, lifted gate; and if they are not provided, - not closer than 10 from the first rail track. Before starting to move after the stop, the driver shall make sure that no train is approaching the level-crossing. 18.5. If a vehicle is compelled to stop, its driver shall immediately set down the people, take every measure to move it off the track, and signal to the driver of the approaching train. Moving one’s arm round in a circle shall be considered to be a stopping signal (holding a bright-coloured kerchief in the day time or another well visible object, and a torch or a lamp at night).   18.6. Vehicles (other self-propelled vehicles) projecting laterally more than  5 m or the height of which from the surface of the road exceeds 4,5 m (with or without a load) shall be permitted to cross the level-crossing only subject to the permission given by the owner of the railway. 18.7. The driver shall be forbidden: 18.7.1. to traverse the railway track on the places not allotted to that purpose; 18.7.2. to turn round other vehicles which have stopped before the level-crossing in order to pass the train; 18.7.3. to enter the level-crossing when the barrier is across the road or is in process of being placed across the road, to lift the gates willfully or to drive around them; 18.7.4. to enter the level-crossing if there is an obstacle behind it which would compel the driver to stop on the level-crossing; 18.7.5. to transport across the level-crossing agricultural, road, construction and other machines without special preparation of them for transportation purposes, where it could damage the equipment of the crossing. 19. Motorways 19.1. The use of the road marked as “Motorway” shall be prohibited: 19.1.1. for pedestrians (except pedestrian tracks separated from the carriageway and marked as such), for persons driving a cart, herding and riding animals; 19.1.2. for cyclists and drivers of mopeds (except cycle tracks separated from the carriageway and signposted as such), tractors, other vehicles and self-propelled vehicles the maximum speed of whose, by virtue of their design or due to their condition, is less than 40 km/h; 19.1.3. for having the vehicles standing or parked, except at the marked parking sites; 19.1.4. for turning the vehicles around (except the places for turning marked as such) or reversing; 19.1.5. for entering the motorway or exiting from it at places not reserved for that purpose; 19.1.6. for learning to drive; 19.1.7. for arranging sports events, marching, other events. 20. Residential areas and yards 20.1. The drivers in the residential area shall be obliged: 20.1.1. to drive at a speed not exceeding 20 km/h; 20.1.2. not to obstruct, endanger pedestrians, to stop if necessary; 20.1.3. to stop only in places marked with mandatory signs and only with the non-working engine; 20.1.4. when entering the road from the residential area, to give way to the vehicles approaching on it. 20.2. Pedestrians shall be allowed to walk all over the residential area, but they must not impede the vehicles without reason. Children may play within the entire the area. 20.3. In the yards, squares of the residential houses and on access roads to them it shall be forbidden: 20.3.1. to drive at a speed exceeding 20 km/h; 20.3.2. to drive mopeds, cycles without side-car and other noisy vehicles from 10 p.m. to 7 a.m.; 20.3.3. to stand with the engine on; 20.3.4. to bang the doors of the automobiles, to allow the engine work in high power or cause noise in any other way; 20.3.5. to leave goods vehicles whose total mass exceeds 3.5 t, busses equipped with more than 12 sitting places, tractors and their trailers parked at night or longer periods of time. 21. Priority of passenger vehicles 21.1. In built-up areas, the drivers shall give way to trolley-busses and busses starting to move from the station marked as such. 21.2. Before starting to move from the station, the drivers of the trolley-busses and busses shall make sure that they are given way. 21.3. On the road marked with signs “Lane for passenger means of transport”, “Road with a lane for passenger cars”, other vehicles shall be forbidden to proceed or stop. However, if this lane reserved for passenger means of transport to move in the same direction is on the right edge of the carriageway and is not separated by a longitudinal marking line, the drivers turning right shall …
