a)utrzymanie i rozwInIęcie współpracy międzynarodowej dla ulepszenia i racjonalnego wykorzystania wszelkiego rodzaju telekomunikacji;
b)'popieranie rozwoju środków technicznych i ich najbardziej skutecznej eksploatacji, celem polepszenia wydajnoSCI usług telekomunikacji, zwiększenia jej użyteczności i jaknajszerszego udostąpnie nia jej ogółowi; 2. W tym celu Związek będzie w szczególności:
a)przydzielał częstotliwości radiowe widma i rejestrcrwał przydziały częstotliwości, w sposób pozwalający na uniknięcie szkodliwych zakłóceń między stacjami radiokomunikacyjnymi poszczególnych krajów;
b)popierał zgodne usiłowania Członków i Członków Stowarzyszonych, mające na celu ustalenie opłat. na możliwie najni±szym poziomie, który jednocześnie dałby się pogodzić z usługami o wysokiej jakości i nieżależnym zarzą dem telekomunikacji, opartym na zdrowych podstawach finansowych;

a)prowadzeniu systematycznych wpisów przydziałów często tliwości, dokonanych przez poszczególne kraje, w sposób pozwalający ustalić zgodnie z przepisami Regulaminu Radiokomunikacyjnego datę, cel i charakterystykę techniczną każdego z tych przydziałów, a to celem uzyskania dla nich formalnego uznania między narodowego ;
b)udzielaniu Członkom i Człon kom Stowarzyszonym opinij maj ą cych na .c elu umożliwie nie eksploatacji pr~ktycznie najw iększej ilości dróg radiowych w t ych pasmach widma cz ęstotliwości, gdzie mogą powstać szkodliwe zakłócenia wzajemne. 2. Międzynarodowa Izba Rejestracji C zęsto tli w o ś ci składa się z człon ków niezależ ny ch, obywateli różnych krajów, C złonków Związku. Każ da zwyczajna konferencja administracyjna radiokomunikacyjna ustala liczb ę c złonków lVliędzynarodowej Izby Kontroli Częstotliwości i sposób ich wyboru, mając na widoku słusz ną reprezentację poszczególnych czę ści świata. 3. Członków Izby wybiera zwyczajna konferencja administracyjna radiokomunikacyjna zgodnie z procedurą ustaloną przez tę konferencję. 4. Metody pracy Izby określa Regulamin Radiokomunikacyjny. 5.

(1)Członkowie Izby wywiązują się ze swych obowiązków nie w charakterze przedstawicieli swych krajów lub .pewnego obszaru, lecz jako bezstronni rzecznicy, obdarzeni mandatem międzynarodowym.

a)to effect an orderly recording of frequency assignments made by the different countries so as to establish, in accordance with the procedure pro vide d for in the Radio R egulation.s, the date, purpose and technical characterlstics of each of these assignments, witą a view to ensuring formai international recognition thereof;
b)to furnish advice to Memb ers and Associate Members with a vi ew t o the operation of the maximum practicable numb er of radio channE:ls in those portions of the spectrum where h armful interference may occur. 2. The International Frequency Registration Board shall b e composed of independent members, nIl nationals of different countries, Memb ers of the Union. Each ordinary administrative radio conference sha11 de termin e the numb er oI its members, and the m ethod of their election with a view to en:turing a balanced selection of the members from the various parts of the world. 3. Members of the Board shall be elected by each ordinary administrative radio conference according to the procedure established by taat conference. 4. The working arrangement.s of the Board are defined in the Radio Regulations. 5.

(1)The members of the Board shall serve, not as representatives of their respective countries, Ol' of a region, but as custodians of an international public trust.

a)bada sprawozdania Rady Administracyjnej, dotyczące działalności Związku;
b)ustala Związku wytyczne budżetu na następne pięć lat; (
c)zatwierdza ostatecznie rachunki Związku;
d)wybiera członków . Związku, biorących udział w. Radzie AdministracyjneJ;
e)nowelizuje Konwencję, jeśli uzna to za potrzebne;
f)zawiera w razie potrzeby umowy podstawowe pomię dzy Związkiem a innymi organizacjami międzynarodo wymi lub poddaje rewizji układy już istniejące;
g)zajmuje się wszelkimi sprawami telekomunikacji, które uzna ,za konieczne. 2. Ces Reglements lient tous les Membres et l\1:embres associes. Cependant, .les Membres et Membres associes doivent informer le secretaire general de leur approbation de toute revision de l'un quelconque des Reglements administratifs par une conference administrative reunie dans l'intervalle de deux conferences de plenipotentiaires. Każdy Członek lub Członek Sto.. warzyszony zawiadamia sekretarza generalnego, którą klasę wybiera. O decyzji tej powiadamia sekretarz generalny pozostałych Członków i Członków Stowarzyszonych; decyzji tej nie można zmienić między datą ' wejścia w życi~ niniejszej Konwencji a otwarciem następnej Konferencji Pełnomocników.
Członkowie i Członkowie Stowarzyszeni płacą z góry swoje udziały roczne w kosztach, opliczone na podstawie preliminarzy budżeto wych.

Les Membres et Membres' associes se repartissent en huit classes; ils contribuent chacun aux depenses proportionne11ement au nombre d 'unites de l'une des c1asses ci-apres: 1 eM classe: 30 unites, 2- c1asse: 25 unit es, 3 8 classe: 20 unit es, 48 classe: 15 unites, 58 classe: 10 unites, 68 c1asse: 5 unites, 78 classe: 3 unites, 8e classe: 1 unite.
Chaque Membre ou Membre associe fait connaitre au secretaire general la c1asse qu'il a choisie. (1)The extraordinairy expenses shall include a11 expenses pertaining to plenipotentiary conferences, administrative conferences and meetings of the International Consultative Committees. They shall be borne by the Members and Associate Members w'lo have agreed to participate in these conferences and meetings.

(2)Private operating agencies and international organizations shall contribute to the extraordinary expenses - of the administrative conferences and the meetings of the International Consultative Committees in which they participate, in proportion to the number of units corresponding to the class chosen by them among the classes provided in paragraph 4 ol this Article. The Administrative Councilmay, nevertheless, exeuse certain international organizations from contributing to these expenses. (~) Expenses ineurred by laboratories and technical installations ol the Union, in ineasurements, testing, or special research for individual Members or Associate Members, groups of Members Ol' Associate Members, or regional organizations or others, shalI be borne by those Members or Associate Mem bers, groups, organizations ar others.
