CONTROL OF IMPORTS (QUOTA No. 3) ORDER, 1934. WHEREAS it is enacted by section 3 of the Control of Imports Act, 1934 (No. 12 of 1934), that the Executive Council may at any time by order (in that Act called a quota order) prohibit, subject to the provisions of the said Act, the importation into Saorstát Eireann on or after a specified day (in that Act referred to as the commencement of such order) not prior to the date of such order of any particular description or descriptions of goods and that the Executive Council shall, in and by every quota order, appoint the day (not more than six weeks after the commencement of such order) on which the first quota period under such quota order shall commence : NOW, the Executive Council, in exercise of the powers conferred on them by section 3 of the Control of Imports Act, 1934 (No. 12 of 1934), and of every and any other power them in this behalf enabling, do hereby order as follows :— 1. This Order may be cited for all purposes as the Control of Imports (Quota No. 3) Order, 1934. 2. The Interpretation Act, 1923 (No. 46 of 1923), applies to the interpretation of this Order in like manner as it applies to the interpretation of an Act of the Oireachtas. 3. In this Order— the expression " the Act " means the Control of Imports Act, 1934 (No. 12 of 1934), the word " boot " includes any external footwear which extends above the ankle of the wearer, the word " shoe " includes slipper, golosh, sandal, clog, and any other external footwear which does not extend above the ankle of the wearer. 4. This Order applies to boots and shoes, which are, in the opinion of the Revenue Commissioners, completely or substantially manufactured, excluding— (
- a)boots and shoes which are, in the opinion of the Revenue Commissioners, designed, constructed and intended for wear by infants, and (
- b)boots and shoes which are, in the opinion of the Revenue Commissioners, of a surgical character, and (
- c)boots and shoes which are, in the opinion of the Revenue Commissioners, imported for use exclusively in a stage play or other dramatic or musical representation or performance, and (
- d)boots made wholly or mainly of rubber, rubber-proofed material, rubber coated material, or a combination of two or more of those materials, and (
- e)shoes of which the soles are made wholly or partly of rubber or of a material which is, in the opinion of the Revenue Commissioners, artificial rubber or any imitation of rubber or contains rubber as an ingredient, and of which the uppers are not made wholly or mainly of leather and skin or either of them. 5. Subject to the exceptions and qualifications mentioned in the next following paragraph of this Order, the importation into Saorstát Eireann on or after the 19th day of September, 1934, of boots and shoes to which this Order applies is hereby prohibited. 6. The prohibition effected by the next preceding paragraph of this Order shall not extend to any boot or shoe which— (
- a)is imported under and in accordance with a licence in that behalf issued under the Act, or (
- b)is an article to which this Order is precluded by sub-section
(4)of section 3 of the Act from applying.
- The 29th day of October, 1934, is hereby appointed to be the day on which the first quota period under this Order shall commence. DUBLIN. This 18th day of September,
