WASTE PAPER (MAXIMUM PRICES) ORDER, 1951. I, THOMAS F. O'HIGGINS, Minister for Industry and Commerce, in exercise of the powers conferred on me by Article 31 of the Emergency Powers Order, 1939 (S. R. & O. No. 224 of 1939), as amended by the Emergency Powers (No. 173) Order, 1942 (S. R. & O. No. 166 of 1942) (which Orders are continued in force by the Supplies and Services (Temporary Provisions) Act, 1946 (No. 22 of 1946)), and of every and any other power me in this behalf enabling, hereby order as follows :— 1.—

(1)This Order may be cited as the Waste Paper (Maximum Prices) Order, 1951.
(2)This Order shall come into operation on the 19th day of May,

In this Order— the word " paper " includes all descriptions (whether homogeneous or laminated and whether coated or uncoated) of paper, paper-board, pulp-board, wall-board and fibre board, which are manufactured wholly or mainly either from vegetable fibres or a pulp thereof or both from such fibres and such pulp ; the expression " waste paper merchant " means a person who carries on the business of buying, sorting, and grading waste paper for resale direct to a paper manufacturer ready for re-manufacture into paper ; the expression " paper manufacturer " means a person who carries on the business of milling paper. 3.—
(1)References in this Order to selling shall be construed as including references to agreeing or offering to sell or to inviting an offer to buy.
(2)References in this Order to purchasing shall be construed as including references to agreeing or offering to purchase or to inviting an offer to sell.
  1. No waste paper merchant shall sell to a paper manufacturer nor shall a paper manufacturer purchase from a waste paper merchant any waste paper of a description specified in the First Schedule hereto at a price exceeding a price calculated at the rate set out in the said First Schedule in relation to such waste paper.
  2. No waste paper merchant shall purchase from any person nor shall any person sell to a waste paper merchant any waste paper of any description specified in the Second Schedule hereto at a price exceeding a price calculated at the rate set out in the said Second Schedule in relation to such waste paper.
  3. This Order shall not apply to waste paper when sold for export. FIRST SCHEDULE. MAXIMUM PRICES PAYABLE FOR WASTE PAPER BY PAPER MANUFACTURERS TO WASTE PAPER MERCHANTS INCLUDING ANY CHARGES FOR PACKING AND GRADING READY FOR RE-MANUFACTURE. Description of Waste Paper. Maximum Price per hundredweight ex warehouse, Dublin or delivered Dublin. s. d. GROUP A. UNPRINTED, UNWRITTEN UPON, FREE FROM MECHANICAL WOOD.
