MERCHANT SHIPPING (SAFETY CONVENTION) (TRANSITIONAL PROVISIONS) REGULATIONS, 1953. I, SEAN F. LEMASS, Minister for Industry and Commerce, in exercise of the powers conferred upon me by section 9 of, and paragraph 3 of the Second Schedule to the Merchant Shipping (Safety Convention) Act, 1952 (No. 29 of 1952) hereby make the following regulations:— 1. These regulations may be cited as the Merchant Shipping (Safety Convention) (Transitional Provisions) Regulations, 1953. 2. In these regulations " the Act " means the Merchant Shipping (Safety Convention) Act, 1952 ; " the Safety Convention of 1929 " means the International Convention for the Safety of Life at Sea, 1929 ; " the Safety Convention of 1948 " means the International Convention for the Safety of Life at Sea, 1948 ; " 1929 certificate " means a certificate which— (
  4. a)purports to have been issued in accordance with the Safety Convention of 1929 in respect of a ship registered outside the State, and (
  5. b)complies with such of the provisions of the Merchant Shipping (Validity of Safety Convention and Load Line Convention Certificates) Regulations, 1933 ( S. R. & O. No. 175 of 1933 ), as are applicable in the circumstances. 3. Any country to which the Safety Convention of 1929 applies shall, up to and including the 18th day of November, 1954, be treated for the purposes of the Act as if it were a country to which the Safety Convention of 1948 applies. 4. Any 1929 certificate which— (
  6. a)relates to a ship registered in a country in respect of which the Safety Convention of 1948 takes effect on or before the 19th day of November, 1953, and (
  7. b)is in force on the 19th day of November, 1953, shall, so so long as it remains in force, be treated as if it were an accepted Safety Convention certificate within the meaning of the Act. 5. Any 1929 certificate which relates to a ship registered in a country to which the Safety Convention of 1948 does not for the time being apply shall be treated as if it were an accepted Safety Convention certificate within the meaning of the Act so long as the certificate remains in force ; but no such certificate shall be so treated after the 18th day of November, 1954. 6. Any 1929 certificate which— (
  8. a)relates to a ship registered in a country in respect of which the Safety Convention of 1948 takes effect on a date later than the 19th day of November, 1953, and (
  9. b)is in force on such later date, shall be treated, with effect from such later date and so long as it remains in force, as if it were an accepted Safety Convention certificate within the meaning of the Act. 7.
