FIRST-AID IN FACTORIES REGULATIONS, 1956. I, WILLIAM NORTON, Minister for Industry and Commerce, in pursuance of subsection

(1)of section 56 of the Factories Act, 1955 (No. 10 of 1955), and after consultation with the Minister for Health, hereby make the following regulations : 1.—
(1)These Regulations may be cited as the First-aid in Factories Regulations, 1956.
(2)These Regulations shall come into operation on the 1st day of October,
  2. The first-aid boxes or cupboards required by subsection
(1)of section 56 of the Factories Act, 1955 (No. 10 of 1955), to be provided and maintained in factories shall comply with the following standards : A. For factories in which the number of persons employed does not exceed ten or (in the case of factories in which mechanical power is not used) does not exceed fifty persons, each first-aid box or cupboard shall contain at least :— (
  1. i)a copy of the first-aid leaflet (Form F.I. 1028) issued by the Department of Industry and Commerce, (
  2. ii)a sufficient number (not less than six) of small sterilised dressings for injured fingers, (iii) a sufficient number (not less than three) of medium size sterilised dressings for injured hands or feet, (
  3. iv)a sufficient number (not less than three) of large sterilised dressings for other injured parts, (
  4. v)a sufficient number of sterilised burn dressings (small and large), (
  5. vi)a two per cent. alcoholic solution of iodine or a one per cent. aqueous solution of gentian violet, (vii) a bottle of sal volatile, having the dose and mode of administration indicated on the label, (viii) a small graduated medicine glass ; B. For factories in which mechanical power is used and in which the number of persons employed exceeds ten but does not exceed fifty, each first-aid box or cupboard shall contain at least :— (
  6. i)a copy of the first-aid leaflet (Form F.I. 1028) issued by the Department of Industry and Commerce, (
  7. ii)a sufficient number (not less than twelve) of small sterilised dressings for injured fingers, (iii) a sufficient number (not less than six) of medium size sterilised dressings for injured hands or feet, (
  8. iv)a sufficient number (not less than six) of large sterilised dressings for other injured parts, (
  9. v)a sufficient number of sterilised burn dressings (small and large), (
  10. vi)a sufficient supply of sterilised cotton wool in half-ounce packets, (vii) a two per cent. alcoholic solution of iodine or a one per cent. aqueous solution of gentian violet, (viii) a bottle of sal volatile, having the dose and mode of administration indicated on the label, (
  11. ix)eye drops, prepared as described in the first-aid leaflet (Form F.I. 1028), (
  12. x)a small graduated medicine glass ; C. For factories employing more than fifty persons, each first-aid box or cupboard shall contain at least :— (
  13. i)a copy of the first-aid leaflet (Form F.I. 1028) issued by the Department of Industry and Commerce, (
  14. ii)a sufficient number (not less than twenty-four) of small sterilised dressings for injured fingers, (iii) a sufficient number (not less than twelve) of medium size sterilised dressings for injured hands or feet, (
  15. iv)a sufficient number (not less than twelve) of large sterilised dressings for other injured parts, (
  16. v)a sufficient number of sterilised burn dressings (small and large), (
  17. vi)a sufficient supply of sterilised cotton wool in half-ounce packets, (vii) a two per cent. alcoholic solution of iodine or a one per cent. aqueous solution of gentian violet, (viii) a bottle of sal volatile, having the dose and mode of administration indicated on the label, (
  18. ix)a small graduated medicine glass, (
  19. x)eye drops, prepared as described in the said Form F.I.1028, (
  20. xi)a supply of suitable splints and cotton wool or other material for padding, (xii) a supply of adhesive plaster, (xiii) a tourniquet, (xiv) twelve roller bandages, (
  21. xv)six triangular bandages, (xvi) safety pins ; Provided that the items required under sub-paragraphs (
  22. xi)to (xvi) need not be included in the standard first-aid box or cupboard :— (
  23. a)where there is a properly equipped ambulance room, or (
  24. b)if at least one box containing such items and placed and maintained in accordance with the requirements of Section 56 of the said Act is separately provided ; D. In lieu of the dressings required under sub-paragraphs (
  25. ii)and (iii) of paragraphs A, B and C of this Regulation there may be substituted adhesive wound dressings approved by certificate of the Minister for Industry and Commerce ; E. In all cases all materials for dressings contained in the first-aid boxes or cupboards shall be those designated in, and of a grade and quality not lower than the standard prescribed by, the British Pharmaceutical Codex or any supplement thereto ; F. Each first-aid box or cupboard shall be distinctively marked and, if newly provided after the 1st day of October, 1956, shall be marked plainly " First Aid." 3. These Regulations shall not be deemed not to apply to a factory by reason that there is in force under the said Act as respects that factory any regulation or Order requiring the provision of one or more first-aid boxes or cupboards with certain contents, but these Regulations shall be without prejudice to the operation of any such regulation or Order in so far as it requires a first-aid box or cupboard containing appliances or requisites not required by these Regulations.
