INLAND POST AMENDMENT (No. 11) WARRANT, 1962 I, SÉAMAS Ó RIAIN, Minister for Finance, on the representation of the Minister for Posts and Telegraphs as testified by his official seal affixed hereto, and in exercise of the powers conferred on me by sections 2, 4, 12 and 82 of the Post Office Act, 1908, hereby order as follows :— 1.—

(1)This Warrant may be cited as the Inland Post Amendment (No. 11) Warrant, 1962.
(2)This Warrant shall come into operation on the 30th day of April,
  1. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Warrant.
  2. In this Warrant " the Principal Warrant " means the Inland Post Warrant, 1939 ( S. R. & O. No. 202 of 1939 ).
  3. This Warrant shall be construed as one with the Principal Warrant.
  4. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entry numbered 1 therein of the entry in the First Schedule hereto. 6.—
(1)The Minister for Posts and Telegraphs may on application being made in such manner as he may direct by the addressee of an incoming postal packet in bond— (
  1. a)cause a search to be made for the packet in order that it may, if possible, receive expedited customs examination ; or (
  2. b)cause the packet to be re-addressed to any person whether within or outside the State ; or (
  3. c)permit the addressee or his authorised agent, attending at the place where the packet is, to re-address the packet to any person whether within or outside the State.
(2)There shall be charged and paid in respect of the facilities provided for by this Regulation— (
  1. a)for each of the facilities mentioned in sub-paragraphs (
  2. a)and (
  3. b)of paragraph
(1)of this Regulation, the fee appropriate to the number of postal packets comprised in the application, according to the scale of fees set out in column 2 of the Second Schedule hereto ; (b) for the facility mentioned in sub-paragraph (c) of paragraph
(1)of this Regulation, the fee appropriate to the number of postal packets comprised in the application, according to the scale of fees set out in column 3 of the said Second Schedule.
(3)There shall be charged and paid by the original addressee in respect of each postal packet which is re-addressed under this Regulation— (a) such fee as would have been payable by the addressee if the postal packet had been delivered to him, in the case of a postal packet other than a parcel, under paragraph
(3)of Regulation 7 of the Inland Post Amendment (No. 4) Warrant, 1953 ( S.I. No. 279 of 1953 ) as inserted by Regulation 8 of the Inland Post Amendment (No. 9) Warrant, 1959 ( S.I. No. 46 of 1959 ) ; (b) such fee as would have been payable by the addressee if the postal packet had been delivered to him, in the case of a parcel, under paragraph
(2)of Regulation 23 of the Principal Warrant.
(4)There shall be charged and paid by the original addressee in respect of each postal packet which is re-addressed under this Regulation— (
  1. a)to an address in the State or in Northern Ireland, Great Britain, the Channel Islands or the Isle of Man, such additional postage and fees (if any) as would have been payable thereon if it had been re-directed under Regulation 26 of the Principal Warrant ; (
  2. b)to an address other than in any of the places specified in sub-paragraph (
  3. a)of this paragraph, such additional postage and fees (if any) as would have been payable thereon if it had been posted as a fresh postal packet for transmission to the new address under the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ) or the Foreign Parcel Post Warrant, 1953 ( S.I. No. 418 of 1953 ), as the case may be.
(5)In this Regulation " postal packet in bond " means a postal packet which is in the custody of the Minister at some place appointed by him and the Revenue Commissioners for customs examination.   1. Letter 2 oz. (or less) 4d. Maximum dimensions: — A letter upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage. Length 2 ft., width, 1 ft. 6 ins., depth, 1 ft. 6 ins. In roll form, length and twice diameter, 3 ft. 3 ins., greatest dimensions, 2 ft. 8 ins. For every additional 2 oz. or part thereof 1d. Minimum dimensions: Length, 4 ins., width, 2¾ ins. In roll form length and twice diameter, 6¾ ins., greatest dimension, not less than 4 ins. The minimum dimensions do not apply in relation to letters which bear a rectangular address label of cardboard or strong paper of which the two adjacent sides measure together not less than 6¼ ins. and the smaller side is not less than 1½ ins.   3. MICHAEL HILLIARD. EXPLANATORY NOTE This Warrant comes into operation on the 30th April,
  4. It increases from 3d. to 4d. the postage on letters not over 1 oz. in weight for delivery in Ireland, Great Britain, the Channel Islands and the Isle of Man. There is no change in the postage on letters exceeding 1 oz. The present and revised rates are as follows :— Present Revised Not over 1 oz. 3d. Not over 2 oz. 4d. Over 1 oz. but not over 2 oz. 4d.
