ROAD TRAFFIC (SPEED LIMITS) REGULATIONS, 1963. The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 44 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961) and, as respects Article 6, on the application of the Commissioner of the Garda Síochána hereby makes the following Regulations :— 1 Citation. 1. These Regulations may be cited as the Road Traffic (Speed Limits) Regulations, 1963. 2 Commencement. 2. These Regulations shall come into operation on the 1st day of April, 1963. 3 Interpretation. 3. In these Regulations, save where the context otherwise requires " the Act " means the Road Traffic Act, 1961 ; " road " means a public road; " perimeter road " means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town; " ordinary speed limit ", " special speed limit " and " built-up area speed limit " have the meanings respectively assigned to them in Part IV of the Act; " distance " means distance as measured along the centre line of a road; " station wagons " includes station wagons, estate cars and other similar vehicles which are constructed or adapted for alternative purposes (including the carriage of one or more passengers) and which are fitted with seats, whether rigid, collapsible or detachable, in the area to the rear of the driver's seat; " passenger accommodation " means seating passenger accommodation determined in accordance with the provisions of the Road Traffic (Passenger Accommodation of Mechanically Propelled Vehicles) Regulations, 1962 ( S.I. No. 143 of 1962 ). 4 Ordinary Speed Limits. 4.

(1)There shall be a speed limit of fifty miles per hour in respect of all roads for— (
  1. a)station wagons and (
  2. b)single-decked mechanically propelled vehicles intended or adapted primarily for the carriage of passengers which have passenger accommodation for more than eight persons.
(2)There shall be a speed limit of forty miles per hour in respect of all roads for double-decked mechanically propelled vehicles intended or adapted primarily for the carriage of passengers and having passenger accommodation for more than eight persons.
(3)There shall be a speed limit of forty miles per hour in respect of all roads for mechanically propelled vehicles not intended or adapted primarily for the carriage of passengers and which exceed two tons in weight unladen.
(4)(
  1. a)There shall be speed limits in respect of all roads for mechanically propelled vehicles drawing another vehicle or vehicles as follows :— (
  2. i)where the drawn vehicle is attached to the mechanically propelled vehicle by way of partial superimposition, and no other vehicle is drawn, the speed limit shall be forty miles per hour; (
  3. ii)where the drawn vehicle is not so attached, and no other vehicle is drawn, the speed limit shall be thirty-five miles per hour; (iii) where there is more than one drawn vehicle the speed limit shall be twenty miles per hour. (
  4. b)There shall be excepted from the speed limits prescribed in sub-paragraph (
  5. a)of this paragraph any mechanically propelled vehicle drawing not more than one vehicle the weight unladen of which does not exceed 5 cwts.
(5)A speed limit prescribed in this article shall not apply in respect of any road in respect of which a lesser speed limit is prescribed in the act or in these Regulations. 5 Built-up area speed limit. 5.
(1)Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the act.
(2)Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the act. 6 Special speed limit. 6. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations. 7 Exceptions. 7. There shall be excepted from the ordinary speed limits prescribed in Article 4 of these Regulations, from the special speed limit prescribed in Article 6 of these Regulations and from the built-up area speed limit the following :— (
  1. a)ambulances, (
  2. b)fire brigade vehicles, and (
  3. c)vehicles used by members of the Garda Síochána in the performance of their duties as such members. 8 Revocation. 8. The Bray Special Speed Limit Regulations, 1950 ( S.I. No. 69 of 1950 ) are hereby revoked. FIRST SCHEDULE ROADS DECLARED NOT TO BE PUBLIC ROADS IN A BUILT-UP AREA FOR THE PURPOSES OF SECTION 45 OF THE ACT. COUNTY BOROUGH OF DUBLIN The following roads in the County Borough of Dublin :— (
  4. a)Clontarf Road. (
  5. b)James Larkin Road. (
  6. c)The Howth Road between a point 65 yards east of its junction with Brookwood Avenue and a point 150 yards west of its junction with the West Pier, Howth. (
  7. d)Greenfield Road, Sutton. (
  8. e)Carrickbrack Road between its junction with Greenfield Road and a point 100 yards north-west of its junction with Ceanchor Road. (
  9. f)Strand Road, Baldoyle and its continuation along Main Street, Baldoyle, to the County Borough boundary. (
  10. g)The part of the Grange Road at Baldoyle which lies inside the County Borough boundary for a distance of 730 yards from the point where the said boundary intersects the southern side of the road. (
  11. h)Grange Road between its junction with Kilbarrack Road and the County Borough boundary. (
  12. i)Malahide Road between a point 100 yards north of its junction with Griffith Avenue and the County Borough boundary. (
  13. j)The part of Coolock Lane which lies inside the County Borough boundary. (
  14. k)Oldtown Lane. (
  15. l)The part of Clonsach Road which lies inside the County Borough boundary. (
  16. m)The part of Swords Road which lies inside the County Borough boundary between a point 100 yards north of its junction with Griffith Avenue and the point where the said boundary intersects the western side of the road. (
  17. n)The part of Ballymun Road which lies inside the County Borough boundary for a distance of 330 yards from the point where the said boundary intersects the eastern side of the road. (
  18. o)The North Road for a distance of 800 yards from the County Borough boundary. (
  19. p)Chapelizod Road. (
  20. q)The part of Lucan Road which lies inside the County Borough boundary. (
  21. r)St. Laurence Road, Chapelizod. (
  22. s)Sarsfield Road between its junction with St. Laurence Road and its junction with Con Colbert Road. (
  23. t)Con Colbert Road. (
  24. u)The Ring Road between Kylemore Road railway bridge and its junction with the Long Mile Road. (
  25. v)The Naas Road between its junction with Tyrconnell Road and the County Borough boundary. (
  26. w)Davitt Road. (
  27. x)The Long Mile Road between its junction with Lansdowne Valley and the County Borough boundary. (
  28. y)The part of the main Dublin-Bray road which lies inside the County Borough boundary between a point 200 yards south-east of its junction with Beaver Row and the point where the said boundary intersects the northeastern side of the road. (
