COMMITTEES OF AGRICULTURE (OFFICERS' TRAVELLING EXPENSES AND MAINTENANCE ALLOWANCE AND EXPENSES) (AMENDMENT) (NO. 2) REGULATIONS, 1969. I, NEIL T. BLANEY, Minister for Agriculture and Fisheries, in exercise of the powers conferred on me by section 28 of the Agriculture Act, 1931 (No. 8 of 1931), and section 6 of the Agriculture (Amendment) Act, 1958 (No. 17 of 1958), as adapted by the Agriculture (Alteration of Name of Department and Title of Minister) Order, 1965 ( S.I. No. 146 of 1965 ), hereby make the following regulations :— 1.

(1)These Regulations may be cited as the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) (Amendment) (No. 2) Regulations, 1969.
(2)The Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) Regulations, 1965 to 1967, the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance Expenses) (Amendment) Regulations, 1969 ( S.I. No. 18 of 1969 ), and these Regulations may be cited together as the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) Regulations, 1965 to 1969. 2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations. 3.
(1)Subject to paragraph
(2)of this Regulation, the Schedule to the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) Regulations, 1965 ( S.I. No. 22 of 1965 ), as amended by the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) (Amendment) Regulations, 1965 ( S.I. No. 183 of 1965 ), the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) (Amendment) Regulations, 1966 ( S.I. No. 126 of 1966 ), the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) (Amendment) Regulations, 1967 ( S.I. No. 60 of 1967 ), and the Committees of Agriculture (Officers' Travelling Expenses and Maintenance Allowance and Expenses) (Amendment) Regulations, 1969, is hereby amended by— (a) the substitution of the following for sub-paragraphs
(2)and
(3)of paragraph 2. "
(2)Each committee shall in each year fix the sum which, having regard to all the prevailing circumstances, appears to the committee to be the maximum aggregate of the entire travelling expenses which it would be reasonable for its officers as a whole to incur in that year.
(3)The aggregate of the amounts of travelling expenses paid under this paragraph by a committee in any year shall not exceed, without the consent in writing of the Minister, the maximum aggregate fixed for that year by the committee under sub-paragraph
(2)of this paragraph.", (b) the substitution of " Instructors in Poultry-keeping and Butter-making and Instructors in Farm Home Management " for " and Instructors in Poultry-keeping and Butter-making " in paragraph 5

  1. c)the substitution of " sixty-two shillings and six pence " for " fifty-six shillings and nine pence " in both places where that expression occurs and of " fifty-seven shillings and six pence " for " fifty-two shillings and three pence " in paragraph 10 (a), (
  2. d)the substitution of " fifty-six shillings and three pence " and " forty-eight shillings " for " fifty-one shillings " and " forty-three shillings and six pence " respectively in each place where those expressions occur in sub-paragraphs (
  3. b)and (
  4. c)of paragraph 10, (
  5. e)the substitution of " forty-seven shillings " for " forty-two shillings and nine pence " in both places where that expression occurs and of " thirty-eight shillings and nine pence " for " thirty-five shillings and three pence " in paragraph 10 (d), (
  6. f)the substitution of " ten shillings " for " nine shillings " in paragraph 11 (b), (
  7. g)the substitution of " eight shillings and six pence " for " seven shillings and nine pence " in sub-paragraphs (
  8. d)and (
  9. f)of paragraph 11, (
  10. h)the substitution of " eight shillings " for " seven shillings and six pence " in paragraph 11 (h), and (
  11. i)the substitution of " a County Forester or an Instructor in Farm Home Management " for " or a County Forester " in paragraph
(10)(
  1. b)and subparagraphs (
  2. c)and (
  3. d)of paragraph 11.
(2)Subparagraphs (c), (d), (e), (f), (g) and (h) of paragraph
(1)of this Regulation and subparagraph (a) of the said paragraph
(1)shall be deemed to have come into operation on the 1st day of January, 1969, and the 1st day of April, 1969 respectively. GIVEN under my Official Seal this 24th day of October, 1969. NEIL T. These Regulations provide for an increase as from 1st January, 1969 in the rates of maintenance expenses in the form of night and day allowances payable to officers of Committees of Agriculture. They also provide that each Committee of Agriculture shall fix annually an aggregate amount for all its officers' travelling expenses.
