BLANEY, Minister for Agriculture and Fisheries, in exercise of the powers conferred on me by section 11 of the Wool Marketing Act, 1968 (No. 26 of 1968), hereby make the following regulations: 1. These Regulations may be cited as the Wool Marketing Regulations, 1970. 2. These Regulations shall come into operation on the 4th day of May, 1970. 3.
(1)Subject to Regulation 5 of these Regulations, fleece wool shall be purchased from producers on, and only on, the graded basis specified in paragraph
(2)of this regulation.
(2)The unit for grading shall be a whole fleece and the fleece of wool to be purchased shall be of one of the following grades: (
- a)fleeces of wool which are free from branding fluid, raddle or artificial staining agent and which are not tied with material other than strands of the fleece, are not contaminated with moiety, do not contain oddments (that is anything other than wool from the fleece), are not decomposed and do not require drying, which fleeces of wool are in these Regulations referred to as Grade A fleeces, (
- b)fleeces of wool which contain only so much branding fluid or raddle as is necessary for branding and which are otherwise of the description contained in paragraph (
- a)of this regulation, which fleeces of wool are in these Regulations referred to as Grade B fleeces, or (
- c)fleeces of wool which do not require drying and which are not decomposed but from which daggings have to be removed in accordance with a purchase agreement or which have one or more of the following defects, namely; (
- i)they are tied with material other than strands of the fleece itself, (
- ii)they contain oddments, (iii) they are branded other than with branding fluid or raddle or are artificially stained with bloom dip, (
- iv)they contain more branding fluid or raddle than is necessary for branding, (
- v)they are contaminated with moiety, which fleeces are referred to in these Regulations as Grade C fleeces. 4.
(1)The price payable to a producer at any time for a Grade A fleece shall be not less than 2d. per lb. more than the price payable to a producer at that time for a Grade B fleece from the same breed of sheep or containing wool of similar fineness.
(2)Paragraph
(1)of this regulation shall not be construed as preventing a buyer from fixing a price for a Grade A fleece by reference to the breed of sheep from which fleece wool has been removed, the fineness of wool, or any other matter. 5. The price payable to a producer at any time for a Grade C fleece shall be the price payable at that time to a producer for a Grade B fleece, from the same breed of sheep or containing wool of similar fineness, reduced for each defect in the fleece specified in column
(1)of the Table to this regulation by the amount specified in column
(2)of the Table opposite the mention of the defect in the said column

(including daggings) Grade C fleeces with oddments (that is anything other than wool from a particular fleece) wrapped inside .. 3d. per lb. (including oddments) Grade C fleeces which are branded other than with branding fluid or raddle or which are artificially stained with bloom dip .. .. .. .. 10d. per lb. Grade C fleeces having branding fluid or raddle the removal of which would require more than one scouring process 2d. per lb. Grade C fleeces containing moiety: (
- a)in case the moiety can readily be removed, and .. .. .. 2d. per lb. (
- b)in any other case .. .. 6d. per lb. 6. Whenever wool is sold by a producer to a registered buyer the registered buyer shall supply to the producer a statement by him containing the following particulars, namely; (
- a)the quantity of wool sold and in case the wool is not all of the same grade the quantity sold and the total amount paid for wool of each grade, and (
- b)the price or prices per lb. at which the wool was bought from the producer and in case the wool is bought at more than one price the quantity of wool bought at each price. EXPLANATORY NOTE These Regulations prescribe three grades of wool on the basis of which fleece wool must be purchased from producers and the price increase or reduction to be applied by the buyer to take account of these grades. They also provide for the supply to a producer by a buyer of a statement containing particulars of the wool purchased.
