THE LOCAL GOVERNMENT STAFF NEGOTIATIONS BOARD (ESTABLISHMENT) (AMENDMENT) ORDER, 1975. The Minister for Local Government in exercise of the powers conferred on him by section 3 of the Local Government Services (Corporate Bodies) Act, 1971 (No. 6 of 1971) hereby orders as follows:— 1. This Order may be cited as the Local Government Staff Negotiations Board (Establishment) (Amendment) Order, 1975. 2. This Order and the Local Government Staff Negotiations Board (Establishment) Order, 1971 ( S.I. No. 217 of 1971 ) may be cited together as the Local Government Staff Negotiations Board (Establishment) Orders, 1971 and 1975. 3. Article 4 of the Local Government Staff Negotiations Board (Establishment) Order, 1971 shall be amended as follows :— ( a ) the following words shall be inserted in paragraph
(1)after the word "Article":— " and not more than two serving officers of the Department of Local Government appointed by the Minister and not more than two serving officers of the Department of Health appointed by the Minister on the nomination of the Minister for Health"; ( b ) paragraph
(3)shall be amended by the insertion of the words "appointed by the Council" after the word "Board" and by the addition of the following sentence:— " the term of office of a member of the Board appointed by the Minister shall be such period as the Minister shall determine when appointing him and he shall hold office for that period unless he sooner dies, resigns by letter addressed to the Minister or the Minister terminates his appointment." ( c ) by the substitution of the following for paragraph
(8):— "
(8)( a ) Subject to the following sub-paragraphs the Board may, by standing orders or otherwise, regulate its own procedure. ( b ) The Board shall establish a Health Services Committee to facilitate it regarding the discharge of its functions arising in relation to the health services and there shall be appointed to the Health Services Committee the chief executive officers of health boards who are members of the Board, the officers of the Department of Health appointed by the Minister to the Board and, if the Board think fit, other persons who have special knowledge or experience related to the purpose of the Committee. ( c ) The Board may establish such other committees, as it thinks fit, and may appoint to such committees such members of the Board as are willing to act on the committees and other persons who have special knowledge or experience related to the purpose of the committees. ( d ) The Board shall notify the Council, the Minister and the Minister for Health of the establishment of any committee, of the purpose for which the committee is established, and of the names of the members thereof." ( d ) the following sub-paragraph shall be substituted for sub-paragraph (b) of paragraph
(10):— "( b ) The financial year of the Board shall be the period of twelve months ending on the 31st day of December in any year; provided that the period from the 1st April, 1974 to the 31st December, 1974 shall be deemed to be a financial year."
