HOUSING AUTHORITIES (BORROWING AND MANAGEMENT) REGULATIONS, 1974 (AMENDMENT) REGULATIONS, 1976. The Minister for Local Government, in exercise of the powers conferred on him by sections 5 and 90 of the Housing Act, 1966 (No. 21 of 1966) and with the consent of the Minister for Finance hereby makes the following Regulations:— 1. These Regulations may be cited as the Housing Authorities (Borrowing and Management) Regulations, 1974 (Amendment) Regulations, 1976. 2. Part I of the Schedule to the Housing Authorities (Borrowing and Management) Regulations, 1974 ( S.I. No. 276 of 1974 ) is hereby amended by the substitution for direction 6 under the heading "Directions for completing this Form" of the following direction— "6 Delete special condition (
  4. a)where not appropriate" 3. These Regulations shall come into operation on the 1st day of July, 1976. GIVEN under the Official Seal of the Minister for Local Government this 1st day of July, 1976. JAMES TULLY, Minister for Local Government. The Minister for Finance hereby consents to the foregoing Regulations. DATED this 1st day of July, 1976. RICHIE RYAN, Minister for Finance. EXPLANATORY NOTE. These Regulations amend the form of transfer order for the sale or lease under section 90 of the Housing Act, 1966 , of a dwelling by a housing authority. The effect of the amendment is that the special conditions described in paragraphs (
  5. b)and (
  6. c)of section 89 of the Housing Act, 1966 (which relate to use as the normal place of residence and to mortgage, charge or alienation without the consent of the housing authority) will be contained in forms of all transfer orders and that the special condition described in paragraph (
  7. a)(which relates to payment of purchase money) will be deleted from the form of transfer order where it is not appropriate.
