STATISTICS (CENSUS OF PRODUCTION) ORDER, 1979. I, PÁDRAIG Ó LEATHLOBHAIR, Minister of State at the Department of the Taoiseach, in pursuance of the powers conferred on me by Section 16

(1)of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ) and the Statistics (Delegation of Powers and Duties) Order, 1979 (S.I. No. 148 of 1979), hereby order as follows:—
  1. This Order may be cited as the Statistics (Census of Production) Order,
  3. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.
  4. This Order applies to each of the following undertakings, that is to say, the industries, trades and businesses specified in Part 1 of the Schedule hereto.
  5. Statistics (in this Order referred to as "the statistics") relating to the undertakings to which this Order applies shall be collected in the year 1979 of the several matters set out in Part II of the Schedule hereto.
  6. The forms to be used in the collection of the statistics shall be the forms indicated in Part III of the Schedule hereto, a set of which, bearing the signature of the Minister of State at the Department of the Taoiseach, has been deposited in the Department of the Taoiseach.
  7. The person by whom returns are to be made and information is to be given, for the purpose of the statistics, in respect of any undertaking to which this Order applies, shall be the person by whom the undertaking is carried on, and on whom a sufficient requisition under section 8
(1)of the Statistics Act, 1926 (No. 12 of 1926), is made. SCHEDULE. PART I. INDUSTRIES, TRADES AND BUSINESSES. Energy and Water Prospecting or exploration for and extraction of coal, turf, oil and natural gas (including the preparation of sites), mineral oil refining and the generation, transmission and distribution of electric energy, manufacture of gas in Gas Works, Water supply and distribution. Non Energy Producing Minerals Prospecting or exploration for and extraction and processing of non-energy producing minerals and derived products (including the preparation of sites). Manufacturing Industries The mechanical or chemical transformation of inorganic or organic substances into new products, together with associated repair work and the assembly of component parts of manufactured products. Construction Construction and Maintenance of Works by Railways, Local and other Public Authorities, including Building, Sewerage and Drainage Works, Canals, Harbours and Docks, Highways and Bridges and other Works of a like nature. Laundry, Dyeing and Cleaning Trades PART II. The subject matter of this Part relates (save where the context otherwise requires) to the year 1978. INFORMATION, RETURNS AND PARTICULARS. CHAPTER I. For undertakings in respect of which a sufficient requisition under section 8
(1)of the Statistics Act, 1926 , is made on one or more of the forms specified in Part III (A) of this Schedule. The particulars specified at Nos. 1 to No. 8 inclusive of this Chapter are required to be furnished for each establishment at which production activities are carried on and in the case of those establishments in which less than twenty persons were employed in week ended 16 September, 1978 the particulars specified at No. 9 of this Chapter are also required to be furnished. No. I—Particulars of the Establishment (
  1. a)Trading name. (
  2. b)Address of Head Office., (
  3. c)Full postal address of the establishment. (
  4. d)Telephone number. No. 2—Changes in Fixed Assets during the year ( a ) Increases in Fixed Capital Assets, distinguishing separately:— (
  5. i)Cost of plant, machinery, equipment and vehicles. (
  6. ii)Cost of buildings and all other construction work. (iii) Cost of all other fixed capital assets (including land). ( b ) Decreases in Fixed Capital Assets during the year, distinguishing separately:— (
  7. i)Value of sales of plant, machinery, equipment and vehicles. (
  8. ii)Value of sales of buildings. (iii) Value of sales of all other fixed capital assets (including land). No. 3—Stocks and Work in Progress The value at the beginning and end of year of (
  9. a)stocks of materials and fuels, (
  10. b)work in progress, (
  11. c)stocks of finished goods produced by the establishment ready for sale, and (
  12. d)stocks of goods purchased for resale without further processing. No. 4—Products Manufactured and Work Performed during the Year ( a ) The quantity and value of each of the principal products given separately. A specification of all other products and their aggregate total value. ( b ) The values of all work carried out by employees of the establishment, including the amounts received for work done on materials provided by others and amounts received for repairs done for others. No. 5—Materials and Components used Quantities and costs at the works of all materials and components used in producing or manufacturing the products during the year and in carrying out the work, particulars of which are required under No. 4 of this Chapter. No. 6—Cost of Containers, Repairs, etc. Cost of containers and other packing materials sold with the goods; cost of purchased materials for repairs to buildings and plant by employees of the establishment; amounts paid for contract work done by other persons on material furnished by the establishment in connection with the products of which particulars are required under No. 4 of this Chapter; amounts paid to other firms for repairs and maintenance to plant, machinery, vehicles and buildings. No. 7—Fuel, Electricity, etc., Used during the Year Particulars of the quantity and cost at works of each of the different kinds of fuel, oils and electricity, etc., used during the year. No. 8—Employment, Earnings and Hours Worked A—In respect of establishments for which returns are required to be made in any of the forms numbered C.I.P. 78/111 to C.I.P. 78/495 specified in Part III (A) of this Schedule: ( a ) Number of persons actually at work or on holidays or on sick leave with pay during the pay-week ended 16 September, 1978 or nearest representative date distinguishing the following categories and showing numbers of males and females separately: — (
  13. i)Proprietors and unpaid members of family working in the business. (
  14. ii)Managerial, technical and other salaried staff. (iii) Clerical and other office staff. (
  15. iv)Basic supervisory staff. (
  16. v)Manual workers, other than apprentices and outside piece-workers. (
  17. vi)Apprentices. (vii) Outside piece-workers. ( b ) Total amount of salaries, wages and earnings paid during the year to each of the categories of employees mentioned in No. 8A (
  18. a)(
  19. ii)to (vii). B—In respect of establishments for which returns are required to be made in any of the forms numbered C.I.P. 78/54 to C.I.P. 78/60 specified in Part III (A) of this Schedule:— ( a ) Total amount of salaries, wages and earnings paid during the year to each of the following categories of employees: — (
  20. i)Managerial, technical and other salaried staff. (
  21. ii)Clerical and other office staff. (iii) Basic supervisory staff. (
  22. iv)Manual workers, other than apprentices and outside piece-workers. (
  23. v)Apprentices. (
  24. vi)Outside piece-workers. ( b ) Number of persons actually at work or on holidays or on sick leave with pay during the pay-week ended 16 September, 1978, or nearest representative date, distinguishing the following categories: (
  25. i)Manual workers, other than apprentices and outside piece-workers, showing separately men, youths, women and girls. (
  26. ii)Apprentices, showing males and females separately. (iii) Basic supervisory staff, showing males and females separately. (

  30. ii)or (iii) of No. 8B (
  31. b)of this Chapter during the pay-week ended 16 September, 1978, or nearest representative date. ( d ) Total number of manual workers (category mentioned in sub-paragraph (
  32. i)of No. 8B (
  33. b)of this Chapter) actually at work or on holidays or on sick leave with pay and the aggregate hours actually worked by them during certain specified weeks in 1978. No. 9—Turnover and Purchases during the year ( a ) Total value of turnover, including sales of goods produced, revenue from industrial services provided, sales of purchased goods and any other elements of turnover. ( b ) Total cost of purchases, including materials and fuels, cost of industrial services received and cost of goods purchased for resale. CHAPTER II. For undertakings in respect of which a sufficient requisition under section 8
(1)of the Statistics Act, 1926 is made on the form specified in Part III (B) of this Schedule. The particulars specified at Nos. 1 to No. 11 inclusive of this Chapter are required to be furnished for each industrial enterprise in which twenty or more persons were employed in week ended 16 September, 1978. No. 1—Particulars of the Enterprise ( a ) Trading name. ( b ) Address of Head Office. ( c ) Telephone Number. ( d ) Particulars of ownership. ( e ) The address of each establishment in the enterprise and a description of the type of activity carried on. No. 2—Changes in Fixed Capital Assets during the year ( a ) Increases in Fixed Capital Assets, distinguishing separately : — (
  1. i)Cost of vehicles purchased. (
  2. ii)Cost of plant, machinery and equipment made by the enterprise's own staff. (iii) Cost of plant, machinery and equipment purchased and installed. (
  3. iv)Cost of building and construction work carried out by the enterprise's own staff. (
  4. v)Cost of building and construction work carried out by contractors. (
  5. vi)Cost of buildings purchased. (vii) Cost of land acquired. (viii) Cost of other fixed capital assets. ( b ) Decreases in Fixed Capital Assets during the year, distinguishing separately:— (
  6. i)Value of sales of vehicles. (
  7. ii)Value of sales of plant, machinery and equipment. (iii) Value of sales of buildings. (
  8. iv)Value of sales of land. (

No. 6—Particulars of Cost of Non-Industrial Services distinguishing separately:— ( a ) Hire of plant, machinery, equipment, vehicles, etc. ( b ) Rents paid on premises. ( c ) Insurance premiums paid on plant and premises. ( d ) Bank charges excluding interest. ( e ) All other non-industrial services. No. 7—Particulars of Taxes on Turnover and Indirect Taxes distinguishing separately:— ( a ) Amount of Value-Added Tax charged on turnover. ( b ) Amount of any excise duties paid or payable. ( c ) Amount of any other indirect taxes paid or payable. No. 8—Particulars of Taxes on Inputs distinguishing separately:— ( a ) Amount of Value-Added Tax deductible on purchases of materials, fuels, goods for resale, etc. ( b ) Amount of Value-Added Tax deductible on purchases of fixed capital assets. No. 9—Particulars of Operating Subsidies Amounts received from State funds or institutions of the European Communities as operating subsidies. No. 10—Employment and Earnings ( a ) Number of persons actually at work or on holidays or on sick leave with pay during the pay week ended 16 September, 1978, or nearest representative date, distinguishing the following categories and showing numbers of males and females separately: — (
  16. i)Proprietors and unpaid members of family working in the enterprise. (
  17. ii)Managerial, technical and other salaried staff. (iii) Clerical and other office staff. (
  18. iv)Basic supervisory staff. (
  19. v)Manual workers, other than apprentices and outside piece-workers. (

No. 11—Other labour costs The amount of charges or costs paid by the enterprise in the year in respect of all employees for— ( a ) Contributions by employers to the purchase of social insurance stamps and to the pay- related security scheme. ( b ) Redundancy payments. ( c ) Employers' contributions to superannuation funds and other pension schemes. ( d ) Payments of pensions or retirement benefits other than those paid out of the superannuation funds. ( e ) Insurance premiums paid on behalf of employees covering sickness or injury. ( f ) Supplementary payments to employees in respect of sickness or injury. ( g ) Payments in kind supplied to employees. ( h ) Other social expenditure. ( i ) Training costs. CHAPTER III. For undertakings in respect of which a sufficient requisition under section 8
(1)of the Statistics Act, 1926 , is made on the form specified in Part III (C) of this Schedule. No. 1 —Description of business. No. 2—Value of goods made and work done and charges made for work done on customers' own materials and for repair and jobbing work done during the year. No. 3—Cost of materials, including ingredients, fuel, oil, gas, electricity, containers and other packing materials sold with the goods of which particulars are required under No. 2 of this Chapter. No. 4—Employment Number of persons actually at work or on holidays or on sick leave with pay during the pay- week ended 16 September, 1978, or nearest representative date, distinguishing the following categories and showing numbers of males and females separately:— ( a ) Proprietors and unpaid members of family working in the business.
