INLAND POST AMENDMENT (No. 24) WARRANT, 1980. I, MARK KILLILEA, Minister of State at the Department of Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and the Posts and Telegraphs (Delegation of Ministerial Functions) Order, 1980 (S.I. No. 20 of 1980), and with the consent of the Minister for Finance, hereby order as follows: 1.

(1)This Warrant may be cited as the Inland Post Amendment (No. 24) Warrant, 1980.
(2)This Warrant shall come into operation on the 1st day of July,
  2. In this Warrant— "the Principal Warrant" means the Inland Post Warrant, 1939 (S.R. & O., No. 202 of 1939). "the Warrant of 1979" means the Inland Post Amendment (No. 23) Warrant, 1979 ( S.I. No. 260 of 1979 ).
  3. Regulation 23
(2)of the Principal Warrant is hereby amended by the substitution for "forty new pence" (inserted by Regulation 3 of the Warrant of 1979) of "fifty new pence".
  1. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Warrant of 1979) of the entries in the First Schedule to this Warrant.
  2. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Warrant of 1979) of the entries in the Second Schedule to this Warrant.
  3. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of the Warrant of 1979) of the entries in the Third Schedule to this Warrant.
  4. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 7 of the Warrant of 1979) of the entries in the Fourth Schedule to this Warrant.
  5. The Fifth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 8 of the Warrant of 1979) of the entries in the Fifth Schedule to this Warrant.
  6. Regulation 7 of the Inland Post Amendment (No. 4) Warrant, 1953 ( S.I. No. 279 of 1953 ), as amended by Regulation 9 of the Warrant of 1979, is hereby amended by the substitution for "thirty-three new pence" of "forty new pence". FIRST SCHEDULE "Rates of Postage Col. 1 Col. 2 Col. 3 Col. 4 Col. 5 Description of Postal Packet Rate of Postage Limit of Size Limit of Weight Conditions
  7. Letter. 60g (or less) Exceeding 60g but not exceeding 100g For every additional 50g or part thereof 15p 20p 5p Maximum dimensions: Length, 610 mm. Width, 460 mm. Depth, 460 mm. In roll form, length and twice diameter, 990 mm, greatest dimension, 810 mm. — A letter upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage. Minimum dimensions: Length, 100 mm. Width, 70 mm. In roll form length and twice diameter, 170 mm, greatest dimension, not less than 100mm. The minimum dimensions do not apply in relation to letters which bear a rectangular address label of cardboard or strong paper of which the dimensions are not less than 100 mm. by 70 mm.
  8. Postcard. Single Reply 12p 24p Maximum dimensions: Length, 148 mm. Width, 105 mm. — A postcard upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage. Minimum dimensions: Length, 100 mm. Width, 70 mm.
  9. Printed Packet. 120g (or less) 12p As for letters. 1kg A printed packet upon which no part, or a part only, of the postage payable thereon is prepaid shall be forwarded charged with double the amount of the deficient postage. Exceeding 120g but not exceeding 150g 15p For every additional 50g or part thereof 3p
  10. Newspaper (Registered at the General Post Office). Not exceeding 200g (per copy) For every additional 200g or part thereof (per copy) 8p 3p As for letters. 1kg
(1)The rates of postage specified in Col. 2 shall be charged and paid on every newspaper, whether posted singly or in a packet of two or more.
(2)Any newspaper not registered will, if posted or tendered for transmission by post, be charged with postage as a printed packet, letter or parcel of the same weight, whichever treatment involves the lowest charge. (See regulation 16). " SECOND SCHEDULE "Certain Services and Charges Therefor Col. 1 Col. 2 Col. 3 Service Charge Provisions
  1. Late Fee Postal Packet. A fee (in addition to postage) not exceeding 3p as may be prescribed. A packet upon which no part, or a part only, of the fee payable is paid shall be liable to a surcharge of double the deficiency.
  2. Certificate of Posting (issued at the request of the sender of an unregistered postal packet other than a parcel). 2½p The service is subject to such rules as may be prescribed.
  3. Certificate of Delivery (obtained and forwardedtothesenderof a registered postal packet at his request). 15p The Certificate relates to the delivery of the postal packet at the place to which the said packet is addressed. The service is subject to such rules as may be prescribed.
  4. Deposit Account for payment of postage. An annual fee of £3.75 in respect of each such account. As provided by Regulation 11 of this Warrant.
  5. Re-direction. As provided by Regulation 26 of this Warrant. As provided by Regulation 26 of this Warrant. " THIRD SCHEDULE "Express Delivery Service Col. 1 Col. 2 Service Fee Conveyance by special messenger of a postal packet throughout the whole of the service demanded or through part only of its course in the post. For delivery in Ireland a distance fee at the rate of 15p for the first 1.6 km or part thereof and 8p for every additional 1.6 km or part thereof. For delivery in Great Britain, Northern Ireland, The Channel Islands, or the Isle of Man, a distance fee of 15p per 1.6 km. Writing down of Express message received by telephone. A fee (in addition to the appropriate telephone fee and appropriate distance fee) of 8p. " FOURTH SCHEDULE "Registered Postal Packets PART 1 Col. 1 Service Fee in addition to Ordinary Postage Col. 2 Registration Fee Col. 3 Late Fee
  6. Postal Packet handed for registration to an officer of the Post Office authorised to receive the same, though not on duty at a Post Office or handed in at a Post Office for registration. 40p Such extra sum not exceeding 6p as may be prescribed. (Applicable only to packets intended to be forwarded by the next despatch but registered after the expiration of the time appointed for the registration of packets (without extra fee) and within such further time as the Minister may from time to time appoint with reference to any particular Post Office).
  7. Compulsory registration pursuant to Regulation 42 of this Warrant. 80p (Less any amount which mayhavebeen affixed in postage stamps in excess of the ordinary postage). This Warrant applies to the Inland Post service and comes into operation on the 1st July, 1980, It authorises increases in the letter, postcard, printed packet, newspaper, sample packet and parcel post rates of postage and in the fees charged for the express delivery, registration, customs clearance and cash-on-delivery services. It also authorises increases in the maximum compensation in respect of registered letters and parcels.
