No. 325 of 1982. SOCIAL WELFARE (TEMPORARY PROVISIONS) (NO. 2) REGULATIONS, 1982. The Minister for Social Welfare, in exercise of the powers conferred on him by sections 3 and 73 of the Social Welfare (Consolidation) Act, 1981 (No. 1 of 1981) and section 308 of the said Act as amended by section 9 of the Social Welfare Act, 1982 (No. 2 of 1982), hereby makes the following Regulations: 1. These Regulations may be cited as the Social Welfare (Temporary Provisions) (No. 2) Regulations, 1982. 2. Where a person is or becomes entitled to payment of any of the following pensions, benefits or allowances under the Social Welfare (Consolidation) Act, 1981 — ( a ) disablement pension, ( b ) death benefit by way of pension, ( c ) old age (contributory) pension, ( d ) retirement pension, ( e ) survivor's benefit under section 87, ( f ) invalidity pension, ( g ) deserted wife's benefit, ( h ) widow's (contributory) pension, ( i ) orphan's (contributory) allowance, ( j ) old age pension, ( k ) blind pension, ( l ) widow's (non-contributory) pension, ( m ) orphan's (non-contributory) pension, ( n ) deserted wife's allowance, ( o ) prisoner's wife's allowance, ( p ) social assistance allowance, ( q ) single woman's allowance, in respect of the week commencing on— (
  4. i)the 9th day of December, 1982, in the case of a pension, benefit or allowance mentioned at paragraph (d), (f), (g), (n), (o), (
  5. p)or (
  6. q)of this article, or (
  7. ii)the 10th day of December, 1982 in the case of a pension, benefit or allowance mentioned at paragraph (a), (b), (c), (e), (h), (i), (j), (k), (
  8. l)or (
  9. m)of this article, any amount payable to him by way of that pension, benefit or allowance (including any increases) for the appropriate week shall be increased by a sum equal to that amount. 3. Where a person is or becomes entitled to payment of any of the following benefits, assistance or allowance under the Social Welfare (Consolidation) Act, 1981 — ( a ) disability benefit, ( b ) unemployment benefit, ( c ) injury benefit, ( d ) unemployment assistance, ( e ) supplementary welfare allowance, in respect of any day in the week beginning on the 6th day of December, 1982 or in respect of a continuous period of up to 6 days, excluding Sunday, which includes at least one day in that week, and such payment includes an amount in respect of a child or children, any such payment shall be increased by a sum equal to that amount. 4. In determining the amount of pay-related benefit payable in any case no account shall be taken of any payment to which a person is entitled under the provisions of article 3 of these Regulations. EXPLANATORY NOTE. These Regulations provide for a double week's payment for long-term social welfare recipients, and for a double week's payment in respect of the child dependants of short-term social welfare recipients, in a specified week in December 1982. The provision to double the weekly amount in payment, including any increases for dependants, applies to recipients of disablement pension, death benefit by way of pension, old age (contributory) pension, retirement pension, survivors benefit under section 87, invalidity pension, deserted wife's benefit, widow's (contributory) pension, orphan's (contributory) allowance, old age (non-contributory) pension, blind pension, widow's (non-contributory) pension, orphan's (non-contributory) pension, deserted wife's allowance, prisoners wife's allowance, social assistance allowance and single womans allowance. The provision to double the amount payable in respect of child dependants applies to recipients of disability benefit unemployment benefit, injury benefit, unemployment assistance and supplementary welfare allowance.
