TELEPHONE (AMENDMENT) (No. 2) REGULATIONS, 1982. I, JOHN P. WILSON, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by section 2 of the Telegraph Act, 1885, hereby make, with the consent of the Minister for Finance, the following regulations: 1.

(1)These Regulations may be cited as the Telephone (Amendment) (No. 2) Regulations, 1982.
(2)The Telephone Regulations, 1980 and 1981 and these Regulations may be cited together as the Telephone Regulations, 1980 to 1982. 2. These Regulations shall come into operation on the 1st Day of April, 1982. 3. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations. 4. In these Regulations "the Regulations of 1981" means the Telephone (Amendment) (No. 2) Regulations, 1981 ( S.I. No. 294 of 1981 ). 5. The Telephone Regulations, 1980, are hereby amended by: ( a ) the substitution of the following Schedule for the First Schedule thereto (inserted by Regulation 5 (
  1. a)of the Regulations of 1981): "FIRST SCHEDULE Regulation 9 Charges for Local Calls To a subscriber: ( a ) if he rents an exchange line without a coinbox 8.5p per call ( b ) if he rents an exchange line with a coinbox from which subscriber dialled trunk calls cannot be made 9.5p per call ( c ) if he rents an exchange line with a coinbox from which subscriber dialled trunk calls can be made per call as follows: 9.5p for the first, second, third and fourth five-minute period, 4.75p for the fifth five-minute period and this cycle repeated for subsequent five-minute periods. To a caller ( a ) from an exchange line with a coinbox or a call office from which subscriber dialled trunk calls cannot be made 10p per call ( b ) from an exchange line with a coinbox or a call office from which subscriber dialled trunk calls can be made per call as follows: 10p for the first, second, third and fourth five-minute period, 5p for the fifth five-minute period and this cycle repeated for subsequent five-minute periods. "; ( b ) the substitution of the following Schedule for the Second Schedule thereto (inserted by Regulation 5 (
  2. b)of the Regulations of 1981): "SECOND SCHEDULE Regulation 10 Charges for Subscriber Dialled Trunk Calls In respect of each period or part of a period of time specified in the Table to this Schedule which is appropriate to the call and during which the call continues— ( a ) the sum of 8.5p shall be charged to a subscriber without a coinbox, ( b ) the sum of 9.5p shall be charged to a subscriber with a coinbox for the first, second, third and fourth period of time, the sum of 4.75p for the fifth period of time and if the length of the call exceeds those periods combined, the aforementioned cycle of payment shall apply to such further time as the call continues, ( c ) the sum of 10p shall be paid or placed in the coinbox by a caller from a call office or coinbox exchange line for the first, second, third and fourth period of time, 5p for the fifth period of time and if the length of the call exceeds those periods combined, the aforementioned cycle of payment shall apply to such further time as the call continues. Distance between Group Centres of Exchanges connected. Calls between exchanges in the State and from exchanges in the State to exchanges in Northern Ireland. Calls from exchanges in the State to exchanges in Great Britain, the Isle of Man and the Channel Islands.   3. c)of the Regulations of 1981): "THIRD SCHEDULE Regulation 11 Charges for Trunk Calls ( other than Subscriber Dialled Trunk Calls) made from Exchange Lines without coinbox— Distance between Group Centres of Exchanges connected If call is made at or after 8 a.m. and before 6 p.m. If call is made at or after 6 p.m. and before 8 a.m. Calls between exchanges in the State and from exchanges in the State to exchanges in Northern Ireland Not exceeding 56 kilometres 25.5p for each 3 minutes or part thereof 17p for each 3 minutes or part thereof Exceeding 56 kilometres but not exceeding 80 kilometres 51p for 3 minutes (minimum charge); for each additional minute or part of a minute add one-third 34p for each 3 minutes or part thereof Exceeding 80 kilometres 76.5p for 3 minutes (minimum charge); for each additional minute or part of a minute add one-third 51p for 3 minutes (minimum charge); for each additional minute or part of a minute add one-third Calls from exchanges in the State to exchanges in Great Britain, the Isle of Man and the Channel Islands 153p for 3 minutes (minimum charge); for each additional minute or part of a minute add one-third 102p for 3 minutes (minimum charge); for each additional minute or part of a minute add one-third "; ( d ) the substitution of the following Schedule for the Fourth Schedule thereto (inserted by Regulation 5 (
  4. d)of the Regulations of 1981): "FOURTH SCHEDULE Regulation 11 Charges for Trunk Calls ( other than Subscriber Dialled Trunk Calls) made from a Call Office or from a Coinbox Exchange Line. In respect of every call ( a ) made by a subscriber who rents an exchange line with a coinbox there shall be charged to the subscriber and paid by him, the charges stated in the table below, less ½p. ( b ) made by a caller from a call office or from a coinbox exchange line, there shall be charged and paid or placed in the coinbox the charges as stated in the table below. Distance between Group Centres of Exchanges connected. If call is made at or after 8 a.m. and before 6 p.m. If call is made at or after 6 p.m. and before 8 a.m. Calls between exchanges in the State and from exchanges in the State to exchanges in Northern Ireland Not exceeding 56 kilometres 30p for each 3 minutes or part thereof 20p for each 3 minutes or part thereof Exceeding 56 kilometres but not exceeding 80 kilometres 55p for each 3 minutes or part thereof 35p for each 3 minutes or part thereof Exceeding 80 kilometres 85p for each 3 minutes or part thereof 55p for each 3 minutes or part thereof Calls from exchanges in the State to exchanges in Great Britain, the Isle of Man and the Channel Islands 165p for each 3 minutes or part thereof 110p for each 3 minutes or part thereof "; ( e ) the substitution of the following Schedule for the Fifth Schedule thereto (inserted by Regulation 5 (
  5. e)of the Regulations of 1981): "FIFTH SCHEDULE Regulations 12, 13, 15 and 16 PART I Charges for Special Services ( a ) Charges which are payable in addition to the appropriate charges set out in the foregoing Schedule to these Regulations. 1. Personal Call 45p —Manual 45p 2. Alarm Clock Call —Automatic 25.5p 3. Advice Duration and Charge 25p 4. Reverse Charge Call 45p 5. Fixed-time Calls one-quarter of the charge for the first three minutes with a minimum of 4p 6. Daily Fixed-time Calls one-eight of the charge for the first three minutes with a minimum of 4p PART II Charges which are payable in lieu of all other charges set out in the foregoing Schedule to these Regulations. 1. Urgent Calls double the charges otherwise payable under the Regulations 2. Calcellation Fee for Personal Call 45p 3. Cancellation Fee for Fixed-time Calls one-quarter of the charge which would be payable if the call had been effected. The purpose of these Regulations is:— to provide for the following increases in charges: Local Calls charge to non-coinbox from 7.1p to 8.5p subscriber Trunk Calls calls from non-coinbox line (
  7. i)from 7.1p to 8.5p for each specified period of time on subscriber dialled trunk calls; (
  8. ii)increase in charges for trunk calls via Operator- internal calls under 56 kilometres from 25p to 30p (day)-Cross-Channel calls from 135p to 165p (day) and 90p to 110p (night).
