INDUSTRIAL RESEARCH AND STANDARDS (SECTION 44) (BABIES' DUMMIES) ORDER, 1983 I, JOHN BRUTON, Minister for Industry and Energy, in exercise of the powers conferred on me by Section 44 of the Industrial Research and Standards Act, 1961 (No. 20 of 1961), and the Industry and Energy (Transfer of Departmental Administration and Ministerial Functions) Order, 1983 ( S.I. No. 21 of 1983 ), hereby make the following Order: 1. This Order may be cited as the Industrial Research and Standards (Section 44) (Babies' Dummies) Order, 1983, and shall come into operation on the 1st day of September, 1983. 2. In this Order "baby's dummy" means a substitute nipple for a baby to suck or bite on, not being designed to facilitate a baby's obtaining fluid. 3. It shall be unlawful to manufacture, assemble or sell a baby's dummy unless it complies with Irish Standard 248:1981, being the standard specification declared by the Institute for Industrial Research and Standards for that commodity. GIVEN under my Official Seal, this 29th day of July, 1983. JOHN BRUTON, Minister for industry and Energy. EXPLANATORY NOTE. The purpose of this Order is to prohibit the manufacture, assembly or sale of a Baby's Dummy unless it complies with Irish Standard 248:1981 which specifies safety requirements for Babies' Dummies and the testing procedure to be used for checking these requirements. The objective of the Order is to provide for the safety of infants by protecting them from injury or death caused by defective dummies by prescribing safety characteristics for Babies' Dummies and to provide for testing procedures.
