In exercise of the powers vested in the Minister for the Environment by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961), which said powers are delegated to me by the Environment (Delegation of Functions) Order, 1983 ( S.I. No. 272 of 1983 ), I, Ruairí Quinn, Minister of State at the Department of the Environment hereby make the following Regulations:— 1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Kildare) (Amendment) Regulations, 1983. 2. The First Schedule to the Road Traffic (Speed Limits) (County of Kildare) Regulations, 1983 ( S.I. No. 277 of 1983 ) is hereby amended by the addition of the following matter at reference 3:— "(

These Regulations amend the Road Traffic (Speed Limits) (County of Kildare) Regulations, 1983 by declaring that the Naas By-Pass is not a public road in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .
