The Minister for the Environment in exercise of the powers conferred on him by Section 3 of the European Communities Act, 1972 (No. 27 of 1972) and for the purpose of giving effect to Council Directive (No. 77/143/EEC)
(1)hereby makes the following Regulations:—

(1)These Regulations may be cited as the European Communities (Vehicle Testing) (Amendment) Regulations, 1983.
(2)The European Communities (Vehicle Testing) Regulations, 1981 to 1982 and these Regulations shall be construed as one and may be cited together as the European Communities (Vehicle Testing) Regulations, 1981 to
- These Regulations shall come into operation on the 1st day of March,
- Article 2 of the Road Vehicles (Registration and Licensing) Regulations, 1982 ( S.I. No. 311 of 1982 ) (hereinafter called the Regulations of 1982) shall be amended by the addition after sub-article
(6)of the following sub-article:— "
(7)On application for a licence for a vehicle the use of which in a public place is prohibited unless there is in force a certificate of roadworthiness under the provisions of the European Communities (Vehicle Testing) Regulations, 1981 ( S.I. No. 193 of 1981 ) as amended by the European Communities (Vehicle Testing) (Amendment) Regulations, 1982 ( S.I. No. 331 of 1982 ) the owner shall produce to the licensing authority a certificate of roadworthiness relating to the vehicle issued under those Regulations and in force at the date of the application." 4. Article 3 of the Regulations of 1982 shall be amended by the insertion after the words "of sub-article
(5)" of the words "and of sub-article

These Regulations amend the Road Vehicles (Registration and Licensing) Regulations, 1982, to provide for the production to licensing authorities of a current certificate of roadworthiness where application is being made for renewal of motor vehicle licence duty (road tax) in respect of vehicles required to undergo annual roadworthiness testing.
