I, MICHAEL O'KENNEDY, Minister for Agriculture and Food, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving effect to Council Directive No, 90/168/EEC of 26 March 19901, Eighth Commission Directive No. 90/490/EEC of 25 September 19902 and Ninth Commission Directive No. 90/506/EEC of 26 September 19903, hereby make the following Regulations: 1.

(1)These Regulations may be cited as the European Communities (Introduction of Organisms Harmful to Plants or Plant Products) (Prohibition) (Amendment) (No. 2) Regulations, 1990.
(2)The collective citation, the European Communities (Introduction of Organisms Harmful to Plants or Plant Products) (Prohibition) Regulations, 1980 to 1990, shall include these Regulations.
(3)These Regulations shall come into operation on the 1st day of January,

These Regulations implement the following Council and Commission Directives viz: ( a ) Council Directive 90/168/EEC, amending, with respect to inspection and certification of plants and procedural requirements, Directive 77/93/EEC on measures to prevent the introduction or spread of plant diseases or pests, and ( b ) Eighth and Ninth Commission Directives, Nos. 90/490/EEC and 90/506/EEC, setting out revised conditions relating to the importation of, respectively, coniferous wood and leaf-miner host plants.
