I, DESMOND O'MALLEY, Minister for Industry and Commerce, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), and for the purpose of giving full effect to Council Regulation (EEC) No. 811/91

(1)of 27 March 1991 hereby make the following Regulations: 1.
(1)These Regulations may be cited as the European Communities (Trade with Iraq and Kuwait) (No. 2) Regulations, 1991.
(2)These Regulations shall be deemed to have come into operation on the 2nd day of March,
  2. The European Communities (Trade with Iraq and Kuwait) Regulations, 1990 ( S.I. No. 215 of 1990 ) are hereby amended by the substitution in Regulation 2 for "and Council Regulation (EEC) No. 542/91 of 4 March 1991" (inserted by Regulation 2 of the European Communities Trade with Iraq and Kuwait Regulations, 1991 ( S.I. No. 52 of 1991 )) of "Council Regulation (EEC) No. 542/91 of 4 March 1991 and Council Regulation (EEC) No. 811/91 of 27 March 1991".
  3. The European Communities (Trade with Iraq and Kuwait) (No. 2) Regulations ( S.I. No. 262 of 1990 ), are hereby amended— ( a ) in Regulation 2, by the insertion after "as amended by Council Regulation (EEC) No. 542/91 of 4 March 1991" (inserted by Regulation 3 of the European Communities (Trade with Iraq and Kuwait) Regulations, 1991) of "and Council Regulation (EEC) No. 811/91 of 27 March 1991", and ( b ) in Regulation 4, by the substitution in paragraph 1 (a) of "(inserted by Council Regulation (EEC) No. 811/91 of 27 March 1991)" for "(inserted by Council Regulation)".
