ROAD TRAFFIC GENERAL BYE-LAWS (AMENDMENT) REGULATIONS, 1991. The Minister for the Environment in exercise of the powers conferred on him by section 5 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 60 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations. 1. These Regulations may be cited as the Road Traffic General Bye-Laws (Amendment) Regulations, 1991. 2. There shall be substituted for Article 14 of the Road Traffic General Bye-Laws 1964 ( S.I. No. 294 of 1964 ) the following article:— "14.
(1)A driver or pedestrian approaching a railway level crossing at which a traffic sign, consisting of two red lamps positioned above an orange lamp, has been provided shall not, while the red lamps are flashing, proceed beyond the stop line or barrier or half barrier at or near the sign and if no such line, barrier or half barrier is provided, beyond the sign.
(2)A driver approaching a railway level crossing at which a traffic sign, consisting of a continuous yellow line approximately 300 millimetres wide, enclosing an area of roadway cross hatched in diagonal yellow lines approximately 200 millimetres wide and spaced approximately 1.4 metres apart, has been provided shall not enter either totally or partly the cross hatched area unless the vehicle can clear the cross hatched area without stopping notwithstanding any indication to the contrary given by a traffic signal at the level crossing." These Regulations amend the Road Traffic General Bye-Laws, 1964 ( S.I. No. 294 of 1964 ) insofar as they relate to driver and pedestrian behaviour at railway level crossings at which flashing red lamps and/or yellow box junctions have been provided.
