VIDEO RECORDINGS ACT, 1989 (LICENCES) REGULATIONS, 1991. I, RAY BURKE, Minister for Justice, in exercise of the powers conferred on me by sections 18 , 23 and 31 of the Video Recordings Act, 1989 (No. 22 of 1989), hereby make the following Regulations: 1. These Regulations may be cited as the Video Recordings Act, 1989 (Licences) Regulations, 1991. 2. An application for the grant of a licence shall be made to the Official Censor not less than 30 days before the commencement of the period to which the licence is intended to relate: Provided that, if the licence is intended to relate to the period commencing on the 1st day of May, 1991, the application for the grant thereof shall be made to the Official Censor not later than the 22nd day of March, 1991. 3.

(1)The Register of Video Recording Wholesale Licences shall be in the form specified in Part I of the Schedule to these Regulations or in a form to the like effect.
(2)The Register of Video Recording Retail Licences shall be in the form specified in Part II of the Schedule to these Regulations or in a form to the like effect. 4.
(1)Where the holder of a licence proposes to transfer on a particular day the business to which it relates to premises or to premises other than those specified in the licence or to a place (which word in this paragraph does not include premises) or to a place other than that specified in the licence, he shall, before that day— ( a ) inform the Official Censor of the proposal, and ( b ) give the licence to the Official Censor together with such information in writing as the latter may require for the purpose of making any appropriate amendments to the licence.
(2)Where any information furnished to the Official Censor by the holder of a licence in or in connection with the application for the licence ceases to be or is discovered not to be correct or accurate, the holder shall, as soon as may be, notify the Official Censor of that fact and give to him the licence and the appropriate corrections in writing together with such information in writing as he may require for the purpose of making any appropriate amendments to the licence.
  1. A company, club or partnership that holds a licence shall, in the case of an event consisting of— ( a ) the death or the removal or resignation from office of the secretary or a director of the company, or officer of the club or a partner of the partnership, or ( b ) the appointment of a person to be the secretary or a director of the company, or officer of the club or the admission of a person to the partnership, cause the Official Censor to be informed, not later than 7 days after its occurrence, of the event.
