The Minister for Social Welfare, in exercise of the powers conferred on him by section 3 and section 140 A
(1)(inserted by section 14 of the Social Welfare Act, 1993 (No. 5 of 1993)) of the Social Welfare (Consolidation) Act, 1981 (No. 1 of 1981) hereby makes the following Regulations:— 1 Short title.
- These Regulations may be cited as the Social Welfare (Unemployment Assistance) (Amendment) Regulations,

- The Social Welfare (Unemployment Assistance) Regulations, 1992 ( S.I. No. 238 of 1992 ) are hereby amended by the insertion after article 9 of the following article— "Exemption from disqualification. 9A. A person shall not be disqualified for receiving unemployment assistance while attending a course of study within the meaning of section 140 A
(2)(inserted by section 14 of the Social Welfare Act, 1993 ) of the Principal Act where that person is— ( a ) a mature student within the meaning of section 1 of the Local Authorities (Higher Education Grants) Act, 1968 (No. 24 of 1968) (as amended by section 2 of the Local Authorities (Higher Education Grants) Act, 1992 (No. 19 of 1992)), or ( b ) participating in an activity as defined in article 2 of these Regulations.". GIVEN under the Official Seal of the Minister for Social Welfare, this 25th day of June, 1993. MICHAEL WOODS, Minister for Social Welfare. EXPLANATORY NOTE. Section 140A of the Social Welfare (Consolidation) Act, 1981 disqualifies a person engaged in a course of study from receiving unemployment assistance other than in such circumstances and conditions as may be prescribed. These Regulations exempt from this disqualification a person who is— ( a ) a mature student as defined in Section 1 of the Local Authorities (Higher Education Grants) Act 1968 , or ( b ) participating in one of the educational initiatives for the long-term unemployed such as the Vocational Training Opportunities Scheme and the Third Level Allowance scheme, or ( c ) participating in a course of education approved by a company (known as an Area Partnership) established under the Programme for Economic and Social Progress.
