EUROPEAN COMMUNITIES (INTRODUCTION OF ORGANISMS HARMFUL TO PLANTS OR PLANT PRODUCTS) (PROHIBITION) (AMENDMENT) REGULATIONS, 1994. I, JOE WALSH, Minister for Agriculture, Food and Forestry, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), as adapted by the Agriculture and Food (Altertion of Name of Department and Title of Minister) Order, 1993 ( S.I. No. 11 of 1993 ), and for the purpose of giving effect to Commission Directive No. 93/106/EC of 29 November, 19931, Commission Directive No. 93/110/EEC of 9 December, 19932, and Commission Directive No. 94/3/EC of 21 January, 19943, hereby make the following Regulations: 1.

(1)These Regulations may be cited as the European Communities (Introduction of Organisms Harmful to Plants or Plant Products) (Prohibition) (Amendment) Regulations, 1994.
(2)The European Communities (Introduction of Organisms Harmful to Plants or Plant Products (Prohibition) Regulations, 1980 to 1993, and these Regulations may be cited together as the European Communities (Introduction of Organisms Harmful to Plants or Plant Products) (Prohibition) Regulations, 1980 to 1994.
(3)These Regulations shall come into operation on the 1st day of March,
  2. In these Regulations "the Principal Regulations" means the European Communities (Introduction of Organisms Harmful to Plants or Plant Products (Prohibition) Regulations, 1980) ( S.I. No. 125 of 1980 ).
  3. Regulation 2 of the Principal Regulations is hereby amended by the substitution in paragraph
(1)in the definition of "the Directive" for "and Commission Directive No. 93/51/EEC of 24 June, 1993" (inserted by the European Communities (Introduction of Organisms Harmful to Plants or Plant Products) (Prohibition) (Amendment) Regulations, 1993 ( S.I. No. 408 of 1993 )) of "Commission Directive No. 93/51/EEC of 24 June, 19934 Commission Directive No. 93/106/EC of 29 November, 1993, Commission Directive No. 93/110/EC of 9 December, 1993 and Commission Directive No. 94/3/EC of 21 January, 1994.". 1O.J. These Regulations implement the following Commission Directives viz: ( a ) Commission Directive No. 93/106/EC, amending Directive 92/76/EEC with respect to protected zones recognised pursuant to Council Directive No. 77/93/EEC. ( b ) Commission Directive No. 94/110/EC amending Annexes II, III, IV and V to Council Directive No. 77/93/EEC. ( c ) Commission Directive No. 94/3/EC establishing a procedure for the notification of interception of a consignment or a harmful organism from third countries, which presents an imminent phytosanitary danger. 4O.J.
