(4)of the European Communities (Postal Services Regulations 2002 ( S.I. No. 616 of 2002 ), hereby makes the following Scheme:
  1. This Scheme may be cited as the Inland Post Amendment (No. 71 Scheme,
  3. This Scheme shall be operative with effect from the 30th day of August
  5. In this Scheme, “the Principal Warrant” means the Inland Post Warrant 1939 ( S.I. No. 202 of 1939 ) as amended; “Scheme No. 36” means the Inland Post Amendment (No. 36) Scheme 1986 ( S.I. No. 362 of 1986 ); “Scheme No. 67” means the Inland Post Amendment (No. 67) Scheme 2003 ( S.I. No. 296 of 2003 ); “Scheme No. 69” means the Inland Post Amendment (No. 69) Scheme 2003 ( S.I. No. 400 of 2003 ); “Scheme No. 70” means the Inland Post Amendment (No. 70) Scheme 2003 ( S.I. No. 401 of 2003 ).
  6. All rates and charges payable upon letters and postal packets in this Scheme pertain to postal packets outside the “reserved area” as defined by the European Communities (Postal Services) Regulations 2002 ( S.I. No. 616 of 2002 ).
  7. Words defined in the Principal Warrant shall have the same meaning in this Scheme.
  8. The First Schedule to the Principal Warrant is hereby amended by the addition to the entries therein contained (as inserted by Regulation 7 of Scheme No. 69) of the entries in the First Schedule to this Scheme.
  9. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein contained (as inserted by Regulation 7 of Scheme No. 67) of the entries in the Second Schedule to this Scheme.
  10. The First Schedule to Scheme No. 36 is hereby amended by the addition to the entries therein contained (as inserted by Regulation 6 of Scheme No. 70) of the entries in the Third Schedule to this Scheme.
