(4)of the European Communities (Postal Services) Regulations 2002 ( S.I. No. 616 of 2002 ), hereby makes the following Scheme:
  1. This Scheme may be cited as the Inland Post Amendment (No. 72 Scheme,
  3. This Scheme shall be operative with effect from the 30th day of August
  5. In this Scheme, “The Principal Warrant” means the Inland Post Warrant 1939 ( S.I. No. 202 of 1939 ) as amended;
  6. All discounts receivable upon letters and postal packets in this Scheme pertain to postal packets outside the “reserved area” as defined by the European Communities (Postal Services) Regulations 2002 ( S.I. No. 616 of 2002 ).
  7. Words defined in the Principal Warrant shall have the same meaning in this Scheme.
  8. This Scheme applies to postal packets in respect of which agreements are made with An Post in order to achieve cost savings for An Post and the sharing of those cost savings with senders.
  9. There shall be charged and paid upon postal packets posted to which this Scheme applies the rates specified at
(1)of the First Schedule to the Principal Warrant. Subject to the terms of the agreement agreed by the sender and An Post and this Scheme, a sender shall benefit from the discount per postal packet specified in the Schedule to this Scheme. Notwithstanding the provisions of Regulation 10 of the Principal Warrant all postal packets to which this Scheme applies shall bear a prepaid Ceadunas stamp or franking impression approved by An Post. SCHEDULE Discounts TABLE A Machinable Postal Packets Machinable postal packets are postal packets which are capable of being processed by An Post's automated sorting equipment. The postal packets to which this table applies shall bear a prepaid Ceadunas stamp or franking impression approved by An Post.   8. A “Flat” is a postal packet with the following dimensions: Minimum dimensions: 160mm × 250mm × 0.75mm. Maximum dimensions: 250 mm × 350 mm × 18mm.
  9. An “An Post Office of Acceptance” means the An Post Delivery Office Dublin 2 and the An Post branch office, designated for the purposes of this Scheme by An Post, in the following locations (and any other location as may from time to time be identified by An Post): Bray, Castlebar, Cavan, Clonmel, Drogheda, Dundalk, Ennis, Galway Kilkenny, Letterkenny, Limerick, Longford, Naas, Navan, Roscommon, Sligo Tralee, Waterford and Wexford.
  10. “Auto-sort” means sortation by An Post's automated sorting equipment.
  11. “Deferred Processing” means sortation at least one business day after the postal packet enters the public postal network. A “Flat” is a postal packet with the following dimensions: Save insofar as an item falls within the dimensions of a “POP Letter” as set out under Table B in the Second Schedule to Scheme No. 69:- Minimum dimensions: 90mm × 140mm, with a tolerance of 2mm. Maximum dimensions: 300 mm × 400 mm × 25mm.
  18. A “Packet” is a postal packet with the following dimensions: Save insofar as an item falls within the dimensions specified at 1 above:- Minimum dimensions: 70mm × 100mm (In roll form: length and twice diameter: 170mm, greatest dimension not less than 100mm). Maximum dimensions: Length, width and depth combined: 900 mm, greatest dimension not exceeding 600mm, with a tolerance of 2mm (In roll form: length and twice diameter: 1040mm, greatest dimension not exceeding 900mm).
  19. An “An Post Office of Acceptance” means the An Post Delivery Office Dublin 2 and the An Post branch office, designated for the purposes of this Scheme by An Post, in the following locations (and any other location as may from time to time be identified by An Post): Bray, Castlebar, Cavan, Clonmel, Drogheda, Dundalk, Ennis, Galway Kilkenny, Letterkenny, Limerick, Longford, Naas, Navan, Roscommon Sligo, Tralee, Waterford and Wexford.
  20. “Deferred Processing” means sortation at least one business day after the postal packet enters the public postal network.
  21. “Pre-sorted” mean items pre-sorted according to the required pre-sort specifications supplied from time to time by An Post. Given under the common seal of An Post this 29th day of September,
