No. 203 of 2006 SOCIAL WELFARE (CONSOLIDATED SUPPLEMENTARY WELFARE ALLOWANCE) (AMENDMENT) (No. 1) (TRAINING COURSE DISREGARD, BENEFIT AND PRIVILEGE) REGULATIONS 2006 The Minister for Social and Family Affairs, in exercise of the powers conferred on him by section 4 (as amended by section 17 and Schedule 3 of the Social Welfare Law Reform and Pensions Act 2006 (No. 5 of 2006) and Rule 1

(5)of Part 4 (as amended by section 34 of the Social Welfare Law Reform and Pensions Act 2006 ) of Schedule 3 of the Social Welfare Consolidation Act 2005 (No. 26 of 2005), hereby makes the following Regulations: Citation and construction. 1.
(1)These Regulations may be cited as the Social Welfare (Consolidated Supplementary Welfare Allowance) (Amendment) (No. 1) (Training Course Disregard, Benefit and Privilege Regulations 2006.
(2)These Regulations and the Social Welfare (Consolidated Supplementary Welfare Allowance) Regulations, 1995 to 2006 shall be construed together as one and may be cited as the Social Welfare (Consolidated Supplementary Welfare Allowance) Regulations, 1995 to
  1. Commencement.
  2. These Regulations come into operation on 24 April

  4. The Social Welfare (Consolidated Supplementary Welfare Allowance) Regulations 1995 ( S.I. No. 382 of 1995 ) are amended by substituting for paragraph 9
(3)(
  1. b)(as amended by the Social Welfare (Consolidated Supplementary Allowance) (Amendment) Regulations 2005 ( S.I. No. 54 of 2005 )) the following: - “(
  2. b)the amount prescribed for the purposes of clause (IV) of Rule 1
(2)(b)(v) of Part 4 of Schedule 3 to the Principal Act shall be €60 per week, together with half the amount from attendance at any of such training courses as the Minister may determine from time to time, where that amount is not in excess of €90.” Benefit and Privilege. 4. The Social Welfare (Consolidated Supplementary Welfare Allowance) Regulations 1995 are hereby amended by the insertion after article 33 (as amended by article 3 of the Social Welfare (Consolidated Supplementary Welfare Allowance) (Amendment) Regulations 2002 ( S.I. No. 119 of 2002 )) of the following article: “Prescribed age for the purposes of benefit and privilege. 33A. The age prescribed for the purposes of Rule 1
(5)(a) of Part 4 of Schedule 3 to the Principal Act shall be 25 years.”. GIVEN under the Official Seal of the Minister for Social and Family Affairs this 21st day of April,

These Regulations provide for an increase in the income disregard for those attending certain training courses. The first €60 per week of additional income is disregarded, with half of any additional income between €60 per week and €90 per week also disregarded. The Regulations also provide for an improvement in the assessment of Benefit and Privilege for Supplementary Welfare Allowance. The assessment of Benefit and Privilege for those living in the parental home will now be abolished for those aged 25 years with effect from 24 April,
