No. 141 of 2007 CITIZENS INFORMATION ACT 2007 (COMMENCEMENT) ORDER 2007 ORDER entitled Citizens Information Act 2007 (Commencement) Order 2007 To be made by the Minister for Social and Family Affairs I, SÉAMUS BRENNAN, Minister for Social and Family Affairs, in exercise of the powers conferred on me by section 10
(3)of the Citizens Information Act 2007 (No. 2 of 2007), hereby order as follows:
- This Order may be cited as the Citizens Information Act 2007 (Commencement) Order
- The 30th day of March 2007 is appointed as the day on which the Citizens Information Act 2007 (No. 2 of 2007) other than sections 4 (in so far as it relates to the insertion of paragraph (bb) in section 7
(1)of the Comhairle Act 2000) and 5 shall come into operation. GIVEN under my Official Seal, 30th March 2007. SÉAMUS BRENNAN Minister for Social and Family Affairs. EXPLANATORY NOTE (This note is not part of the Instrument and does not purport to be a legal interpretation.) This Order provides for the commencement of Sections 1, 2 and 4 ( except insofar as it provides for the substation of paragraph (bb) in section 7
(1)of the Comhairle Act, 2000), and sections 6, 7, 8, 9 and 10 of the Citizens Information Act
- These sections amend the Comhairle Act 2000 to; include definitions of ‘disability’ and ‘social service’ in that Act, reduce in the size of the Board from 20 to 15 members, change the quorum for Board meetings and extend the term of office of membership of the Board from 3 to 5 years. Section 8 of the Citizens Information Act, 2007 amends section 23 of the Comhairle Act, 2000 to clarify the reporting responsibilities of the Chief Executive before the Public Accounts Committee. Section 9 makes provision for the Minister to issue general policy directions to the Board with regard to the performance of its functions. The provisions of Section 4 of the Citizens Information Act, 2007 commenced under this Order are those provisions which confer new functions on the Board to do with enhanced provision of information services, including a statutory requirement on the Board to set terms and conditions for provision of funding to voluntary bodies.
