I, MARY COUGHLAN, Minister for Enterprise, Trade and Employment, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Council Regulation (EC) No. 881/2002 of 27 May 2002 1 , hereby make the following regulations: 1. These Regulations may be cited as the European Communities (Restrictive Measures against Certain Persons and Entities Associated with Usama bin Laden, the Al-Qaida Network and the Taliban) (Amendment) Regulations 2009. 2. In these Regulations— “Principal Regulations” means the European Communities (Restrictive Measures against Certain Persons and Entities Associated with Usama bin Laden, the Al-Qaida Network and the Taliban) Regulations 2006 ( S.I. No. 186 of 2006 ); “Regulations of 2007” means the European Communities (Restrictive Measures against Certain Persons and Entities Associated with Usama Bin Laden, the Al-Qaida Network and the Taliban) (Amendment) Regulations 2007 ( S.I. No. 729 of 2007 ). 3. Regulation 2 (as amended by the Regulations of 2007) of the Principal Regulations is amended— (
  4. a)by substituting “‘Council Regulation’ means” for “Council Regulation means”, (
  5. b)in paragraph (1xxxiv) by substituting “,” for “and”, (
  6. c)by substituting the following paragraph for paragraph (1xxxv): “(1xxxv) Commission Regulation (EC) No. 1104/2007 of 25 September 2007 88 ,”, and (

Regulation 3 (as amended by Regulations of 2007) of the Principal Regulations is amended— (
  11. a)by inserting “of the Council Regulation” after “Article 3” in each place where it occurs, and (
  12. b)by inserting “of the Council Regulation” after “Article 4”. 5. Regulation 5 of the Principal Regulations is amended by substituting “Summary proceedings for an offence under these Regulations may be brought and prosecuted” for “An offence under these Regulations may be prosecuted”.
