I, JOHN GORMLEY, Minister for the Environment, Heritage and Local Government, in exercise of the powers conferred on me by sections 3 , 5 and 14 of the Local Government (Charges) Act 2009 (No. 31 of 2009), hereby make the following Regulations: Citation 1. These Regulations may be cited as the Local Government (Charges) Regulations 2009. Commencement 2. These Regulations come into operation on 24 July 2009. Interpretation 3. In these Regulations— “Act” means the Local Government (Charges) Act 2009 ; “declaration” means a declaration for the purposes of section 5

(1)of the Act; “personal public service number” has the meaning assigned to it in section 262 of the of the Social Welfare Consolidation Act 2005 . Liability date for 2009 4. The 31st day of July 2009 is prescribed for the purpose of section 3
(1)of the Act as the liability date for the year
  1. Payment of charge and making of declaration
  2. A period of two months is prescribed for the purpose of section 3
(4)of the Act. Making of declaration 6.
(1)A declaration shall be made to the relevant local authority in writing or by means of the internet at www.nppr.ie.
(2)A declaration shall contain the following information: (
  1. a)the name (or, in the case of co-owners, names) of the owner of the residential property (“property”) in respect of which the declaration is made; (
  2. b)the address (and, if necessary, a description) of the property; (
  3. c)an address for correspondence of the owner or co-owners of the property; (
  4. d)the personal public service number of the owner, or of each individual co-owner, of the property, where the owner or co-owner concerned is an individual; and (
  5. e)the tax reference number of the owner, or of each co-owner, of the property, where the owner or co-owner concerned is a company. Means of payment 7. The following means of payment are prescribed for the purposes of section 5
(3)of the Act: (
  1. a)cheque, bank draft, postal order and credit or debit card, where the declaration to which the payment relates is made in writing; or (
  2. b)credit or debit card, where the declaration to which the payment relates is made by means of the internet. GIVEN under my Official Seal, 24 July 2009.
