I, RICHARD BRUTON, Minister for Jobs, Enterprise and Innovation, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving full effect to Council Regulation (EU) No. 442/2011 of 9 May 20111 , as amended by Council Implementing Regulation (EU) No. 504/2011 of 23 May 20112 , Council Implementing Regulation (EU) No. 611/2011 of 23 June 20113 , Council Implementing Regulation (EU) No. 755/2011 of 1 August 20114 , Council Implementing Regulation (EU) No. 843/2011 of 23 August 20115 and Council Regulation (EU) No. 878/2011 of 2 September 20116 , hereby make the following regulations: 1. These Regulations may be cited as the European Union (Restrictive Measures) (Syria) (Amendment) Regulations 2011. 2. In these Regulations “Principal Regulations” means the European Communities (Restrictive Measures) (Syria) Regulations 2011 ( S.I. No. 314 of 2011 ). 3. Regulation 2 of the Principal Regulations is amended by substituting the following paragraph for paragraph

(1): “
(1)In these Regulations ‘Council Regulation’ means Council Regulation (EU) No. 442/2011 of 9 May 20111, as amended by Council Implementing Regulation (EU) No. 504/2011 of 23 May 20112, Council Implementing Regulation (EU) No. 611/2011 of 23 June 20113, Council Implementing Regulation (EU) No. 755/2011 of 1 August 20114, Council Implementing Regulation (EU) No. 843/2011 of 23 August 20115 and Council Regulation (EU) No. 878/2011 of 2 September 20116.”. 4. The Principal Regulations are amended by inserting the following Regulation after Regulation 4: “4A.Subject to Article 3b, a person who contravenes— (
  1. a)Article 3a(a), (
  2. b)Article 3a(b), (
  3. c)Article 3a(c), or (
  4. d)Article 3a(e), in so far as it relates to Article 3a(a), 3a(
