I, SIMON COVENEY, Minister for Agriculture, Food and the Marine, in exercise of the powers conferred on me by section 36 of the Animal Health and Welfare Act 2013 (No.15 of 2013), hereby make the following regulations: 1. These Regulations may be cited as the Animal Health and Welfare (Section 17) Regulations 2013 and come into operation on 6 March 2014. 2. The operations and procedures that may be performed without the use of anaesthetic and analgesic are set out in the Schedule. 3. These Regulations are in addition to and not in substitution for the Animal Health and Welfare (Operations and procedures) Regulations 2014. Schedule Regulation 2 Identification procedures 1.1 Insertion of a microchip (including pit tagging of fish). 1.2 Ear tagging. 1.3 Freeze branding. 1.4 Application of a tattoo. 1.5 Chemical branding of fish. 1.6 Wing tagging of a captive bird. 1.7 The lawful application of any other form of identification. Procedures for the control of reproduction 2.1 Non-surgical castration (by use of the burdizzo) of a bull aged no more than 6 months. 2.2 Use of a rubber ring to constrict the flow of blood to the scrotum of a bull that has not attained the age of 8 days. 2.3 Non-surgical castration (by use of the burdizzo) of a ram that has not attained the age of 3 months. 2.4 Use of a rubber ring to constrict the flow of blood to the scrotum of a ram that has not attained the age of 8 days. 2.5 Non-surgical castration (by use of the burdizzo) of a goat that has not attained the age of 2 months. 2.6 Use of a rubber ring to constrict the flow of blood to the scrotum of a goat that has not attained the age of 8 days. 2.7 Castration of a pig that has not attained the age of 8 days by a method that does not involve tearing tissue. 2.8 Use of a rubber ring to constrict the flow of blood to the scrotum of a deer that has not attained the age of 8 days. Other husbandry and management procedures 3.1 Disbudding of a calf, goat or sheep that has not attained the age of 15 days. 3.2 Removing part of the tail of a pig that has not attained the age of 8 days. 3.3 Removing part of the tail of sheep that has not attained the age of 8 days by means of a rubber ring to constrict the flow of blood to the tail. 3.4 Removing part of the tail of goat that has not attained the age of 8 days by means of a rubber ring to constrict the flow of blood to the tail. 3.5 Beak trimming of chickens that have not attained the age of 10 days. 3.6 Non-routine removal of the corner teeth on a pig that has not attained the age of 8 days. Miscellaneous 4.1 Taking a sample from an animal by a person authorised by law to do so. 4.2 Rendering emergency first aid to relieve pain or to treat an injury. 4.3 An operation or procedure authorised under the European Union (Protection of animals kept for scientific purposes) Regulations 2012. 4.4 The making of injections or extractions by means of a hollow needle. EXPLANATORY NOTE (This note is not part of the Instrument and does not purport to be a legal interpretation) These Regulations specify the operations that may be carried out without anaesthetic or analgesia in accordance with section 17 of the Animal Health and Welfare Act 2013 . Other conditions relating to operations are set out in the Animal Health and Welfare (Operations and Procedures) Regulations 2013.
