I, PHIL HOGAN, Minister for the Environment, Community and Local Government, in exercise of the powers conferred on me by sections 3 , 46 and 111 of the Electoral Act 1992 (No. 23 of 1992), hereby make the following Regulations:- 1. These Regulations may be cited as the Electoral (Amendment) Regulations 2014. 2. The Electoral Regulations 2007 ( S.I. No. 156 of 2007 ) are hereby amended by:— (
  4. a)the substitution of the following regulation for regulation 4: “4.The prescribed photographic identification for the purposes of section 46

(6)(
  1. b)of the Electoral Act 1992 shall be: (
  2. i)a passport; (
  3. ii)a driving licence; (iii) an employee identity card containing a photograph; (
  4. iv)a student identity card issued by an educational institution and containing a photograph; (
  5. v)a travel document containing name and photograph; (
  6. vi)a Public Services Card; (vii) a Temporary Residence Certificate; (viii) a Garda National Immigration Bureau Card.”, and (
  7. b)the substitution of the following regulation for regulation 8: “8. A specified document for the purposes of section 111 of the Electoral Act 1992 shall be: (
  8. i)a passport; (
  9. ii)a driving licence; (iii) an employee identity card containing a photograph; (
  10. iv)a student identity card issued by an educational institution and containing a photograph; (
  11. v)a travel document containing name and photograph; (
  12. vi)a Bank or Savings or Credit Union book containing address in constituency or local electoral area; (vii) a Public Services Card; (viii) a Temporary Residence Certificate; (
  13. ix)a Garda National Immigration Bureau Card; (
  14. x)a cheque book; (
  15. xi)a cheque card; (xii) a credit card; (xiii) a birth certificate; (xiv) a marriage certificate. Items (
  16. x)to (xiv) shall be accompanied by a further document which establishes the address of the holder in the constituency or local electoral area.”. 3. The Electoral (Amendment) (No.2) Regulations 2009 ( S.I. No. 260 of 2009 ) and the Electoral (Amendment) Regulations 2010 ( S.I. No. 538 of 2010 ) are hereby revoked. EXPLANATORY NOTE (This note is not part of the Instrument and does not purport to be a legal interpretation.) These regulations amend the list of photographic identifications that may be produced when a statutory declaration is being made by a person, who lives in the relevant constituency or local electoral area, assenting to the nomination of a candidate at an election to include a Public Services Card, a Garda National Immigration Bureau Card and a Temporary Residence Certificate and to remove a bank card with a photograph. The Regulations amend the list of specified documents which a voter may be required to produce at a polling station, to include a Public Services Card, a Garda National Immigration Bureau Card and a Temporary Residence Certificate.
