I, PASCHAL DONOHOE, Minister for Transport, Tourism and Sport, in exercise of the powers conferred on me by section 13
(1)(as amended by section 25 of the Road Traffic Act 2014 (No. 3 of 2014)) of the Road Transport Act 2011 (No. 31 of 2011), with the consent of the Minister for Public Expenditure and Reform, hereby make the following regulations: 1.
(1)These Regulations may be cited as the Road Transport Operator Licensing (Fees) Regulations 2015.
(2)These Regulations come into operation on 1 November
- The fee in respect of an application for, the grant, amendment, duplication or replacement of a licensing document referred to in column
(1)of Schedule 1 is that set out opposite— (a) in the case of an on-line application fee by way of the internet, in column
(2), and (b) in the case of an application by post or at the offices of the Road Transport Operator Licensing Unit of the Department of Transport, Tourism and Sport, in column
(3), of Schedule 1. 3. The fee to be paid directly to the Chartered Institute of Logistics and Transport in Ireland— (
- a)with an application to register and sit an examination for a certificate of professional competence, (
- b)for the assessment and processing of an application by a training provider, (
- c)for the approval to change an authorised tutor, (
- d)for the approval of a certificate of professional competence training facility, or (
- e)for the grant of a duplicate or replacement certificate of professional competence, is that set out in Schedule 2 and based on the manner of an application for such. 4. The Road Transport Operator Licensing (Fees) Regulations 2014 ( S.I. No. 291 of 2014 ) are revoked. (3)Application for the grant of a national road haulage operator’s licence €70 together with €20 for each 12 months of the licence period for each vehicle to be specified in the licence €90 together with €25 for each 12 months of the licence period for each vehicle to be specified in the licence Application for the grant of an international road haulage operator’s licence €70 together with €46 for each 12 months of the licence period for each vehicle to be specified in the licence €90 together with €50 for each 12 months of the licence period for each vehicle to be specified in the licence Application for the grant of a national or international road passenger transport operator’s licence €110 €140 Application to specify an additional vehicle in a national road haulage operator’s licence €20 for each 12 months or part of 12 months unexpired of the licence period €25 for each 12 months or part of 12 months unexpired of the licence period Application to specify an additional vehicle in an international road haulage operator’s licence €46 for each 12 months or part of 12 months unexpired of the licence period €50 for each 12 months or part of 12 months unexpired of the licence period Application for a duplicate or replacement of any of the following documents: operator’s licence; certified copy of an operator’s licence; Community licence; certified copy of a Community licence; driver attestation; transport disc €20 €25 Application to change an operator’s licence from national to international €26 for each vehicle authorised on the licence, for each 12 months or part of 12 months unexpired of the national licence period €30 for each vehicle authorised on the licence, for each 12 months or part of 12 months unexpired of the national licence period Application for the grant of a driver attestation €40 €45 SCHEDULE 2 Regulation 3 Fees in respect of an application to the Chartered Institute of Logistics and Transport in Ireland Service Fee Application to register and sit an examination for a certificate of professional competence €285 Application to obtain a duplicate or replacement certificate of professional competence €25 Application to have a certificate of professional competence training facility approved for 12 months €250 Application to become a training provider for the Transport Manager certificate of professional competence for 12 months €225 Application by a training provider to change an authorised tutor during the 12 month period of approval €65 The Minister for Public Expenditure and Reform consents to the making of the foregoing Regulations: GIVEN under my Official Seal, 21 October 2015. EXPLANATORY NOTE (This note is not part of the Instrument and does not purport to be a legal interpretation.) The purpose of these Regulations is to provide for fees for on-line and paper based road transport operator licences and related issues. It also updates fees for applications to the Chartered Institute of Logistics and Transport in Ireland for training providers, examinations and certificates. The Regulations also repeal SI 291 of 2014.
