The Private Security Authority, in exercise of the powers conferred on it by section 51 (as amended by section 15 of the Civil Law (Miscellaneous Provisions) Act 2011 (No. 23 of 2011)) of the Private Security Services Act 2004 (No. 12 of 2004), with the consent of the Minister for Justice and Equality, hereby makes the following regulations: 1. These Regulations may be cited as the Private Security (Licensing and Standards) (Locksmith) Regulations 2016. 2. These Regulations come into operation on 1st October 2016. 3. For the purpose of these Regulations— “appropriate fee” means the fee applicable to the category of licence concerned standing prescribed for the time being by regulations made under section 51 of the Private Security Services Act 2004 ; “licence” means a licence of a category prescribed under Regulation 4; “locksmith” means a person who provides a security service installing, opening, maintaining, repairing or servicing security equipment that, (
- a)consists of mechanical, electronic or other locking devices designed, constructed or adapted to prevent unauthorised access to or within premises where such equipment is situated or (
- b)consists of mechanical, electronic or other locking devices designed, constructed or adapted to prevent unauthorised access to motor vehicles and includes a person who in connection with the provision of the services referred to in paragraph (
- a)or (b), (
- i)originates, duplicates or provides by copy or code restricted keys, safe keys or motor vehicle transponder keys, (
- ii)gives advice relating to the installation of such equipment or advice relating to the protection of such devices from damage or interference. 4. A locksmith licence is prescribed as a category of licence which may be granted by the Authority to a private security employer or an independent contractor. 5. An application for a licence prescribed by Regulation 4 shall be accompanied by the appropriate fee. 6. PSA Licensing Requirements– Locksmith (PSA 55:2016) is prescribed as the standard to be observed in the provision of a security service by a locksmith. 7. The Private Security (Licensing and Standards) Regulations 2012 ( S.I. No. 144 of 2012 ) are amended— (
- a)by the substitution of the following for Regulation 4 “
(1)The following are prescribed as categories of licenses which may be granted by the Authority to a private security employer or an independent contractor— (
- a)door supervisor (licensed premises) licence, (
- b)door supervisor (event security), (
- c)installer of security equipment (access control) licence, (
- d)installer of security equipment (cctv) licence, (
- e)installer of security equipment (installation and maintenance of intruder alarm) licence, (
- f)locksmith, (
- g)maintainer of security equipment (intruder alarm) licence, (
- h)private investigator, (
- i)security guard (alarm monitoring) licence, (
- j)security guard (cctv monitoring) licence, (
- k)security guard (event security), (
- l)security guard (static) licence.” (

The Private Security (Licensing and Standards) (Locksmith) Regulations 2016 provides for the Private Security Authority (PSA) to commence licensing, from 1 October 2016, private security employers and independent contractors who engage in the provision of locksmith services. These Regulations also prescribe the standards which locksmiths will need to comply with when providing such services, i.e. PSA Licensing Requirements — Locksmith (PSA 55:2016).
