I, DENIS NAUGHTEN, Minister for Communications, Climate Action and Environment, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972), and for the purposes of giving effect to Directive (EU) 2015/1513 of the European Parliament and of the Council of 9 September 20151 , hereby make the following regulations: 1.

(1)These Regulations may be cited as the European Union (Renewable Energy) (Amendment) Regulations 2016.
(2)These Regulations come into operation on 1 January
  1. The European Union (Renewable Energy) Regulations 2014 ( S.I. No. 483 of 2014 ) are amended— (a) by substituting for the definition of “Directive” the following: “ ‘Directive’ means Directive 2009/28/EC of the European Parliament and of the Council of 23 April 20092 , as amended by Article 2
(5)of Directive (EU) 2015/1513 of the European Parliament and of the Council of 9 September 20151;”, (
  1. b)by substituting for paragraph 1 of Schedule 3 the following: “1. The greenhouse gas emission saving from the use of biofuels and bioliquids shall be: (
  2. a)in the case of installations starting operation after 5 October 2015, at least 60 per cent; (
  3. b)in the case of installations that were in operation on or before 5 October 2015, at least 35 per cent until 31 December 2017 and at least 50 per cent from 1 January 2018.”, and (
  4. c)in Regulation 17
(2), by substituting “paragraph
(1)” for “paragraph
