The Private Security Authority, in exercise of the powers conferred on it by section 51 (as amended by section 15 of the Civil Law (Miscellaneous Provisions) Act 2011 (No. 23 of 2011)) of the Private Security Services Act 2004 (No. 12 of 2004), with the consent of the Minister for Justice and Equality, hereby makes the following regulations: 1. These Regulations may be cited as the Private Security (Licensing and Training) (Security Guard (Monitoring Centre)) Regulations 2018. 2. These Regulations come into operation on 1st June 2018. 3. In these Regulations— “individual” means a person who in the course of an employment with an employer carries out security guard (monitoring centre) activities; “security guard (monitoring centre)” means an individual who as a security guard monitors security equipment which consists of a continuously manned remote centre to which information concerning the status of one or more alarm or cctv systems is reported; “licence” means a licence of a category prescribed under Regulation 4. 4. A Security Guard (Monitoring Centre) licence is prescribed as a category of licence which may be granted by the Authority. 5. Subject to Regulation 7, the fee payable to the Authority in respect of an application for a licence shall be €90. 6. PSA Training Requirements for Monitoring Centres (PSA 70:2018) is prescribed as the training to be completed by an applicant for a licence. 7. Where an application for a licence is made under Regulation 5 and the applicant at the same time applies for a licence of another category prescribed by regulations made under the Private Security Services Act 2004 , the applicant shall pay the sum of the fees prescribed for each category of licence less a deduction of €20.
