I, STEPHEN DONNELLY, Minister for Health, in exercise of the powers conferred on me by sections 5 and 31A (inserted by section 10 of the Health (Preservation and Protection and other Emergency Measures in the Public Interest) Act 2020 (No. 1 of 2020)) of the Health Act 1947 (No. 28 of 1947) and - (
  4. a)having regard to the immediate, exceptional and manifest risk posed to human life and public health by the spread of Covid-19 and to the matters specified in subsection

(2)of section 31A, and (
  1. b)having consulted with the Minister for Justice and Equality, the Minister for Transport, Tourism and Sport and the Minister for Business, Enterprise and Innovation, hereby make the following regulations: 1. These Regulations may be cited as the Health Act 1947 (Section 31A – Temporary Restrictions) (Covid-19) (Relevant Counties) (Amendment) (No. 2) Regulations 2020. 2. The Health Act 1947 (Section 31A – Temporary Restrictions) (Covid-19) (Relevant Counties) Regulations 2020 ( S.I. No. 295 of 2020 ) (amended by the Health Act 1947 (Section 31A – Temporary Restrictions) (Covid-19) (Relevant Counties) (Amendment) Regulations 2020 ( S.I. No. 297 of 2020 )) are amended - (
  2. a)in Regulation 2
(1), by the substitution of “the 7th day of September 2020” for “the 23rd day of August 2020”, (b) in Regulation 4
(4)- (
  1. i)by the insertion of the following subparagraphs after subparagraph (b): “(
  2. ba)attend, for educational reasons, a school, university, higher education institution or other education and training facility or to accompany to such school, university, higher education institution or other education and training facility, any other person residing with the person, or a vulnerable person, (
  3. bb)access créche or other childcare facilities,”, and (
  4. ii)in subparagraphs (
  5. c)and (e), by the substitution of “residing with the person,” for “residing in the relevant residence”, (
  6. c)in Regulation 6
(3)(a), by the substitution of the following clause for clause (iii): “(iii) is a member of an inter-county team, at senior or minor level, in a competition organised by the organisations commonly known and referred to as the Gaelic Athletic Association, the Ladies Gaelic Football Association or the Camogie Association, or”, and (d) in Schedule 1, by the deletion of paragraphs 2 and

These Regulations amend the Health Act 1947 (Section 31A – Temporary Restrictions) (Covid-19) (Relevant Counties) Regulations 2020 ( S.I. No. 295 of 2020 as amended by S.I. No. 297 of 2020 ) to remove restrictions under those Regulations in Counties Laois and Offaly and to extend the restrictions in County Kildare until midnight Sunday, 6 September
  3. The Regulations also amend Regulation 4 of S.I. No. 295 of 2020 to include travelling to attend school and college and for childcare purposes within the reasonable excuses for travelling to or from Kildare. Regulation 6 is amended to refer to the Ladies Gaelic Football Association and the Camogie Association.
