DARRAGH O’BRIEN, Minister for Transport. EXPLANATORY NOTE (This note is not part of the Instrument and does not purport to be a legal interpretation.) These Regulations give effect to the Protocol to the Agreement on the international occasional carriage of passengers by coach and bus (Interbus Agreement) regarding the international regular and special regular carriage of passengers by coach and bus which entered into force on 1 October 2024, approved on behalf of the European Communities by Council Decision (EU) 2023/911 of 28 September 2021. The Regulations operationalise Ireland’s commitments under the Protocol. They provide for the designation of competent authorities and authorised inspecting officers for the purposes of the Regulations. The Regulations also provide for offences and related fines on summary conviction or conviction on indictment.
