I, PETER BURKE, Minister for Enterprise, Trade and Employment, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Regulation (EU) 524/2013 of the European Parliament and of the Council of 21 May 20131 , Directive 2013/11/EU of the European Parliament and of the Council of 21 May 20132 , Regulation (EU) 2018/302 of the European Parliament and of the Council of 28 February 20183 and Regulation (EU) 2017/2394 of the European Parliament and of the Council of 12 December 20174 , hereby make the following regulations: 1. These Regulations may be cited as the European Union (Designation of the Competition and Consumer Protection Commission for Certain Functions) Regulations 2025. 2. The European Union (Alternative Dispute Resolution for Consumer Disputes) Regulations 2015 ( S.I. No. 343 of 2015 ) is amended by the substitution of the following regulation for regulation 6: “6.
(1)The Commission shall, with regard to disputes arising from cross-border sales or service contracts, provide consumers with information and assistance to access ADR entities operating in another Member State which is competent to deal with a consumer’s cross-border dispute.
(2)The Commission – (a) shall make the list of ADR entities referred to in Article 20
(4)of the Directive publicly available by providing a link to the relevant European Commission website on its website, and (
- b)in so far as is possible, make the list referred to in paragraph (
- a)available on a durable medium at its premises.”. 3. The European Union (Online Dispute Resolution for Consumer Disputes) Regulations 2015 ( S.I. No. 500 of 2015 ) is amended by the substitution of the following regulation for regulation 3: “3. The Competition and Consumer Protection Commission is designated as the ODR contact point in the State for the purposes of Article 7 of the Council Regulation and shall carry out the functions of an ODR contact point under that Council Regulation.”. 4. The European Union (Unjustified Geoblocking of Consumers) Regulations 2018 ( S.I. No. 513 of 2018 ) is amended by the substitution of the following regulation for regulation 4: “4. The Competition and Consumer Protection Commission is designated for the purposes of Article 8 of the Council Regulation.”. 5. The European Union (Cooperation Between National Authorities Responsible for the Enforcement of Consumer Protection Laws) Regulations 2020 ( S.I. No. 14 of 2020 ) is amended by the substitution of the following regulation for regulation 6: “6. The Commission is designated for the purpose of issuing alerts under Article 27 of the Council Regulation.”. GIVEN under my Official Seal, 6 February, 2025. These Regulations provide for the designation of the Competition and Consumer Protections Commission (CCPC) for various functions previously assigned to the European Consumer Centre Ireland (ECCI).
