I, DARRAGH O’BRIEN, Minister for Transport, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purposes of giving effect to Regulation (EU) 2019/1239 of the European Parliament and of the Council of 20 June 20191 , hereby make the following regulations: 1.
(1)These Regulations may be cited as the European Union (Maritime Reporting Obligations) Regulations 2025.
(2)These Regulations come into operation on 15 August 2025. 2.
(1)In these Regulations – “EU Regulation” means Regulation (EU) 2019/1239 of the European Parliament and of the Council of 20 June 2019 establishing a European Maritime Single Window environment and repealing Directive 2010/65/EU1 ; “FAL documents” means the forms and declarations listed in Part B of the Annex to the EU Regulation; “Marine Survey Office” means that part of the Department of Transport that is commonly known by that name; “port” means a place or a geological area designed principally to permit the reception of ships and includes - (a) a harbour (within the meaning of the Harbours Act 1996 (No. 11 of 1996)), (b) a fishery harbour centre (within the meaning of the Fishery Harbour Centres Act 1968 (No. 18 of 1968)), (c) a harbour transferred to a relevant local authority under section 88
(2)of the Harbours Act 1996, (
- d)a customs port (within the meaning of the Customs Act 2015 (No. 18 of 2015)), (
- e)Rosslare Europort, and (
- f)Greenore Port; “SafeSeasIreland” means the maritime information exchange system established by the Minister for Transport pursuant to Article 22a of Directive 2002/59/EC of the European Parliament and of the Council of 27 June 20022 .
(2)A word or expression used in these Regulations and which is also used in the EU Regulation has, unless the context otherwise requires, the same meaning in these Regulations as it has in the EU Regulation.
- These Regulations apply to ships arriving at, staying in and departing from a port in the State.
- The Marine Survey Office is designated as – (a) the competent authority in the State for the purposes of the EU Regulation, (b) the national authority for the purposes of Article 12
(2)of the EU Regulation, and (c) the national coordinator for the purposes of Article 18 of the EU Regulation. 5.
(1)SafeSeasIreland is the maritime National Single Window for the purposes of the EU Regulation.
(2)A declarant shall provide the information required pursuant to - (
- a)the legal acts listed at points 1, 3, 4, 5, 6 and 9 of Part A of the Annex to the EU Regulation, and (
- b)the FAL documents, to the Marine Survey Office using SafeSeasIreland.
(3)In the event of a temporary failure of SafeSeasIreland, a declarant shall provide the information referred to in paragraph
(2), by email or other electronic means, as specified on a website maintained by or on behalf of the Marine Survey Office. 6.
(1)A declarant shall provide, prior to the arrival of a ship in a port, the information required pursuant to the FAL documents - (
- a)at least 24 hours prior to the arrival of the ship in a port, (
- b)if the voyage time is less than 24 hours, before the ship leaves the previous port, or (
- c)if the port of call is not known or it is changed during the voyage, as soon as the information is available.
(2)A declarant shall provide, at the latest upon departure of a ship from a port, the information required pursuant to the FAL documents.
- The European Union (Reporting Formalities for Ships) Regulations 2012 ( S.I. No. 166 of 2012 ) are revoked. GIVEN under my Official Seal, 13 August,

These Regulations give effect to EU Regulation 2019/1239 and continue to designate SafeSeasIreland as the national single window for the purposes of maritime reporting obligations. The Regulations also designate the Marine Survey Office of the Department of Transport as the competent authority for the purposes of the Regulations.
