I, DARRAGH O’BRIEN, Minister for the Climate, Energy and the Environment, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972), and for the purpose of giving effect to Article 3

(4a)of Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 20181 , hereby make the following regulations: Citation
  1. These Regulations may be cited as the European Union (Renewable Energy) (Amendment) Regulations
  2. Interpretation
  3. In these Regulations – “Principal Regulations” means the European Union (Renewable Energy) Regulations
(2)2022 ( S.I. No. 350 of 2022 ); Amendments to the Principal Regulations 3. The Principal Regulations are amended by the insertion of the following Regulation after Regulation 3: “3A.
(1)The Minister shall establish a framework, which may include support schemes and measures facilitating the uptake of renewables power purchase agreements, enabling the deployment of renewable electricity to a level that is consistent with the State’s national contribution referred to in paragraph 2 of Article 3 of the Directive and at a pace that is consistent with the indicative trajectories referred to in Article 4, point (a)
(2), of Regulation (EU) 2018/19992 .
(2)The framework shall tackle remaining barriers to a high level of renewable electricity supply, including those related to permit-granting procedures, and to the development of the necessary transmission, distribution and storage infrastructure, including co-located energy storage.
(3)In designing the framework, the Minister shall take into account the additional renewable electricity required to meet demand in the transport, industry, building and heating and cooling sectors and for the production of renewable fuels of non-biological origin.” GIVEN under my Official Seal, 18 February,
