Αποτελέσματα Δημόσιας Διαβούλευσης της ΡΑΑΕΥ επί της εισήγησης της ΔΕΣΦΑ Α.Ε. αναφορικά με το ειδικό προϊόν δυναμικότητας για την μεταφορά φυσικού αερ

Η Ρυθμιστική Αρχή Αποβλήτων, Ενέργειας και Υδάτων, σε συνέχεια της από 2 Ιουνίου 2025 πρόσκλησης για συμμετοχή στη Δημόσια Διαβούλευση επί της εισήγησης του Διαχειριστή του Εθνικού Συστήματος Φυσικού Αερίου, ΔΕΣΦΑ Α.Ε., αναφορικά με το ειδικό προϊόν δυναμικότητας για την μεταφορά φυσικού αερίου από την Ελλάδα στην Ουκρανία, καθώς και την από 6 Ιουνίου 2025 παράταση αυτής, δημοσιοποιεί τον ακόλουθο πίνακα συμμετεχόντων στη Διαβούλευση, καθώς και το περιεχόμενο των επιστολών που υποβλήθηκαν στο πλαίσιο αυτής, με εξαίρεση όσων αιτήθηκαν τη μη δημοσιοποίηση των στοιχείων ή/και των απόψεών τους. Π.: I-396671 Energy Traders Europe comments on the Route 1 capacity product consultation In this consultation response, Energy Traders Europe would like to reiterate the concerns we have raised regarding the “Route 1” special capacity product, bundling capacities from Greece to Ukraine. As raised with the European Commission and the Energy Community Secretariat in a letter submitted ahead of the start of the product’s first auction in May, we note that: • • • • We do not believe such capacity product could be deemed compliant with the EU acquis; Introduction of such product is distortive, potentially putting capacity holders on competing routes at a disadvantage; Creation of a point-to-point product by way of exception would also create a dangerous precedence, likely encouraging other Member States to develop similar products; The design of the product, albeit introduced as a justification of the discount proposed, will result in: o Reinforced position of the national incumbents on the markets along the Trans-Balkan route o Further fragmentation of the regional market In short, while we applaud the cooperative effort of the TSOs in the region, we stress that the solution proposed only aggravate the trade barriers in the region that have made the Trans-Balkan transit route commercially unattractive in the first place. Energy Traders Europe is available to participate in a transparent and open discussion to identify solutions that support increasing the level of market integration in the medium term. Possible solutions could include lower seasonal factors and multipliers for existing short term capacity products, market area mergers and route (combined capacity) products, if they are compliant with the EU acquis and contribute to achieving the stated goal. That said, we reiterate our unwavering support to regional market integration initiatives and efforts seeking to improve the utilization of its gas network. Prof. Dagoumas, Dear Mr. Fourlaris, ICGB AD, operator of the Greece–Bulgaria Gas Interconnector, fully subscribes to the view that welldesigned, cross-border route capacity products would strengthen the region’s gas-supply architecture. In particular, the combination of south-to-north transport corridors and the large underground storage facilities available in Ukraine can provide a flexible safety net for both South-East Europe and Central Europe during periods of heightened demand or supply disruption. In this context, ICGB is confident that IGB system can be integrated into other route products that mirror the intent of the proposed Route1 yet broaden the options available to market participants. Our internal assessment being more holistic however, goes beyond the “Route 1” Special Capacity Product, and examines two viable additional Special Capacity Products for transporting gas to Ukraine: • Route 2: DESFA → ICGB → Bulgartransgaz → Transgaz → Vestmoldtransgaz → GTSOU). This route would enable shippers to move gas sourced in Greece (e.g. from FSRU Alexandroupolis or other sources) northbound via the IGB system and successive national systems to Ukraine’s border. • Route 3: ICGB (entry at the IP with TAP) → Bulgartransgaz → Transgaz → Vestmoldtransgaz → GTSOU). This concept leverages the TAP-IGB IP to allow Caspian gas to access the IGB route towards Ukraine. For either Route 2 or Route 3, ICGB’s working assumption is that any future product would follow the broad mechanics already proposed for Route 1: a monthly offering of any residual capacity that ΣΥΝΗΜΜΕΝΟ Ρυθµιστική Αρχή Αποβλήτων Ενέργειας και Υδάτων 10/06/2025 Α. Π.: I-396430 remains after the standard monthly capacity auction has cleared, allocated through a single uniformprice auction. ICGB is presently coordinating with adjacent TSOs and partners to align the framework on Route 2 and Route 3 across all systems involved. Our goal is to reach alignment with the involved TSOs as quickly as possible so that Routes 2 and 3 can be brought to market without delay. The proposed additional routes would have several key benefits: it would bolster regional security of supply by providing an additional channel for timely injections into Ukraine’s underground storage, ensuring critical volumes can be secured ahead of winter; and, by adding a second south-to-north corridor alongside the existing Greece–Ukraine pathway, it would create valuable redundancy.
