Δημόσια Διαβούλευση της ΡΑΕ επί της πρότασης των Διαχειριστών Συστήματος Μεταφοράς (ΔΣΜ) της περιφέρειας υπολογισμού δυναμικότητας Ελλάδας-Ιταλίας (GR

Στο πλαίσιο επίτευξης της ενιαίας ευρωπαϊκής αγοράς ηλεκτρικής ενέργειας (Target model), εξεδόθη, κατ’ αρχήν, ο Κανονισμός (ΕΚ) υπ’ αριθ. 714/2009 του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου της 13ης Ιουλίου 2009 σχετικά με τους όρους πρόσβασης στο δίκτυο για τις διασυνοριακές ανταλλαγές ηλεκτρικής ενέργειας και την κατάργηση του Κανονισμού (ΕΚ) αριθ. 1228/

  1. Στη συνέχεια, με εξουσιοδότηση που προβλέπεται στο άρθρο 18 του Κανονισμού (ΕΚ) 714/ 2009, ο Κανονισμός σχετικά με τον καθορισμό κατευθυντήριων γραμμών για την Εξισορρόπηση της Ηλεκτρικής Ενέργειας (Guideline on Electricity Balancing -EBGL) (εφεξής ο «Κανονισμός»), εγκρίθηκε από τα Κράτη-Μέλη της Ευρωπαϊκής Ένωσης στις 16 Μαρτίου 2017 και τέθηκε σε ισχύ στις 18 Δεκεμβρίου του
  2. Ο Κανονισμός καθορίζει λεπτομερή κατευθυντήρια γραμμή για την εξισορρόπηση ηλεκτρικής ενέργειας. Κατά τα προβλεπόμενα στον Κανονισμό, οι ΔΣΜ καταρτίζουν τους όρους, τις προϋποθέσεις και τις μεθοδολογίες που απαιτούνται από τον Κανονισμό και υποβάλλουν τις σχετικές προτάσεις προς έγκριση στις αρμόδιες Ρυθμιστικές Αρχές εντός των προθεσμιών που προβλέπονται στον Κανονισμό. Σύμφωνα με τα προβλεπόμενα στο άρθρο 37 του Κανονισμού: «
  3. Μετά την προθεσμία υποβολής προσφορών διαζωνικής ενδοημερήσιας αγοράς οι ΔΣΜ επικαιροποιούν διαρκώς τη διαθεσιμότητα της διαζωνικής δυναμικότητας για την ανταλλαγή ενέργειας εξισορρόπησης ή την εφαρμογή της διαδικασίας συμψηφισμού ανισορροπιών. Η διαζωνική δυναμικότητα επικαιροποιείται κάθε φορά που χρησιμοποιείται τμήμα της ή μετά τον επανυπολογισμό της. Πριν από την εφαρμογή της μεθοδολογίας υπολογισμού δυναμικότητας κατ’ εφαρμογή της παραγράφου 3, οι ΔΣΜ χρησιμοποιούν τη διαζωνική δυναμικότητα που απομένει μετά την προθεσμία υποβολής προσφορών διαζωνικής ενδοημερήσιας αγοράς. Εντός πέντε ετών από την έναρξη ισχύος του παρόντος κανονισμού, όλοι οι ΔΣΜ μιας περιφέρειας υπολογισμού δυναμικότητας καταρτίζουν μεθοδολογία υπολογισμού διαζωνικής δυναμικότητας εντός του χρονικού πλαισίου εξισορρόπησης για την ανταλλαγή ενέργειας εξισορρόπησης ή την εφαρμογή της διαδικασίας συμψηφισμού ανισορροπιών. Αυτή η μεθοδολογία αποτρέπει στρεβλώσεις της αγοράς και συνάδει με τη μεθοδολογία υπολογισμού της διαζωνικής δυναμικότητας που εφαρμόζεται εντός του χρονικού πλαισίου ενδοημερήσιας αγοράς που ορίζει ο κανονισμός (ΕΕ) 2015/1222.» Σύμφωνα με το άρθρο 5 του Κανονισμού: «
  4. Κάθε οικεία ρυθμιστική αρχή εγκρίνει, σύμφωνα με το άρθρο 37 της οδηγίας 2009/72/ΕΚ, τους όρους και τις προϋποθέσεις ή τις μεθοδολογίες που έχουν καταρτίσει οι ΔΣΜ σύμφωνα με τις παραγράφους 2, 3 και
  5. […] Οι προτάσεις για τους ακόλουθους όρους και προϋποθέσεις ή μεθοδολογίες υπόκεινται στην έγκριση όλων των ρυθμιστικών αρχών της οικείας περιφέρειας: […] στ) τη μεθοδολογία υπολογισμού της διαζωνικής δυναμικότητας για κάθε περιφέρεια υπολογισμού δυναμικότητας, σύμφωνα με το άρθρο 37 παράγραφος 3 […].» Όσον αφορά τη διαδικασία έγκρισης, από τις Ρυθμιστικές αρχές, των προτάσεων που υποβάλλονται από τους ΔΣΜ στα πλαίσια του Κανονισμού, σύμφωνα με το άρθρο 5 παρ. 6 του Κανονισμού: «
  6. Όταν για την έγκριση όρων και προϋποθέσεων ή μεθοδολογιών απαιτείται απόφαση από περισσότερες της μίας ρυθμιστικές αρχές, οι οικείες ρυθμιστικές αρχές διαβουλεύονται και συνεργάζονται στενά και συντονίζονται μεταξύ τους, με στόχο την επίτευξη συμφωνίας. Όταν ο Οργανισμός εκδίδει γνώμη, οι οικείες ρυθμιστικές αρχές λαμβάνουν υπόψη την εν λόγω γνώμη. Οι ρυθμιστικές αρχές λαμβάνουν αποφάσεις σχετικά με όρους και προϋποθέσεις ή μεθοδολογίες που υποβλήθηκαν σύμφωνα με τις παραγράφους 2 και 3, εντός έξι μηνών από την παραλαβή των όρων και προϋποθέσεων ή μεθοδολογιών από την οικεία ρυθμιστική αρχή ή, κατά περίπτωση, από την τελευταία εμπλεκόμενη οικεία ρυθμιστική αρχή.» Συνεπεία των ανωτέρω και σύμφωνα με την εξουσιοδότηση που παρέχει το άρθρο 29, παρ. 1 του Ν. 4001/2011 (ΦΕΚ Α’ 179), ως ισχύει, το οποίο προβλέπει: «Η ΡΑΕ προβαίνει σε δημόσια Διαβούλευση στις περιπτώσεις που προβλέπονται ρητά με τις διατάξεις του παρόντος νόμου, οποτεδήποτε το κρίνει αυτό αναγκαίο και, σε κάθε περίπτωση, πριν από τη λήψη αποφάσεων και ρυθμιστικών μέτρων που δύναται να έχουν σημαντικές συνέπειες στη σχετική αγορά ενέργειας, δίδοντας στα ενδιαφερόμενα μέρη τη δυνατότητα να διατυπώσουν τη γνώμη τους και να υποβάλουν τις παρατηρήσεις τους ως προς τα προτεινόμενα μέτρα. Η δημόσια Διαβούλευση διεξάγεται για εύλογο χρονικό διάστημα και τα αποτελέσματα της, καθώς και τα συμπεράσματα της ΡΑΕ από αυτήν, αναρτώνται στην επίσημη ιστοσελίδα της. […]», υποβάλλεται προς Δημόσια Διαβούλευση η πρόταση όλων των ΔΣΜ της περιφέρειας υπολογισμού δυναμικότητας Ελλάδας-Ιταλίας (GRIT CCR) για τη μεθοδολογία υπολογισμού διαζωνικής δυναμικότητας εντός του χρονικού πλαισίου εξισορρόπησης για την ανταλλαγή ενέργειας εξισορρόπησης ή την εφαρμογή της διαδικασίας συμψηφισμού ανισορροπιών, σύμφωνα με το άρθρο 37 του Κανονισμού, όπως αναπτύχθηκε από κοινού από τους ΔΣΜ της GRIT CCR, η επίσημη μετάφρασή της στην ελληνική γλώσσα, καθώς και το συνοδευτικό επεξηγηματικό κείμενο της πρότασης, όπως υποβλήθηκαν στη ΡΑΕ (υπ’ αρ. πρωτ. ΡΑΕ I-343088/23.12.22 και I-343623/09.01.23 έγγραφα). Λήξη της παρούσας Δημόσιας Διαβούλευσης: Τρίτη 31 Ιανουαρίου
  7. Οι ενδιαφερόμενοι καλούνται να υποβάλουν τις απόψεις τους στη ΡΑΕ με ηλεκτρονική επιστολή στη διεύθυνση elecodes-market@rae.gr ή εγγράφως. Μετά τη λήξη της παρούσας δημόσιας διαβούλευσης, η ΡΑΕ θα δημοσιοποιήσει κατάλογο των συμμετεχόντων, καθώς και το περιεχόμενο των επιστολών και παρεμβάσεών τους, με εξαίρεση την περίπτωση κατά την οποία ο αποστολέας αιτείται τη μη δημοσιοποίηση των στοιχείων του και/ή των απόψεών του. (1)This document (hereafter referred to as “Greece-Italy Balancing Timeframe Capacity Calculation Methodology Proposal”, or “GRIT BT CC methodology Proposal”), including its annexes,is the methodology for the common capacity calculation performed for Greece-Italy Capacity Calculation Region (hereafter referred to as “GRIT CCR”) required by Article 37 of Regulation (EU) 2015/1222 establishing a guideline Electricity Balancing (hereafter referred to as the “EB GL Regulation”).
(2)This methodology considers the general principles and goals set in the EB GL Regulationwhile respecting the principles set in the Regulation (EC) 2019/943 of the European Parliament and of the Council of 5 June 2019 on the internal market for electricity (recast) (hereafter referredto as “Regulation (EC) 2019/943”).
(3)The goals listed in Article 3 of the EB GL regulation relevant to this methodology are: (
  1. a)fostering effective competition, non-discrimination, and transparency in balancing markets; (
  2. b)enhancing efficiency of balancing as well as efficiency of European and national balancing markets; (
  3. c)integrating balancing markets and promoting the possibilities for exchanges of balancing services while contributing to operational security; (
  4. d)contributing to the efficient long-term operation and development of the electricity transmission system and electricity sector in the Union while facilitating the efficient and consistent functioning of day-ahead, intraday, and balancing markets To facilitate the achievement of these aims and to offer capacity to the market in the balancing timeframe, it is necessary for TSOs to calculate in a coordinated manner the available cross-border capacity.
(4)Article 37 of the EB GL Regulation constitutes the legal basis for this methodology and defines several specific requirements that the BT CCC methodology should consider: “
  1. After the intraday-cross-zonal gate closure time, TSOs shall continuously update the availability of cross-zonal capacity for the exchange of balancing energy or for operating the imbalance netting process. Cross-zonal capacity shall be updated every time a portion of crosszonal capacity has been used or when cross-zonal capacity has been recalculated
  2. Before the implementation of the capacity calculation methodology pursuant to paragraph 3, TSOs shall use the cross-zonal capacity remaining after the intraday cross-zonal gate closure time.
  3. By five years after entry into force of this Regulation, all TSOs of a capacity calculation region shall develop a methodology for cross-zonal capacity calculation within the balancing timeframe for the exchange of balancing energy or for operating the imbalance netting process. Such methodology shall avoid market distortions and shall be consistent with the cross-zonal capacity calculation methodology applied in the intraday timeframe established under regulation (EU) 2015/1222
(5)Article 2 of the EB GL regulation defines ‘balancing’ as “all actions and processes, on all timelines, through which TSOs ensure, in a continuous way, the maintenance of system frequency within a predefined stability range as set out in Article 127 of Regulation (EU) 2017/1485, and compliance with the amount of reserves needed with respect to the required quality, as set out in Part IV Title V, Title VI and Title VII of Regulation (EU) 2017/1485” 3
(6)Article 2 of the EB GL Regulation defines ‘balancing market’ as “the entirety of institutional, commercial and operational arrangements that establish market-based management of balancing”
(7)Article 36 of the EB GL Regulation identifies the use of cross-zonal capacity, such that “all TSOs shall use the available cross-zonal capacity, computed according to paragraphs 2 and 3 of Article 37, for the exchange of balancing energy or for operating the imbalance netting process.”

(8)of the CACM Regulation defines the coordinated net transmission capacity approach as “the capacity calculation method based on the principle of assessing and defining ex ante a maximum energy exchange between adjacent bidding zones”.
(9)As per the definition set in Article 2
(11)of the CACM Regulation, the coordinated capacity calculator is delegated the task of calculating transmission capacity, at regional level or above.
(10)Article 16
(3)of the Regulation (EC) 2019/943 describes the capacity calculation process and attributes the role of coordinated capacity calculator to the regional coordination centres: “Regional coordination centres shall carry out coordinated capacity calculation in accordance with paragraphs 4 and 8 of this Article, as provided for in point (a) of Article 37
(1)and in Article 42
(1). Regional coordination centres shall calculate cross-zonal capacities respecting operational security limits using data from transmission system operators including data on the technical availability of remedial actions, not including load shedding. Where regional coordination centres conclude that those available remedial actions in the capacity calculation region or between capacity calculation regions are not sufficient to reach the linear trajectory pursuant to Article 15
(2)or the minimum capacities provided for in paragraph 8 of this Article while respecting operational security limits, they may, as a measure of last resort, set out coordinated actions reducing the cross-zonal capacities accordingly. Transmission system operators may deviate from coordinated actions in respect of coordinated capacity calculation and coordinated security analysis only in accordance with Article 42
(2). By 3 months after the entry into operation of the regional coordination centres pursuant to Article 35
(2)of this Regulation and every three months thereafter, the regional coordination centres shall submit a report to the relevant regulatory authorities and to ACER on any reduction of capacity or deviation from coordinated actions pursuant to the second subparagraph and shall assess the incidences and make recommendations, if necessary, on how to avoid such deviations in the future. If ACER concludes that the prerequisites for a deviation pursuant to this paragraph are not fulfilled or are of a structural nature, ACER shall submit an opinion to the relevant regulatory authorities and to the Commission. The competent regulatory authorities shall take appropriate action against transmission system operators or regional coordination centres pursuant to Article 59 or 62 of Directive (EU) 2019/944 if the prerequisites for a deviation pursuant to this paragraph were not fulfilled. Deviations of a structural nature shall be addressed in an action plan referred to in Article 14
(7)or in an update of an existing action plan.”
(11)The BT CC methodology contributes to and does not in any way hinder the achievement of the objectives of Article 3 of the EB GL Regulation.
(12)Article 3(a) of the EB GL Regulation aims at fostering effective competition, nondiscrimination, and transparency in balancing markets. The BT CC methodology serves the objectives of fostering effective competition, non-discrimination, and transparency by defining a set of harmonised rules for capacity calculation and congestion management which contributes to the effectiveness of the balancing market. 4
(13)Article 3(b) of the EB GL Regulation aims at enhancing efficiency of balancing as well as efficiency of European and national balancing markets. The BT CC methodology contributes to the objective of enhancing efficiency of both European and national balancing market by calculating balancing capacity as close as possible to real-time with the last available inputs.
(14)Article 3(c) of the EB GL Regulations aims at integrating balancing markets and promoting the possibilities for exchanges of balancing services while contributing to operational security. The BT CC methodology does not hinder the integration of balancing markets and the possibilities for the exchanges of balancing energy by offering capacity to the Capacity Management Module (CMM). The CMM project aims to develop a centralized solution for management of CZC among all European platforms (TERRE, MARI, PICASSO and IGCC) for the exchange of balancing energy and TSOs in context of EBGL and requirements of the European platforms (respecting relevant implementation frameworks and their legal deadline), while respecting availability and performance requirements, in accordance with the processes described in Articles 19, 20, 21 and 22 of the EB GL Regulation.
(15)Article 3(d) of the EB GL Regulations aims at contributing to the efficient long-term operation and development of the electricity transmission system and electricity sector in the Union while facilitating the efficient and consistent functioning of day-ahead, intraday and balancing markets. By ensuring consistency between the BT CC methodology and the day-ahead, intraday and balancing markets, this methodology contributes to the long-term operation and development of the electricity transmission system and electricity sector.
(16)In conclusion, the BT CC methodology contributes to the general objectives of the EB GL Regulation. 5 Article 1 Subject matter and scope The BT CC methodology as determined in this document is the common methodology for the capacity calculation for GRIT CCR in accordance with Article 37 of the EB Regulation. Article 2 Definitions and interpretation
  1. For the purposes of the BT CC methodology, the terms used shall have the meaning given to them in Article 2 of Regulation (EC) 2013/543, Article 2 of Regulation (EC) 2015/1222, Article 2 of Regulation (EC) 2017/2195 (EBGL Regulation) and Capacity Calculation Methodology for the day-ahead and intraday market timeframe for GRIT CCR in accordance with Article 20 and 21 of Regulation (EC) 2015/
  2. In addition, the following definitions shall apply: a. ‘BT CCC process 1’ is the balancing timeframe capacity calculation process relevant for the MTU from 06:00 till 12:00 of the delivery day D; b. ‘BT CCC process 2’ is the balancing timeframe capacity calculation process relevant for the MTU from 18:00 till 24:00 of the delivery day D; c. “IDGC”: IntraDay Gate Closure
  3. In this BT CC methodology, unless the context requires otherwise: a. the singular indicates the plural and vice versa; b. headings are inserted for convenience only and do not affect the interpretation of this methodology; and c. any reference to legislation, regulations, directives, orders, instruments, codes, or any otherenactment shall include any modification, extension, or re-enactment of it when in force. Article 3 Cross-zonal capacities for the balancing timeframe
  4. For the balancing timeframe, CNTC approach is adopted in the GRIT CCR.
  5. Individual TTC values for each market time unit and each bidding zone border are calculated by the Coordinated Capacity Calculator of GRIT CCR adopting the TTC calculation processes, and the grid models described in Annex
  6. About deadlines: a. BT CCC process 1 starts on D-1 and ends on D, defining the values of TTC for each market time unit from 06:00 till 12:00 of the delivery day D and publishing the related results by 05:30 (target) of day D. b.   7. Capacity Calculation processes - Assessed MTUs Detailed timeline about calculation and validation is described in Articles 8 and
  8. Already allocated cross-zonal capacities do not affect cross-zonal capacity values for bidding zone borders belonging to the GRIT CCR and they are not considered in the framework of this Capacity Calculation Methodology. 6 Article 4 Reliability margin methodology
  9. Reliability margin is equal to 0MW on each border of the GRIT CCR.
  10. Terna shall reassess the values of the reliability margin at least once every 36 months. Article 5 Methodologies for operational security limits, contingencies, and allocation constraints
  11. The TSOs of the GRIT CCR shall provide to the Coordinated Capacity Calculator the list of relevant contingencies, including the ordinary and exceptional contingencies, as defined according to the CSA methodology. These contingencies represent an input for the cross-zonal capacity calculation process according to the TTC calculation process described in the Annex
  12. Critical Network Element and Contingencies (CNECs) for each border of the GRIT CCR shall be defined according to the TTC calculation process described in the Annex
  13. The TSOs of the GRIT CCR shall define the operational security limits of their own grid elements according to the paragraph 2.4 “Operational Security Limits (OSL)” described in the Annex
  14. According to the TTC calculation process described in Annex 1, the Coordinated Capacity Calculator of GRIT CCR shall apply the operational security limits defined by the relevant TSOs of GRIT CCR according to paragraph
  15. Discriminations between internal and cross-zonal exchanges are avoided in the GRIT CCR capacity calculation methodology by the application of: - a proper Bidding Zones configuration - a CNEC identification methodology described in the Annex
  16. Concerning the Internal Italian borders, Terna shall perform dynamic assessments in order to detect possible additional limitations to be applied (as upper limit) to TTC values. Where relevant, Terna shall perform these assessments at least once a year.
  17. Terna shall inform the Italian regulatory authority about the results of the dynamic assessments mentioned in paragraph
  18. Terna shall inform in a timely manner the Coordinated Capacity Calculator of GRIT CCR on any relevant upper limit to be applied in the capacity calculation process for the Internal Italian borders, according to the outcomes of the dynamic assessment mentioned in paragraph
  19. The Coordinated Capacity Calculator of GRIT CCR shall apply the upper limits provided by Terna according to paragraph 8 in the capacity calculation process for the Internal Italian borders. 7 Article 6 Generation and load shift keys
  20. The TSOs of GRIT CCR shall define the generation and load shift keys in accordance with the capacity calculation methodology for the day-ahead and intraday market timeframe for GreeceItaly CCR.
  21. For the Italian bidding zones, Terna shall define generation and load shift keys based on a merit order list in order to consider the high level of RES generation installed in general and close to the GR-IT Border link. Those generators as well as the conventional generation are geographically located in different areas, thus for different generation profiles different power flows in the grid elements and consequently different stress areas in the systems with potential impact in the NTC calculations are obtained.
  22. For the Greek bidding zone, ADMIE shall define generation and load shift keys proportional to the remaining capacity available on generation in each base case.
  23. The TSOs of GRIT CCR shall make ex-post analysis of the generation and load shift keys (including the ones used in the testing period according to Article 13) and, if necessary, change them accordingly. Any change in the general strategy depicted in 6.2 and 6.3 shall lead to an amendment to this BT CCM in accordance with Article 6
(3)of EBGL. Article 7 Remedial actions in capacity calculation 1. The TSOs of GRIT CCR shall define the remedial actions in accordance with the capacity calculation methodology for the day-ahead and intraday market timeframe for Greece-Italy CCR and the CSA Methodology. 2. Each TSO of GRIT CCR shall define individually the remedial actions of its responsibility area to be made available in the BT CCC within GRIT CCR at least on yearly basis. 3. The TSOs of GRIT CCR shall coordinate, prior to the capacity calculation, the remedial actions that can be shared with each other to maximize the available cross-zonal capacities for the GR-IT border. 4. Terna shall identify the remedial actions that can be applied to maximize the available cross-zonal capacities for the Internal Italian borders. 5. Each TSO of GRIT CCR shall provide the list of available remedial actions, for each border of the GRIT CCR and for each BT CCC process, to the Coordinated Capacity Calculator according to the List of Relevant Remedial Actions detailed in the Annex 1. 6. Each TSO of GRIT CCR shall ensure that remedial actions are considered under the condition that the available remedial actions remaining after calculation are sufficient to ensure operational security. 7. In each BT CCC process, the Coordinated Capacity Calculator of the GRIT CCR shall optimize cross-zonal capacity and adjust maximum power exchange applying the list of available remedial actions provided by the TSOs of the GRIT CCR according to point 5. 8. Each TSO of GRIT CCR shall inform the Coordinated Capacity Calculator in a timely manner on any change in its remedial actions within GRIT CCR to ensure an efficient capacity calculation. 9. The TSOs of GRIT CCR can use costly curative remedial actions where technically and economically relevant and in accordance with national regulation, for the capacity calculation within GRIT CCR. 8 Article 8 Balancing timeframe capacity calculation 1. The TSOs of GRIT CCR shall provide the Coordinated Capacity Calculator of GRIT CCR with the last updated information on the transmission systems in a timely manner for the BT CCC process 1 and BT CCC process 2. 2. The capacity calculation process shall consider the Remedial Action optimization according to the TTC calculation process detailed in Annex 1. 3. The Coordinated Capacity Calculator of GRIT CCR shall perform the BT CCC process 1 by 04:00 of D, defining the values of TTC for each market time unit from 06:00 till 12:00 of the delivery day D. These values shall be provided to the TSOs of GRIT CCR for validation. 4. The Coordinated Capacity Calculator of GRIT CCR shall perform the BT CCC process 2 by 16:00 of D, defining the values of TTC for each market time unit from 18:00 till 24:00 of the delivery day D. These values shall be provided to the TSOs of GRIT CCR for validation. 5. The Coordinated Capacity Calculator shall cooperate with the neighbouring Coordinated Capacity Calculators when relevant. The TSOs of the GRIT CCR shall ensure such cooperation by exchanging and confirming information on interdependency with the relevant regional Coordinated Capacity Calculators, for the purposes of capacity calculation and validation. 6. The TSOs of the GRIT CCR shall provide information on interdependency to the Coordinated Capacity Calculators before capacity calculation. Article 9 Cross-zonal capacity validation methodology 1. The TSOs of GRIT CCR shall validate the cross-zonal capacities for each bidding zone border calculated by the Coordinated Capacity Calculator of GRIT CCR for the GR-IT Border: a. By 05:00 of D for BT CCC process 1 b. By 17:00 of D for BT CCC process 2 2. Terna shall validate the cross-zonal capacities for each bidding zone border calculated by the Coordinated Capacity Calculator of GRIT CCR for the Internal Italian Borders: a. By 05:00 of D for BT CCC process 1 b. By 17:00 of D for BT CCC process 2 3. Each TSO of GRIT CCR shall send the results of its cross-zonal capacity validation to the Coordinated Capacity Calculator of the GRIT CCR and to the other TSOs of the GRIT CCR. 4. Upon request, for each border/direction and for the relevant market time unit, the Coordinated Capacity Calculator shall make available to the TSOs of GRIT CCR the common grid model where the final TTC value is simulated. 5. Where required, TSOs can validate the cross-zonal capacities calculated by performing security analysis with grid model provided in accordance with paragraph 4. 6. Where one or more TSOs of GRIT CCR do not validate the TTC value, the concerned TSO(
  1. s)shall provide the Coordinated Capacity Calculator of GRIT CCR with the updated amount of cross-zonal capacities for the border considered and the reasons for the reduction. The provisional validated cross-zonal capacity is the minimum value sent by the TSOs of GRIT CCR of the border considered. 7. The Coordinated Capacity Calculator of GRIT CCR shall provide the TSOs of GRIT CCR with the validated cross-zonal capacity for each bidding-zone border of GRIT CCR after application of the reliability margin defined in accordance with Article 4 to the provisional validate cross-zonal capacity. 9 8. Upon validation, the Coordinated Capacity Calculator and the TSOs of GRIT CCR shall ensure that validated cross-zonal capacity for balancing timeframe are provided to the relevant balancing platform as soon as they become available. Article 10 TTC Update process 1. For each MTU, after the related IDGC, each TSO shall monitor any relevant deviation occurred on the assumptions adopted in the latest Capacity Calculation Process affecting this MTU, and possibly the following MTUs. TSO shall monitor at least following data: a. Grid topology, checking at least changes in the availability status of grid elements which have been identified as limiting Critical Network Elements (CNE) or Critical Outages (CO) in the capacity calculation processes related to the same border and direction in the last 2 years; b. Demand and Renewable generation infeed forecast conditions for the Bidding Zones connected by the border under assessment; In case those deviations are deemed to significantly different with assumptions adopted in the latest Capacity Calculation Process, which means: • Change in the availability status of at least one grid element which have been identified as limiting Critical Network Element (CNE) or Critical Outage (CO) in the capacity calculation processes related to the same border and direction in the last 2 years; • Change of at least 30% of Demand or Renewable generation infeed for the Bidding Zones connected by the border under assessment rather than previous forecast conditions provided that this change will be more than 500MW. TSOs shall inform the Coordinated Capacity Calculator and request a re-calculation of MTU affected as explained in Article 10.2-10.8. 2. A Coordinated Capacity Calculation is requested as follows: a. Cross-zonal capacity is computed between those borders and flow-directions effectively impacted b. Cross-zonal capacity is updated for the affected MTU(

In case such a calculation is requested, at least 50 minutes before the start of the affected MTU for the affected border, TSOs shall provide the following list of relevant information (including but not limited to): a. unplanned outage of grid elements with an impact on the border capacity; b. significant deviations observed between demand and renewable infeed assumptions adopted in the latest Capacity Calculation Process and the most updated forecasts available after the IDGC for the relevant MTU(s); c. the list of the Bidding Zone borders and directions which are deemed to be impacted and for which the new calculation is requested; d. the updated input data necessary for the capacity calculation according to the TTC calculation process described in Annex 1, according to and including the identified relevant deviations; 4. The capacity calculation process shall consider the Remedial Action optimization according to the TTC calculation process detailed in Annex 1. 5. the Coordinated Capacity Calculator shall define updated TTC values on the impacted Bidding Zone border for the affected MTU(
  3. s)at least 25 minutes before the start of the affected MTU(s); 6. The TSOs of GRIT CCR shall validate the TTC values calculated by the Coordinated Capacity Calculator of GRIT CCR for the GR-IT Border at least 15 minutes before the start of the MTU(s); 7. Terna shall validate the TTC values calculated by the Coordinated Capacity Calculator of GRIT CCR for the Internal Italian Borders at least 15 minutes before the start of the MTU(s); 10 8. Upon validation, the Coordinated Capacity Calculator and the TSOs of GRIT CCR shall ensure that validated cross-zonal capacity for balancing timeframe are provided to the relevant balancing platform as soon as they become available. Article 11 Fallback procedures 1. Prior to each BT CCC process performed, the TSOs of GRIT CCR shall ensure the Coordinated Capacity Calculator of GRIT CCR is provided with the last coordinated cross-zonal capacities calculated for each market time unit on each border of the GRIT CCR. 2. For each BT CCC process performed, where an incident occurs in the capacity calculation process and the Coordinated Capacity Calculator of GRIT CCR is unable to produce results, the TSOs of GRIT CCR shall validate the last cross-zonal capacities calculated for the market time unit considered and review it where relevant. The Coordinated Capacity Calculator or TSOs of GRIT CCR where applicable, shall provide the relevant relevant balancing platform with a coordinated value. Article 12 Publication of data 1. The Coordinated Capacity Calculator of the GRIT CCR shall publish on its website: a. By 05:30 (target) of D for BT CCC 1 process, for each Bidding Zone border or the GRIT CCR: i. the cross-zonal capacity values computed according to Article 9; ii. the list of CNECs or other security limits that are limiting the cross-zonal capacity values computed according to Article 9. For each CNEC, the EIC code of the Critical Network Element and of the contingency shall be published; iii. reductions of capacity occurring in the validation phase, including the location and amount of any reductions, the TSO of the GRIT CCR requesting the reduction and reasons for the reductions provided by the TSO itself (including, if relevant, the EIC code of the CNEC); iv. The vertical load, the total generation and the resulting net position for each Bidding Zone of the Greece-Italy CCR adopted in the computations. b. By 17:30 (target) of D for BT CCC 2 process, for each Bidding Zone border or the GRIT CCR: i. the cross-zonal capacity values computed according to Article 9; ii. the list of CNECs or other security limits that are limiting the cross-zonal capacity values computed according to Article 9. For each CNEC, the EIC code of the Critical Network Element and of the contingency shall be published; iii. reductions of capacity occurring in the validation phase, including the location and amount of any reductions, the TSO of the GRIT CCR requesting the reduction and reasons for the reductions provided by the TSO itself (including, if relevant, the EIC code of the CNEC); iv. The vertical load, the total generation and the resulting net position for each Bidding Zone of the Greece-Italy CCR adopted in the computations. c. By 10 minutes before the start of each impacted MTU the results of any TTC update process activated according to Article 10, for each Bidding Zone border or the GRIT CCR: 11 i. the cross-zonal capacity values computed according to Article 9; ii. the list of CNECs or other security limits that are limiting the cross-zonal capacity values computed according to Article 9. For each CNEC, the EIC code of the Critical Network Element and of the contingency shall be published; iii. reductions of capacity occurring in the validation phase, including the location and amount of any reductions, the TSO of the GRIT CCR requesting the reduction and reasons for the reductions provided by the TSO itself (including, if relevant, the EIC code of the CNEC); iv. The vertical load, the total generation and the resulting net position for each Bidding Zone of the Greece-Italy CCR adopted in the computations. 2. The Coordinated Capacity Calculator of the GRIT CCR shall provide the TSOs of the GRIT CCR with a yearly report on the results of the BT CCC processes: - Cross-border capacities made available to the market for each market time unit of the previous solar year; - the list of CNECs or other security limits that are limiting the cross-zonal capacity values for each market time unit of the previous solar year; Article 13 Publication and Implementation of the CCC methodology Proposal 1. The TSOs of GRIT CCR shall publish the BT CCC methodology without undue delay after the approval by the national regulatory authorities of GRIT CCR. 2. The TSOs of GRIT CCR shall test the capacity calculation processes foreseen in the GRIT BT CCC methodology for at least three months before implementing the present BT CCC methodology. 3. During the test period, the TSOs of GRIT CCR shall report on the results of the test to the relevant NRAs. 4. During the test period, the TSOs of GRIT CCR shall organize at least one public workshop for discussing the outcomes, if necessary, using webinar solutions. 5. The TSOs of GRIT CCR shall implement the BT CCC methodology no later than March 2025 (go live), with test period to be started no later than January 2025. 6. After six months from the implementation of this methodology, TSOs shall perform a cost benefit analysis comparing potential benefits and risks deriving from a TTC calculation process carried out after each IDGC for the relevant MTU. The cost benefit analysis shall be sent to the regulatory authorities of GRIT CCR no later than 10 months after the implementation of this methodology. The CBA shall contain at least: a. Analysis on historical data of the TTC available after the IDGCT and of the frequency of cross-zonal congestions; b. Analysis of the additional TTC made available by the ID capacity calculation with respect to the previous calculation; c. Assessment of the potential increase of TTCs achievable with a more frequent calculation; d. Assessment of the computational burden and resources needed for the alternative calculation, with respect to the benefits provided by the additional TTC. In case CBA results point out the proposed approach is not sufficiently accurate, TSOs shall amend 12 this methodology accordingly, in order to implement a TTC calculation process carried out after each IDGC for the relevant MTU. Article 14 Language 1. The reference language for this CCC Methodology shall be English. 2. For the avoidance of doubt, where TSOs need to translate this BT CCC methodology into their national language(s), in the event of inconsistencies between the English version published by TSOs and any version in another language, the relevant TSOs shall be obliged to dispel any inconsistencies by providing a revised translation of this BT CCC methodology to their relevant national regulatory authorities. 13 Methodology for a coordinated capacity calculation in accordance with Article 37 of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing within GRIT CCR ANNEX 1 – TTC Calculation process September 2022 1 1. Scope of the TTC calculation process The Coordinated Capacity Calculator of GRIT CCR (hereinafter referred to as “Coordinated Capacity Calculator”) shall determine the Total Transfer Capacity (TTC) available on each border and direction of GRIT CCR for each relevant market time unit of the Coordinated Capacity Calculation processes referred to in Article 4 of the “Methodology for a balancing timeframe coordinated capacity calculation in accordance with Article 37 of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing within GRIT CCR” (BT CCC methodology) according to the TTC calculation process described in this Annex. 2. Relevant inputs Relevant inputs for the TTC calculation process are: • Individual Grid Models prepared by the relevant TSOs. These grid models shall include at least a detailed representation of the 380kV-220kV grid and, where considered relevant, the 150kV grid; • Generation Load Shift Key (GLSK) files prepared by each TSO; • List of relevant Contingencies (C) prepared by each TSO; • List of available Remedial Actions (RA) prepared by each TSO; • Operational Security Limits to be considered for each grid element, provided by each TSO; • List of additional constraints prepared by each TSO. Each TSO shall provide the relevant input data to the Coordinated Capacity Calculator: • By 23:00 of D-1 for the BT CCC process 1; • By 11:00 of D for the BT CCC process 2; • 50 minutes before the start of the impacted MTU in case a TTC update process is activated according to Article 13 of the BT CCC methodology. The BC-IGMs prepared by the GRIT TSOs will then be merged into Common Grid Models according to Article 28
(5)of CACM Regulation. The resulting Common Grid Models will be adopted in the capacity calculation process. Pending the finalization of the European Common Grid Model for the day-ahead and intraday capacity calculation timeframe in accordance with Article 17 of the CACM Regulation, TSOs shall provide relevant grid models to be used in the capacity calculation process of the GRIT region in order to ensure an accurate representation of the of the GRIT CCR. These grid models shall include at least a detailed representation of the 380kV-220kV grid and, where considered relevant by the concerned TSO, the 150kV grid. The Coordinated Capacity Calculator shall use the input data listed above to calculate maximum power exchange on bidding zone borders of the GRIT CCR, which shall equal the maximum calculated exchange between two bidding zones on either side of the bidding zone border respecting operational security limits. 2 2.1 Generation Load Shift Key (GLSK) GLSKs are needed to transform any change in the balance of one bidding zone into a change of injections in the nodes of that bidding zone. GLSKs shall be elaborated based on the best forecast information about the generating units and loads. Each TSO shall define a GLSK file for each: • Control Area: GSLK is computed for each relevant network node in the same Control Area; • and time interval: GLSK is dedicated to individual market time unit in order to model differences between different system conditions. In order to avoid newly formed unrealistic congestions caused by the process of generation shift, TSOs can define both generation shift key (GSK) and load shift key (LSK): • Generation shift: GSK constitute a list specifying those generators that shall contribute to the shift. • Load shift: LSK constitute a list specifying those load that shall contribute to the shift in order to take into account the contribution of generators connected to lower voltage levels (implicitly contained in the load figures of the nodes connected to the 220 and 400 kV grid). If GSK and LSK are defined, a participation factor is also given: • G(

  4. a)for each area has to be to 1 (i.e. 100%). Hence, for a given Control Area and a market time unit, the relevant TSO(
  5. s)shall provide to the Coordinated Capacity Calculator a GLSK file containing for each node of the relevant grid: • Node identification code; • Available upward margin; • Available downward margin; • Merit order rank. How to distribute the shift among different generators and loads connected to the same node is then defined according to the participation factors. TSOs shall make at least once a year ex-post analysis of GSKs (including the testing period) and if considered necessary request to change them. 2.1.1 Merit order list for the Italian bidding zones This kind of shift methodology can be considered for the Italian bidding zones. The main reason for this choice is since the Italian grid has a high level of RES generation installed in general and close to the GR-IT Border in particular. Those generators as well as the conventional generation are geographically located in different areas, then for different generation profiles we get different power flows in the grid elements and consequently different stress areas in the systems with potential impact in the NTC calculations. Examples: • If the wind production is high the marginal production could be reduced; 3 • If the winter is wet the marginal price of hydro power-plants could be lower than the marginal price of thermal power-plants, and vice-versa for dry seasons; • Depending on the primary sources’ prices, the market behavior will be different and affect the location of the production. 2.1.2 Proportional to the remaining capacity available on generation for the Greek bidding zone This kind of shift methodology can be considered for the Greek bidding zone. 2.2 List of relevant Contingencies (C) Each TSO shall provide to the Coordinated Capacity Calculator the list of contingencies to be considered in capacity calculation process, according to article 33 of the Commission Regulation (EU) 2017/1485. The contingency list shall be reviewed at least once a year. 2.3 List of relevant Remedial Actions (RA) The set of relevant remedial actions shall be defined in accordance with the CSA Methodology, considering only actions that could have a beneficial effect in terms of cross-zonal capacity of the border under assessment. An available Remedial Action (RA) is a measure that can be applied in due time by a TSO to fulfill operational security limits in N and N-1 state of the system. Each TSO shall provide to the Coordinated Capacity Calculator the list of available RAs to be considered in the TTC calculation process applied on each border and direction of the GRIT CCR for each relevant market time unit. These RAs shall be classified in the following two categories: • Preventive Remedial Actions (PRAs) are those applied in a preventive way since they require time to be implemented and/or because they are necessary in order to avoid unacceptable breaches of the operational security limits after a Contingency (according to the operational security limits defined according to paragraph 2.4 of this Annex). If they are applied, they shall be considered as activated in the N-state as well as in any of the simulated N-1 scenarios. • Curative Remedial Actions (CRAs) are those needed to cope with and to relieve rapidly constraints with an implementation delay of time for full effectiveness compatible with operational security limits defined according to paragraph 2.4 of this Annex. They are implemented after the occurrence of the relevant Contingency, so they must be considered as activated only on relevant N-1 scenarios. They shall respect the following requisites:
  6. a)If manually implemented in real time, they must be: ▪ Simple (imply a limited number of maneuvers) ▪ Fast in implementation (according to the security criteria adopted) ▪ 1 to 1 with a contingency i.e. a single set of predefined manual actions can be 4 applied in real time to solve one contingency effects ▪ Consistent with National Control Centers operational practice (i.e., These actions have to be included in the operating instruction of the National Control Centers)
  7. b)If automatically operated, the operators are not involved in implementation in real time. Therefore, the constraints in
  8. a)are not applicable. The possible types of RAs considered in the TTC Calculation process are the following: o Changing the tap position of a phase shifting transformer (PST); o Topological measure: opening or closing of one or more line(s), cable(s), transformer(s), bus bar coupler(s)or switching of one or more network element(
  9. s)from one bus bar to another; o Change the flow in a line using a FACTS (flexible alternating current transmission system); o Change the voltage on a node managing reactance(s), capacitor(
  10. s)and/or synchronous compensator(s). All explicit RAs applied in TTC calculation process shall be coordinated in line with the capacity calculation methodology for the day-ahead and intraday market timeframe for Greece-Italy CCR. Prior to each calculation process, the TSOs of a bidding zone border shall agree on the list of remedial actions that can be shared between both in the capacity calculation. This means that a shared remedial action of one TSO is used to solve the contingency in the grid of another TSO. These shared remedial actions can only be activated with prior consent of the neighboring TSO since their activation have a significant impact on its control area. Hence, for a given border and a market time unit, the relevant TSO(
  11. s)shall provide to the Coordinated Capacity Calculator a RA file containing for each available remedial action: • Identification code; • List of punctual RA considered applicable (a RA in the file can be composed by one or more single compatible RAs) – for quantitative RAs (such as PST tap changing) the TSO shall provide the upper and lower limits to be considered available for the scope of the TTC calculation process; • Category for each of the RA listed before; • Rank of the remedial action (defined to give priority to the less complex/risky RA and, only after, to the most complex/risky ones). The list of available remedial actions shall be reassessed by each TSO at least once a year. 2.4 Operational Security Limits (OSL) Each TSO shall provide to the Coordinated Capacity Calculator the relevant operational security limits to be considered in the TTC calculation process for each relevant market time unit. For each grid element, the relevant TSO shall define: • PATL, Permanent Admissible Transmission Loading (Maximum loading accepted in N state); and where relevant: • TATL, Temporary Admissible Transmission Loading (Maximum loading accepted in N-1 state if no automatic curative remedial actions are available); 5 • FSATL, Fast Solved. For each node of the network, the relevant TSO shall define: • Minimum voltage level accepted in N state; and where relevant: • Minimum voltage level accepted in N-1 state; • Maximum voltage level accepted in N state; • Maximum voltage level accepted in N-1 state; • Maximum accepted voltage drops between N and N-1 state. The same limits are used also for operational security analysis pursuant to Commission Regulation (EU) 2017/1485 and shall be reviewed at least once a year. 6 3. TTC calculation process The TTC calculation process is based on an iterative approach described in the following. For each iteration an Alternate Current (AC) Load Flow algorithm is used. The TTC calculation process for the Internal Italian Borders is performed on the Individual Grid Model provided by Terna. For each relevant timestamp, the TTC calculation process for computing TTC on each bidding zone border and for each direction (e.g., from Bidding Zone I to Bidding Zone J) is performed independently because the grid topology allows to assume that the TTC value on each border is not affected by TTC values on other borders. For each market time unit, the TTC value on each border and direction is computed according to the process described in figure 1. 7 Figure 1. TTC calculation process 8 1) A full security assessment of the grid (AC load flow in N and N-1) is performed on the base case represented by the CGM or the relevant grid model for the market time unit; 2) Based on the results of the AC load flow: a. A Longlist (L) of Critical Network Element and Contingencies (CNECs) is identified as the set of CNECs loaded more than 90% of the PATL in N or N-1; b. Voltage and voltage drop between N and N-1 are computed considering only cross-border contingencies and close to cross border contingencies; 3) The sensitivity ∆𝒌 of each CNEC (
  12. k)belonging to the Longlist (L) to cross-border flows from Bidding Zone I to Bidding Zone J (𝑋𝐵𝑓𝑙𝑜𝑤𝐼𝐽 ) is computed. 4) A Shortlist (S) of CNECs is defined considering only the CNECs included in the Longlist (L) having a ∆𝒌 higher than 5%. 5) TSOs can discard CNECs from the Shortlist (S) in case they consider them not relevant (eg. The PSTs/HVDCs setting adopted in the successive steps is the one who minimize the objective function previously mentioned and which is closer to neutral position. 7) If the value of the objective function of step 6 is higher than 0, remedial actions are applied in order to detect if a secure solution can be found. In particular, in the first step, Coordinated Capacity Calculator shall check if enough non-costly Curative Remedial Actions are available for solving each of the security issues detected in after step 6. If not, Coordinated Capacity Calculator shall apply (one-by-one1) the RA provided by the TSOs of the GRIT CCR, following the priority given by the relevant TSO. The set of relevant remedial actions shall be defined in accordance to the CSA Methodology, considering only actions that could have a beneficial effect in terms of cross-zonal capacity of the border under assessment. 8) The following decision tree is applied: Is there any violation detected on CNECs included in the Shortlist (S) after applying the step? a. If no: has been a decreasing step applied before? i. If yes: Step = Step/2 ii. If no: Step = Step If Step ≤ 50MW (Step_min) then the procedure stops, else the flow from Bidding Zone I to Bidding Zone J is increased by “Step” MW and the procedure go back to step 1. b. (1)Το παρόν έγγραφο (εφεξής «Πρόταση Μεθοδολογίας Υπολογισμού Δυναμικότητας Χρονικού Πλαισίου Εξισορρόπησης Ελλάδας-Ιταλίας», ή «Πρόταση μεθοδολογίας ΥΔ ΧΠΕ ΕΛ/ΙΤ»), συμπεριλαμβανομένων των παραρτημάτων του, αποτελεί τη μεθοδολογία για τον κοινό υπολογισμό δυναμικότητας που εκτελείται για την περιφέρεια υπολογισμού δυναμικότητας Ελλάδας-Ιταλίας (εφεξής «ΠΥΔ ΕΛ/ΙΤ») η οποία απαιτείται σύμφωνα με το άρθρο 37 του κανονισμού (ΕΕ) 2015/1222 σχετικά με τον καθορισμό κατευθυντήριας γραμμής εξισορρόπησης ηλεκτρικής ενέργειας (εφεξής «κανονισμός ΚΓΕΗΕ»).
(2)Η συγκεκριμένη μεθοδολογία εξετάζει τις γενικές αρχές και τους στόχους που ορίζει ο κανονισμός ΚΓΕΗΕ, τηρώντας παράλληλα τις αρχές που ορίζει ο Κανονισμός (ΕΚ) 2019/943 του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου, της 5ης Ιουνίου 2019, σχετικά με την εσωτερική αγορά ηλεκτρικής ενέργειας (αναδιατύπωση) (εφεξής «Κανονισμός [ΕΚ] 2019/943»).
(3)Οι στόχοι που αναφέρονται στο άρθρο 3 του κανονισμού ΚΓΕΗΕ και συνδέονται με την εν λόγω μεθοδολογία είναι οι εξής: α) προώθηση του αποτελεσματικού ανταγωνισμού, της αποφυγής διακρίσεων και της διαφάνειας στις αγορές εξισορρόπησης, β) ενίσχυση της αποτελεσματικότητας της εξισορρόπησης καθώς αποτελεσματικότητας των ευρωπαϊκών και εθνικών αγορών εξισορρόπησης, επίσης και της γ) ενοποίηση των αγορών εξισορρόπησης και προώθηση των δυνατοτήτων ανταλλαγής υπηρεσιών εξισορρόπησης, με παράλληλη συμβολή στην επιχειρησιακή ασφάλεια, δ) συμβολή στην αποτελεσματική μακροπρόθεσμη λειτουργία και ανάπτυξη του συστήματος μεταφοράς ηλεκτρικής ενέργειας και του τομέα της ηλεκτρικής ενέργειας εντός της Ένωσης, με παράλληλη διευκόλυνση της αποτελεσματικής και συνεπούς λειτουργίας των αγορών επόμενης ημέρας, των ενδοημερήσιων αγορών και των αγορών εξισορρόπησης. Προκειμένου να διευκολυνθεί η επίτευξη των εν λόγω στόχων και να προσφερθεί δυναμικότητα στην αγορά εντός του χρονικού πλαισίου εξισορρόπησης, οι ΔΣΜ είναι απαραίτητο να υπολογίζουν τη διαθέσιμη διασυνοριακή δυναμικότητα με συντονισμένο τρόπο.
(4)Το άρθρο 37 του κανονισμού ΚΓΕΗΕ αποτελεί τη νομική βάση της παρούσας μεθοδολογίας και προσδιορίζει διάφορες ειδικές απαιτήσεις που η μεθοδολογία ΚΥΔ ΧΠΕ πρέπει να λαμβάνει υπόψη: «
  1. Μετά τη χρονική στιγμή λήξης υποβολής προσφορών διαζωνικής ενδοημερήσιας αγοράς οι ΔΣΜ επικαιροποιούν διαρκώς τη διαθεσιμότητα της διαζωνικής δυναμικότητας για την ανταλλαγή ενέργειας εξισορρόπησης ή την εφαρμογή της διαδικασίας συμψηφισμού αποκλίσεων. Η διαζωνική δυναμικότητα επικαιροποιείται κάθε φορά που χρησιμοποιείται τμήμα της ή μετά τον εκ νέου υπολογισμό της.
  2. Πριν από την εφαρμογή της μεθοδολογίας υπολογισμού της δυναμικότητας όπως προβλέπεται στην παράγραφο 3, οι ΔΣΜ χρησιμοποιούν τη διαζωνική δυναμικότητα που απομένει μετά τη χρονική στιγμή λήξης υποβολής προσφορών διαζωνικής ενδοημερήσιας αγοράς.
  3. Εντός πέντε ετών από την έναρξη ισχύος του παρόντος κανονισμού, όλοι οι ΔΣΜ που ανήκουν σε μια περιφέρεια υπολογισμού δυναμικότητας προχωρούν στην ανάπτυξη μιας μεθοδολογίας για τον υπολογισμό της διαζωνικής δυναμικότητας εντός του χρονικού πλαισίου εξισορρόπησης για την ανταλλαγή ενέργειας εξισορρόπησης ή για τη λειτουργία της διαδικασίας συμψηφισμού αποκλίσεων. Η εν λόγω μεθοδολογία αποφεύγει τις στρεβλώσεις της αγοράς και συνάδει με τη μεθοδολογία υπολογισμού της διαζωνικής δυναμικότητας που εφαρμόζεται στο ενδοημερήσιο χρονικό πλαίσιο το οποίο καθορίζεται σύμφωνα με τον κανονισμό (ΕΕ) 2015/1222 3
(5)Σύμφωνα με το άρθρο 2 του κανονισμού ΚΓΕΗΕ η «εξισορρόπηση» ορίζεται ως «το σύνολο των ενεργειών και των διαδικασιών, σε όλα τα χρονικά πλαίσια, μέσω των οποίων οι ΔΣΜ εξασφαλίζουν, με τρόπο συνεχή, τη διατήρηση της συχνότητας του συστήματος μέσα σε ένα προκαθορισμένο εύρος σταθερότητας, όπως ορίζεται στο άρθρο 127 του κανονισμού (ΕΕ) 2017/1485, και τη συμμόρφωση με το ποσό των απαιτούμενων εφεδρειών σε σχέση με την απαιτούμενη ποιότητα, όπως ορίζεται στο μέρος IV τίτλος V, τίτλος VI και τίτλος VII του κανονισμού (ΕΕ) 2017/1485»
(6)Σύμφωνα με το άρθρο 2 του κανονισμού ΚΓΕΗΕ η «αγορά εξισορρόπησης» ορίζεται ως «το σύνολο των θεσμικών, εμπορικών και λειτουργικών ρυθμίσεων που καθιερώνουν τη διαχείριση της εξισορρόπησης βάσει της αγοράς»
(7)Σύμφωνα με το άρθρο 36 του κανονισμού ΚΓΕΗΕ η χρήση της διαζωνικής δυναμικότητας ορίζεται ως τέτοια ώστε «όλοι οι ΔΣΜ χρησιμοποιούν τη διαθέσιμη διαζωνική δυναμικότητα, η οποία υπολογίζεται με βάση τις παραγράφους 2 και 3 του άρθρου 37, για την ανταλλαγή ενέργειας εξισορρόπησης ή για τη λειτουργία της διαδικασίας συμψηφισμού αποκλίσεων.»
(8)Στο άρθρο 2 παράγραφος 8 του κανονισμού ΚΔΔΣ η προσέγγιση με βάση τη συντονισμένη καθαρή δυναμικότητα μεταφοράς ορίζεται ως «μέθοδος υπολογισμού της δυναμικότητας βασιζόμενη στην αρχή της εκτίμησης και του εκ των προτέρων καθορισμού των μέγιστων δυνατών συναλλαγών ενέργειας μεταξύ γειτονικών ζωνών προσφοράς».
(9)Σύμφωνα με τον ορισμό που αναφέρεται στο Άρθρο 2 παράγραφος 11 του κανονισμού ΚΔΔΣ, ο φορέας συντονισμένου υπολογισμού δυναμικότητας έχει επιφορτιστεί με τον υπολογισμό της δυναμικότητας μεταφοράς, σε περιφερειακό ή ανώτερο επίπεδο.
(10)Το άρθρο 16 παράγραφος 3 του κανονισμού (ΕΕ) 2019/943 περιγράφει τη διαδικασία υπολογισμού δυναμικότητας και αποδίδει το ρόλο του φορέα συντονισμένου υπολογισμού δυναμικότητας στα περιφερειακά συντονιστικά κέντρα: «Τα περιφερειακά συντονιστικά κέντρα διενεργούν συντονισμένο υπολογισμό δυναμικότητας σύμφωνα με τις παραγράφους 4 και 8 του παρόντος άρθρου, όπως προβλέπεται στο άρθρο 37 παράγραφος 1 στοιχείο (α) και στο άρθρο 42 παράγραφος
  1. Τα περιφερειακά συντονιστικά κέντρα υπολογίζουν τις διαζωνικές δυναμικότητες τηρώντας τα όρια ασφάλειας λειτουργίας του συστήματος, με τη χρήση δεδομένων από τους διαχειριστές συστημάτων μεταφοράς, συμπεριλαμβανομένων δεδομένων για την τεχνική διαθεσιμότητα διορθωτικών μέτρων, εξαιρέσει της περικοπής φορτίου. Όταν τα περιφερειακά συντονιστικά κέντρα καταλήγουν στο συμπέρασμα ότι όλα τα διαθέσιμα διορθωτικά μέτρα στην περιφέρεια υπολογισμού δυναμικότητας ή μεταξύ των περιφερειών υπολογισμού δυναμικότητας δεν επαρκούν για την επίτευξη της γραμμικής πορείας δυνάμει του άρθρου 15 παράγραφος 2 ή των ελάχιστων δυναμικοτήτων που προβλέπονται στην παράγραφο 8 του παρόντος άρθρου, τηρώντας παράλληλα τα όρια ασφάλειας λειτουργίας του συστήματος, μπορούν, ως μέτρο έσχατης ανάγκης, να καθορίζουν συντονισμένες δράσεις που θα μειώσουν αντίστοιχα τη διαζωνική δυναμικότητα. Οι διαχειριστές συστημάτων μεταφοράς μπορούν να αποκλίνουν από συντονισμένες δράσεις όσον αφορά τον συντονισμένο υπολογισμό δυναμικότητας και τη συντονισμένη ανάλυση ασφάλειας μόνο σύμφωνα με το άρθρο 42 παράγραφος
  2. Έως τρεις μήνες μετά την έναρξη της λειτουργίας τους σύμφωνα με το άρθρο 35 παράγραφος 2 του παρόντος κανονισμού και κάθε τρεις μήνες από τότε, τα περιφερειακά συντονιστικά κέντρα υποβάλλουν στις οικείες ρυθμιστικές αρχές και στον ACER έκθεση σχετικά με τυχόν μειώσεις δυναμικότητας ή αποκλίσεις από συντονισμένες δράσεις σύμφωνα με το δεύτερο εδάφιο και αξιολογούν τις επιπτώσεις και διατυπώνουν συστάσεις, εάν χρειαστεί, για τον τρόπο με τον οποίο μπορούν να αποφευχθούν τέτοιες αποκλίσεις στο μέλλον. Εάν ο ACER συμπεράνει ότι οι προϋποθέσεις για μια απόκλιση δυνάμει της παρούσας παραγράφου 4 δεν πληρούνται ή είναι διαρθρωτικού χαρακτήρα, υποβάλλει γνώμη στις αρμόδιες ρυθμιστικές αρχές και στην Επιτροπή. Οι αρμόδιες ρυθμιστικές αρχές λαμβάνουν τα κατάλληλα μέτρα κατά των διαχειριστών συστημάτων μεταφοράς ή των περιφερειακών συντονιστικών κέντρων σύμφωνα με το άρθρο 59 ή 62 της οδηγίας (ΕΕ) 2019/944 εάν δεν πληρούνται οι προϋποθέσεις για απόκλιση σύμφωνα με την παρούσα παράγραφο. Οι αποκλίσεις διαρθρωτικού χαρακτήρα εξετάζονται σε σχέδιο δράσης που αναφέρεται στο άρθρο 14 παράγραφος 7 ή σε επικαιροποιημένη εκδοχή υφιστάμενου σχεδίου δράσης».
(11)Η μεθοδολογία ΥΔ ΧΠΕ συμβάλλει στην επίτευξη των στόχων του άρθρου 3 του κανονισμού ΚΓΕΗΕ, χωρίς να την υπονομεύει με κανέναν τρόπο.
(12)Το άρθρο 3 στοιχείο α) του κανονισμού ΚΓΕΗΕ επιδιώκει την προώθηση του αποτελεσματικού ανταγωνισμού, της αποφυγής διακρίσεων και της διαφάνειας στις αγορές εξισορρόπησης. Η μεθοδολογία ΥΔ ΧΠΕ εξυπηρετεί τους στόχους της προώθησης του αποτελεσματικού ανταγωνισμού, της αποφυγής διακρίσεων και της διαφάνειας μέσα από τον καθορισμό ενός συνόλου εναρμονισμένων κανόνων για τον υπολογισμό της δυναμικότητας και τη διαχείριση της συμφόρησης, οι οποίοι συντελούν στην αποτελεσματικότητα της αγοράς εξισορρόπησης. Το άρθρο 3 στοιχείο β) του κανονισμού ΚΓΕΗΕ επιδιώκει την ενίσχυση της αποτελεσματικότητας της εξισορρόπησης καθώς επίσης και της αποτελεσματικότητας των ευρωπαϊκών και εθνικών αγορών εξισορρόπησης. Η μεθοδολογία ΥΔ ΧΠΕ συμβάλλει στην επίτευξη του στόχου της ενίσχυσης της αποτελεσματικότητας τόσο της ευρωπαϊκής όσο και της εθνικής αγοράς εξισορρόπησης μέσα από τον υπολογισμό της δυναμικότητας εξισορρόπησης όσο το δυνατόν πιο κοντά στον πραγματικό χρόνο με τα τελευταία διαθέσιμα εισερχόμενα δεδομένα.

(14)Το άρθρο 3 στοιχείο γ) των κανονισμών ΚΓΕΗΕ επιδιώκει την ενοποίηση των αγορών εξισορρόπησης και την προώθηση των δυνατοτήτων ανταλλαγής υπηρεσιών εξισορρόπησης, και παράλληλα στη συμβολή στην επιχειρησιακή ασφάλεια. Η μεθοδολογία ΥΔ ΧΠΕ δεν εμποδίζει την ενοποίηση των αγορών εξισορρόπησης και τις δυνατότητες ανταλλαγής ενέργειας εξισορρόπησης μέσα από την προσφοράς δυναμικότητας στη μονάδα διαχείρισης δυναμικότητας (ΜΔΔ). Το έργο ΜΔΔ επιδιώκει την ανάπτυξη μιας κεντρικής λύσης με σκοπό τη διαχείριση της ΔΖΔ σε όλες τις ευρωπαϊκές πλατφόρμες (TERRE, MARI, PICASSO και IGCC) για την ανταλλαγή ενέργειας εξισορρόπησης και των ΔΣΜ στο πλαίσιο του ΚΓΕΗΕ και των απαιτήσεων των ευρωπαϊκών πλατφορμών (με τήρηση των σχετικών πλαισίων εφαρμογής και της νόμιμης προθεσμίας τους), τηρώντας παράλληλα τις απαιτήσεις διαθεσιμότητας και απόδοσης, σε συμμόρφωση με τις διαδικασίες που περιγράφονται στα άρθρα 19, 20, 21 και 22 του κανονισμού ΚΓΕΗΕ.
(15)Το άρθρο 3 στοιχείο δ) των κανονισμών ΚΓΕΗΕ επιδιώκει τη συμβολή στην αποτελεσματική μακροπρόθεσμη λειτουργία και ανάπτυξη του συστήματος μεταφοράς ηλεκτρικής ενέργειας και του τομέα της ηλεκτρικής ενέργειας εντός της Ένωσης, με παράλληλη διευκόλυνση της αποτελεσματικής και συνεπούς λειτουργίας των αγορών επόμενης ημέρας, των ενδοημερήσιων αγορών και των αγορών εξισορρόπησης. Διασφαλίζοντας τη συνέπεια ανάμεσα στη μεθοδολογία ΥΔ ΧΠΕ και τις αγορές επόμενης ημέρας, τις ενδοημερήσιες αγορές και τις αγορές εξισορρόπησης, η παρούσα μεθοδολογία συντελεί στη μακροπρόθεσμη λειτουργία και ανάπτυξη του συστήματος μεταφοράς ηλεκτρικής ενέργειας και του τομέα της ηλεκτρικής ενέργειας.
(16)Εν κατακλείδι, η μεθοδολογία ΥΔ ΧΠΕ συμβάλλει στην επίτευξη των γενικών στόχων του κανονισμού ΚΓΕΗΕ. 5 Άρθρο 1 Αντικείμενο και πεδίο εφαρμογής Η μεθοδολογία ΥΔ ΧΠΕ, όπως καθορίζεται στο παρόν έγγραφο, αποτελεί την κοινή μεθοδολογία για τον υπολογισμό της δυναμικότητας για την ΠΥΔ ΕΛ/ΙΤ σύμφωνα με το άρθρο 37 του κανονισμού ΕΗΕ. Άρθρο 2 Ορισμοί και ερμηνεία
  1. Για τους σκοπούς της μεθοδολογίας ΥΔ ΧΠΕ, οι όροι που χρησιμοποιούνται έχουν την έννοια που τους αποδίδεται στο άρθρο 2 του κανονισμού (ΕΚ) 2013/543, στο άρθρο 2 του κανονισμού (ΕΚ) 2015/1222, στο άρθρο 2 του κανονισμού (ΕΚ) 2017/2195 (κανονισμός ΚΓΕΗΕ) και στη Μεθοδολογία Υπολογισμού Δυναμικότητας για το χρονικό πλαίσιο επόμενης ημέρας και ενδοημερήσιο χρονικό πλαίσιο για την ΠΥΔ ΕΛ/ΙΤ σύμφωνα με τα άρθρα 20 και 21 του κανονισμού (ΕΚ) 2015/
  2. Επιπλέον, ισχύουν οι ακόλουθοι ορισμοί: a. Ως «μέθοδος ΚΥΔ ΧΠΕ 1» ορίζεται η διαδικασία υπολογισμού της δυναμικότητας χρονικού πλαισίου εξισορρόπησης που αφορά την ΑΧΜ από τις 06:00 έως τις 12:00 της ημέρας παράδοσης D. b. Ως «μέθοδος ΚΥΔ ΧΠΕ 2» ορίζεται η διαδικασία υπολογισμού της δυναμικότητας χρονικού πλαισίου εξισορρόπησης που αφορά την ΑΧΜ από τις 18:00 έως τις 24:00 της ημέρας παράδοσης D. c. «IDGC»: ενδοημερήσια χρονική στιγμή λήξης προσφορών (ΕΗΣ ΧΣΛΠ)
  3. Στην παρούσα μεθοδολογία ΥΔ ΧΠΕ, εκτός αν απαιτείται διαφορετικά από τα συμφραζόμενα: a. ο ενικός αριθμός περιλαμβάνει τον πληθυντικό και το αντίστροφο b. οι επικεφαλίδες εισάγονται για λόγους διευκόλυνσης και μόνο και δεν επηρεάζουν την ερμηνεία της παρούσας μεθοδολογίας και· c. οποιαδήποτε αναφορά σε νομοθεσία, κανονισμούς, οδηγίες, διατάξεις, πράξεις, κώδικες ή οποιαδήποτε άλλη νομοθετική διάταξη περιλαμβάνει οποιαδήποτε τροποποίηση, επέκταση ή επανενεργοποίηση της ίδιας νομοθετικής διάταξης από τη στιγμή που τίθεται σε ισχύ. Άρθρο 3 Διαζωνικές δυναμικότητες για το χρονικό πλαίσιο εξισορρόπησης
  4. Για το χρονικό πλαίσιο εξισορρόπησης, υιοθετείται η προσέγγιση ΣΚΔΜ στην ΠΥΔ ΕΛ/ΙΤ.
  5. Οι μεμονωμένες τιμές ΣΙΜ για κάθε αγοραία χρονική μονάδα και κάθε σύνορο ζώνης προσφορών υπολογίζονται από τον Φορέα Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ με βάση τις διαδικασίες υπολογισμού ΣΙΜ και τα μοντέλα δικτύου που περιγράφονται στο παράρτημα
  6. Σχετικά με τις προθεσμίες: a. Η διαδικασία ΚΥΔ ΧΠΕ 1 ξεκινά το χρονικό διάστημα D-1 και τελειώνει το χρονικό διάστημα D, ορίζοντας τις τιμές ΣΙΜ για κάθε αγοραία χρονική μονάδα από τις 06:00 έως τις 12:00 κατά την ημέρα παράδοσης D και δημοσιεύοντας τα σχετικά αποτελέσματα μέχρι τις 05:30 (στόχος) της ημέρας Δ. b.   7. Διαδικασίες υπολογισμού δυναμικότητας - Εκτιμώμενες ΑΧΜ Το αναλυτικό χρονικό πλαίσιο που αφορά τον υπολογισμό και την επικύρωση περιγράφεται στα άρθρα 8 και
  8. Οι ήδη κατανεμημένες διαζωνικές δυναμικότητες δεν επηρεάζουν τις τιμές διαζωνικής δυναμικότητας για τα σύνορα ζώνης προσφοράς που ανήκουν στην ΠΥΔ ΕΛ/ΙΤ και δεν λαμβάνονται υπόψη στο πλαίσιο της παρούσας μεθοδολογίας υπολογισμού δυναμικότητας. Άρθρο 4 Μεθοδολογία περιθωρίου αξιοπιστίας
  9. Το περιθώριο αξιοπιστίας ισούται με 0MW σε κάθε σύνορο της ΠΥΔ ΕΛ/ΙΤ.
  10. Η Terna αξιολογεί εκ νέου τις τιμές του περιθωρίου αξιοπιστίας τουλάχιστον μία φορά κάθε 36 μήνες. Άρθρο 5 Μεθοδολογίες για τα όρια επιχειρησιακής ασφάλειας, τα απρόβλεπτα συμβάντα και τους περιορισμούς κατανομής
  11. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ παρέχουν στον φορέα συντονισμένου υπολογισμού δυναμικότητας τον κατάλογο των σχετικών απρόβλεπτων συμβάντων, συμπεριλαμβανομένων των συνηθισμένων και σπάνιων απρόβλεπτων συμβάντων, όπως ορίζονται σύμφωνα με τη μεθοδολογία ΣΑΣ. Αυτά τα απρόβλεπτα συμβάντα αντιπροσωπεύουν δεδομένα για τη διαδικασία υπολογισμού διαζωνικής δυναμικότητας σύμφωνα με τη διαδικασία υπολογισμού ΣΙΜ που περιγράφεται στο παράρτημα
  12. Τα κρίσιμα στοιχεία του δικτύου και τα απρόβλεπτα συμβάντα (ΚΣΔ-ΑΣ) για κάθε σύνορο της ΠΥΔ ΕΛ/ΙΤ ορίζονται σύμφωνα με τη διαδικασία υπολογισμού ΣΙΜ που περιγράφεται στο παράρτημα
  13. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ ορίζουν τα όρια επιχειρησιακής ασφάλειας των δικών τους στοιχείων δικτύου σύμφωνα με την παράγραφο 2.4 «Όρια επιχειρησιακής ασφάλειας (ΟΕΑ») που περιγράφονται στο παράρτημα
  14. Σύμφωνα με τη διαδικασία υπολογισμού ΣΙΜ που περιγράφεται στο παράρτημα 1, ο φορέας συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ εφαρμόζει τα όρια επιχειρησιακής ασφάλειας που ορίζουν οι σχετικοί ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ σύμφωνα με την παράγραφο
  15. Η διακρίσεις μεταξύ εσωτερικών και διαζωνικών ανταλλαγών αποφεύγονται στη μεθοδολογία υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ με την εφαρμογή των εξής: - κατάλληλης διαμόρφωση ζωνών προσφοράς - μιας μεθοδολογίας εντοπισμού ΚΣΔ-ΑΣ που περιγράφεται στο παράρτημα
  16. Όσον αφορά τα εσωτερικά ιταλικά σύνορα, η Terna πραγματοποιεί δυναμικές αξιολογήσεις για τον εντοπισμό πιθανών επιπρόσθετων περιορισμών που πρέπει να εφαρμόζονται (ως ανώτατο όριο) στις τιμές ΣΙΜ. Κατά περίπτωση, η Terna διενεργεί τις εν λόγω αξιολογήσεις τουλάχιστον μία φορά ετησίως.
  17. Η Terna ενημερώνει την ιταλική ρυθμιστική αρχή σχετικά με τα αποτελέσματα των δυναμικών αξιολογήσεων που αναφέρονται στην παράγραφο
  18. Η Terna ενημερώνει εγκαίρως τον φορέα συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ σχετικά με το συναφές ανώτατο όριο που πρέπει να εφαρμόζεται στη διαδικασία υπολογισμού 7 δυναμικότητας για τα σύνορα εντός της Ιταλίας σύμφωνα με τα αποτελέσματα της δυναμικής αξιολόγησης που αναφέρονται στην παράγραφο
  19. Ο φορέας συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ εφαρμόζει τα ανώτατα όρια που παρέχονται από την Terna σύμφωνα με την παράγραφο 8 στη διαδικασία υπολογισμού δυναμικότητας για τα σύνορα εντός της Ιταλίας. Άρθρο 6 Κλείδες μετατόπισης παραγωγής και φορτίου
  20. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ καθορίζουν τις κλείδες μετατόπισης παραγωγής και φορτίου με βάση τη μεθοδολογία υπολογισμού δυναμικότητας για το χρονικό πλαίσιο της αγοράς επόμενης ημέρας και της ενδοημερήσιας αγοράς για την ΠΥΔ Ελλάδας-Ιταλίας.
  21. Για τις ζώνες προσφοράς της Ιταλίας, η Terna καθορίζει τις κλείδες μετατόπισης παραγωγής και φορτίου με βάση έναν κατάλογο αξιολογικής κατάταξης ώστε να λαμβάνεται υπόψη το υψηλό επίπεδο παραγωγής ΑΠΕ που είναι εγκατεστημένο γενικά και πλησίον της συνοριακής σύνδεσης ΕΛ/ΙΤ. Αυτές οι μονάδες παραγωγής από κοινού με τους συμβατικούς σταθμούς παραγωγής ενέργειας βρίσκονται γεωγραφικά σε διαφορετικές περιοχές, με αποτέλεσμα για διαφορετικά προφίλ παραγωγής να λαμβάνουμε διαφορετικές ροές ισχύος στα στοιχεία δικτύου και, κατά συνέπεια, διαφορετικές περιοχές φόρτισης εντός των συστημάτων, γεγονός που ενδέχεται να έχει αντίκτυπο στους υπολογισμούς ΚΔΜ.
  22. Για τη ζώνη προσφοράς της Ελλάδας, η ΑΔΜΗΕ καθορίζει τις κλείδες μετατόπισης παραγωγής και φορτίου αναλογικά προς την εναπομένουσα διαθέσιμη δυναμικότητα στην παραγωγή για κάθε βασικό σενάριο.
  23. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ διενεργούν μια εκ των υστέρων ανάλυση των κλείδων μετατόπισης παραγωγής και φορτίου (μεταξύ αυτών και εκείνων που χρησιμοποιήθηκαν κατά την περίοδο δοκιμής σύμφωνα με το άρθρο 13) και, εφόσον απαιτείται, τις τροποποιούν ανάλογα. Οποιαδήποτε αλλαγή στη γενική στρατηγική η οποία περιγράφεται στα σημεία 6.2 και 6.3 έχει ως αποτέλεσμα την τροποποίηση της παρούσας ΜΥΔ ΧΠΕ σύμφωνα με το άρθρο 6 παράγραφος 3 του ΚΓΕΗΕ. Άρθρο 7 Διορθωτικά μέτρα στον υπολογισμό δυναμικότητας
  24. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ καθορίζουν τα διορθωτικά μέτρα με βάση τη μεθοδολογία υπολογισμού δυναμικότητας για το χρονικό πλαίσιο της αγοράς επόμενης ημέρας και της ενδοημερήσιας αγοράς για την ΠΥΔ Ελλάδας-Ιταλίας και τη Μεθοδολογία ΣΑΣ.
  25. Κάθε ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ καθορίζει σε ατομικό επίπεδο τα διορθωτικά μέτρα της περιοχής ευθύνης του που πρέπει να καθίστανται διαθέσιμα στον ΥΔ ΧΠΕ εντός της ΠΥΔ ΕΛ/ΙΤ τουλάχιστον μία φορά ετησίως.
  26. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ συντονίζουν, πριν από τον υπολογισμό δυναμικότητας, τα διορθωτικά μέτρα που μπορούν να εφαρμόζουν από κοινού για τη μεγιστοποίηση των διαθέσιμων διαζωνικών δυναμικοτήτων στο σύνορο ΕΛ/ΙΤ.
  27. Η Terna προσδιορίζει τα διορθωτικά μέτρα που μπορούν να εφαρμοστούν για τη μεγιστοποίηση των διαθέσιμων διαζωνικών δυναμικοτήτων στα σύνορα εντός της Ιταλίας.
  28. Κάθε ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ παρέχει τον κατάλογο με τα διαθέσιμα διορθωτικά μέτρα, όσον αφορά κάθε σύνορο της ΠΥΔ ΕΛ/ΙΤ και κάθε διαδικασία ΚΥΔ ΧΠΕ, στον φορέα συντονισμένου υπολογισμού δυναμικότητας σύμφωνα με τον Κατάλογο σχετικών διορθωτικών μέτρων που αναλύεται στο παράρτημα
  29. Κάθε ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ διασφαλίζει ότι τα διορθωτικά μέτρα λαμβάνονται υπόψη υπό τον όρο ότι τα διαθέσιμα διορθωτικά μέτρα που απομένουν μετά τον υπολογισμό επαρκούν για να εξασφαλιστεί η επιχειρησιακή ασφάλεια. 8
  30. Κατά τη διαδικασία ΚΥΔ ΧΠΕ, ο φορέας συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ βελτιστοποιεί τη διαζωνική δυναμικότητα και προσαρμόζει τη μέγιστη ανταλλαγή ισχύος εφαρμόζοντας τον κατάλογο των διαθέσιμων διορθωτικών μέτρων που έχουν παράσχει οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ σύμφωνα με το σημείο
  31. Κάθε ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ ενημερώνει εγκαίρως τον φορέα συντονισμένου υπολογισμού δυναμικότητας για οποιαδήποτε αλλαγή πραγματοποιεί στα διορθωτικά μέτρα που εφαρμόζονται εντός της ΠΥΔ ΕΛ/ΙΤ στο πλαίσιο της διασφάλισης ενός αποδοτικού υπολογισμού δυναμικότητας.
  32. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ μπορούν να χρησιμοποιούν δαπανηρά θεραπευτικά διορθωτικά μέτρα, εφόσον είναι από τεχνικής και οικονομικής άποψης απαραίτητα και συνάδουν με τις εθνικές κανονιστικές διατάξεις, για τον υπολογισμό της δυναμικότητας εντός της ΠΥΔ ΕΛ/ΙΤ. 9 Άρθρο 8 Υπολογισμός δυναμικότητας χρονικού πλαισίου εξισορρόπησης
  33. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ παρέχουν εγκαίρως στον φορέα συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ τις πλέον πρόσφατα επικαιροποιημένες πληροφορίες σχετικά με τα συστήματα μεταφοράς για τη διαδικασία ΚΥΔ ΧΠΕ 1 και διαδικασία ΚΥΔ ΧΠΕ
  34. Στο πλαίσιο της διαδικασίας υπολογισμού δυναμικότητας λαμβάνεται υπόψη η βελτιστοποίηση των διορθωτικών μέτρων σύμφωνα με τη διαδικασία υπολογισμού ΣΙΜ που αναλύεται στο παράρτημα
  35. Ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ εκτελεί τη διαδικασία ΚΥΔ ΧΠΕ 1 έως τις 04:00 του χρονικού διαστήματος D, καθορίζοντας τις τιμές ΣΙΜ για κάθε αγοραία χρονική μονάδα από τις 06:00 έως τις 12:00 της ημέρας παράδοσης D. Οι εν λόγω τιμές παρέχονται στους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ για επικύρωση.
  36. Ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ εκτελεί τη διαδικασία ΚΥΔ ΧΠΕ 2 έως τις 16:00 του χρονικού διαστήματος D, καθορίζοντας τις τιμές ΣΙΜ για κάθε αγοραία χρονική μονάδα από τις 18:00 έως τις 24:00 της ημέρας παράδοσης D. Οι εν λόγω τιμές παρέχονται στους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ για επικύρωση.
  37. Ο φορέας συντονισμένου υπολογισμού δυναμικότητας συνεργάζεται με τους γειτονικούς φορείς συντονισμένου υπολογισμού δυναμικότητας όταν ενδείκνυται. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ διασφαλίζουν αυτή τη συνεργασία ανταλλάσσοντας και επιβεβαιώνοντας πληροφορίες σχετικά με την αλληλεξάρτηση με τους σχετικούς περιφερειακούς φορείς συντονισμένου υπολογισμού δυναμικότητας, για τους σκοπούς υπολογισμού και επικύρωσης της δυναμικότητας.
  38. Πριν τον υπολογισμό της δυναμικότητας, οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ παρέχουν πληροφορίες στους φορείς συντονισμένου υπολογισμού δυναμικότητας σχετικά με την αλληλεξάρτηση. Άρθρο 9 Μεθοδολογία για την επικύρωση διαζωνικής δυναμικότητας
  39. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ επικυρώνουν τις διαζωνικές δυναμικότητες για κάθε σύνορο ζώνης προσφοράς που υπολογίζονται από τον φορέα συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ για το σύνορο ΕΛ/ΙΤ: a. Έως τις 05:00 του χρονικού διαστήματος D για τη διαδικασία ΚΥΔ ΧΠΕ 1 b. Έως τις 17:00 του χρονικού διαστήματος D για τη διαδικασία ΚΥΔ ΧΠΕ 2
  40. Η Terna επικυρώνει τις διαζωνικές δυναμικότητες για κάθε σύνορο ζώνης προσφοράς που υπολογίζονται από τον φορέα συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ για τα σύνορα εντός της Ιταλίας: a. Έως τις 05:00 του χρονικού διαστήματος D για τη διαδικασία ΚΥΔ ΧΠΕ 1 b. Έως τις 17:00 του χρονικού διαστήματος D για τη διαδικασία ΚΥΔ ΧΠΕ 2
  41. Κάθε ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ στέλνει τα αποτελέσματα της επικύρωσης της διαζωνικής δυναμικότητας στον φορέα συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ και στους υπόλοιπους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ.
  42. Κατόπιν αιτήματος, όσον αφορά κάθε σύνορο/ κατεύθυνση και τη σχετική αγοραία χρονική μονάδα, ο φορέας συντονισμένου υπολογισμού δυναμικότητας διαθέτει στους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ το κοινό μοντέλο δικτύου όπου η τελική τιμή ΣΙΜ προσομοιώνεται.
  43. Όπου απαιτείται, οι ΔΣΜ μπορούν να επικυρώνουν τις υπολογισμένες διαζωνικές δυναμικότητες, εκτελώντας ανάλυση ασφάλειας με το μοντέλο δικτύου που παρέχεται σύμφωνα με την παράγραφο
  44. Σε περίπτωση που ένας ή περισσότεροι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ δεν επικυρώσουν την τιμή ΣΙΜ, οι σχετικοί ΔΣΜ παρέχουν στον Φορέα Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ 10 ΕΛ/ΙΤ την επικαιροποιημένη τιμή διαζωνικής δυναμικότητας για το υπό εξέταση σύνορο καθώς και τα αίτια της μείωσης. Η προσωρινή επικυρωμένη διαζωνική δυναμικότητα είναι η ελάχιστη τιμή που αποστέλλεται από τους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ του υπό εξέταση συνόρου.
  45. Ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ παρέχει στους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ την επικυρωμένη διαζωνική δυναμικότητα για κάθε σύνορο ζώνης προσφοράς της ΠΥΔ ΕΛ/ΙΤ έπειτα από την εφαρμογή του περιθωρίου αξιοπιστίας που καθορίζεται σύμφωνα με το άρθρο 4 στην προσωρινή επικυρωμένη διαζωνική δυναμικότητα.
  46. Μετά την επικύρωση, ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας και οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ εξασφαλίζουν την παροχή επικυρωμένης διαζωνικής δυναμικότητας για το χρονικό πλαίσιο εξισορρόπησης στην οικεία πλατφόρμα εξισορρόπησης μόλις καταστεί διαθέσιμη. Άρθρο 10 Διαδικασία επικαιροποίησης ΣΙΜ
  47. Για κάθε ΑΧΜ, μετά τη σχετική ΕΗΣ ΧΣΛΠ, κάθε ΔΣΜ παρακολουθεί οποιαδήποτε σχετική απόκλιση που προκύπτει από τις υποθέσεις που υιοθετήθηκαν στο πλαίσιο της τελευταίας Διαδικασίας Υπολογισμού Δυναμικότητας και επηρεάζει την εν λόγω ΑΧΜ και ενδεχομένως τις επόμενες ΑΧΜ. Ο ΔΣΜ παρακολουθεί τουλάχιστον τα εξής δεδομένα: a. Την τοπολογία δικτύου, ελέγχοντας τουλάχιστον τις αλλαγές στην κατάσταση διαθεσιμότητας στοιχείων δικτύου τα οποία έχουν αναγνωριστεί ως περιοριστικά Κρίσιμα Στοιχεία Δικτύου (ΚΣΔ) ή Κρίσιμες Διακοπές Λειτουργίας (ΚΔΛ) στις διαδικασίες υπολογισμού δυναμικότητας που συνδέονται με τα ίδια σύνορα και την ίδια κατεύθυνση τα τελευταία 2 έτη· b. Τις προγνώσεις σχετικά με τις συνθήκες ζήτησης και τροφοδοσίας παραγωγής από ανανεώσιμες πηγές για τις Ζώνες Προσφοράς που συνδέονται με τα υπό αξιολόγηση σύνορα· Σε περίπτωση που οι εν λόγω αποκλίσεις θεωρείται ότι διαφέρουν σημαντικά από τις υποθέσεις που υιοθετήθηκαν στην πλέον πρόσφατη διαδικασία υπολογισμού δυναμικότητας, γεγονός που σημαίνει: • Αλλαγή στην κατάσταση διαθεσιμότητας τουλάχιστον ενός στοιχείου δικτύου που έχει αναγνωριστεί ως περιοριστικά Κρίσιμο Στοιχείο Δικτύου (ΚΣΔ) ή Κρίσιμη Διακοπή Λειτουργίας (ΚΔΛ) στις διαδικασίες υπολογισμού δυναμικότητας που συνδέονται με τα ίδια σύνορα και την ίδια κατεύθυνση τα τελευταία 2 έτη· • Μεταβολή σε ποσοστό τουλάχιστον 30% της ζήτησης ή της τροφοδοσίας παραγωγής από ανανεώσιμες πηγές για τις Ζώνες Προσφοράς που σχετίζονται με τα υπό αξιολόγηση σύνορα αντί των προηγούμενων προγνώσεων, με τον όρο ότι η εν λόγω μεταβολή θα υπερβαίνει τα 500MW. Οι ΔΣΜ ενημερώνουν τον Φορέα Συντονισμένου Υπολογισμού Δυναμικότητας και ζητούν τον εκ νέου υπολογισμό της επηρεαζόμενης ΑΧΜ, όπως εξηγείται στο άρθρο 10.2-10.
  48. Το αίτημα για τη διενέργεια Συντονισμένου Υπολογισμού Δυναμικότητας πραγματοποιείται ως εξής: a. Υπολογίζεται η διαζωνική δυναμικότητα μεταξύ των σχετικών συνόρων και τις κατευθύνσεις ροής που επηρεάζονται πραγματικά b. Η διαζωνική δυναμικότητα επικαιροποιείται για τις επηρεαζόμενες ΑΧΜ

Σε περίπτωση που ζητηθεί η διενέργεια τέτοιου υπολογισμού, τουλάχιστον 50 λεπτά πριν από την έναρξη ισχύος της επηρεαζόμενης ΑΧΜ για το επηρεαζόμενο σύνορο, οι ΔΣΜ παρέχουν τον ακόλουθο κατάλογο σχετικών πληροφοριών (ο οποίος περιλαμβάνει ενδεικτικά): a. μη προγραμματισμένη διακοπή λειτουργίας των στοιχείων του δικτύου η οποία έχει αντίκτυπο στη δυναμικότητα των συνόρων· b. σημαντικές αποκλίσεις που παρατηρούνται μεταξύ των υποθέσεων ζήτησης και τροφοδοσίας από ανανεώσιμες πηγές οι οποίες υιοθετήθηκαν στο πλαίσιο της τελευταίας Διαδικασίας Υπολογισμού Δυναμικότητας και των πλέον επικαιροποιημένων διαθέσιμων προγνώσεων μετά την ΕΗΣ ΧΣΛΠ για τη σχετική ΑΧΜ· 11 c. τον κατάλογο των συνόρων και των κατευθύνσεων της Ζώνης Προσφορών που θεωρείται ότι επηρεάζονται και για τα οποία ζητείται η διενέργεια νέου υπολογισμού· d. τα επικαιροποιημένα εισερχόμενα δεδομένα τα οποία είναι απαραίτητα για τον υπολογισμό της δυναμικότητας σύμφωνα με τη διαδικασία υπολογισμού της ΣΙΜ που περιγράφεται στο παράρτημα 1, συμπεριλαμβανομένων των σχετικών αποκλίσεων που διαπιστώθηκαν·
  50. Στο πλαίσιο της διαδικασίας υπολογισμού δυναμικότητας λαμβάνεται υπόψη η βελτιστοποίηση των διορθωτικών μέτρων σύμφωνα με τη διαδικασία υπολογισμού ΣΙΜ που αναλύεται στο παράρτημα
  51. ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας ορίζει επικαιροποιημένες τιμές ΣΙΜ στα σύνορα της επηρεαζόμενης Ζώνης Προσφορών για την/τις επηρεαζόμενη/-ες ΑΧΜ τουλάχιστον 25 λεπτά πριν από την έναρξη ισχύος της/των επηρεαζόμενης/-ων ΑΧΜ·
  52. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ επικυρώνουν τις τιμές ΣΙΜ που υπολογίζονται από τον Φορέα Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ για τα σύνορα ΕΛ-ΙΤ τουλάχιστον 15 λεπτά πριν από την έναρξη ισχύος της/των ΑΧΜ·
  53. Η Terna επικυρώνει τις τιμές ΣΙΜ που υπολογίζονται από τον Φορέα Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ για τα εσωτερικά ιταλικά σύνορα τουλάχιστον 15 λεπτά πριν από την έναρξη ισχύος της/των ΑΧΜ·
  54. Μετά την επικύρωση, ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας και οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ εξασφαλίζουν την παροχή επικυρωμένης διαζωνικής δυναμικότητας για το χρονικό πλαίσιο εξισορρόπησης στην οικεία πλατφόρμα εξισορρόπησης μόλις καταστεί διαθέσιμη. Άρθρο 11 Διαδικασίες επαναφοράς
  55. Πριν από κάθε εκτέλεση διαδικασίας ΚΥΔ ΧΠΕ, οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ διασφαλίζουν ότι ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ λαμβάνει τις τελευταίες συντονισμένες διαζωνικές δυναμικότητες που υπολογίζονται για κάθε αγοραία χρονική μονάδα σε κάθε σύνορο της ΠΥΔ ΕΛ/ΙΤ.
  56. Για κάθε εκτέλεση διαδικασίας ΚΥΔ ΧΠΕ, σε περίπτωση που προκύψει κάποιο συμβάν στη διαδικασία υπολογισμού δυναμικότητας και ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας δεν είναι σε θέση να παραγάγει αποτελέσματα, οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ επικυρώνουν τις τελευταίες διαζωνικές δυναμικότητες που υπολογίζονται για την υπό εξέταση αγοραία χρονική μονάδα και τις επανεξετάζουν κατά περίπτωση. Ο Φορέας Συντονισμένου Υπολογισμού Δυναμικότητας ή οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ παρέχουν, κατά περίπτωση, μια συντονισμένη τιμή στη σχετική πλατφόρμα εξισορρόπησης. Άρθρο 12 Δημοσίευση δεδομένων
  57. Ο φορέας συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ δημοσιεύει στον ιστότοπό του: a. Έως τις 05:30 (στόχος) του χρονικού διαστήματος D για τη διαδικασία ΚΥΔ ΧΠΕ 1, για κάθε σύνορο Ζώνης Προσφοράς ή για την ΠΥΔ ΕΛ/ΙΤ: i. τις τιμές διαζωνικής δυναμικότητας που υπολογίζονται σύμφωνα με το άρθρο 9· ii. τον κατάλογο των ΚΣΔ-ΑΣ ή άλλων ορίων ασφαλείας που περιορίζουν τις τιμές διαζωνικής δυναμικότητας οι οποίες υπολογίζονται σύμφωνα με το άρθρο
  58. Για κάθε ΚΣΔ-ΑΣ, δημοσιεύεται ο κωδικός αναγνώρισης ενέργειας (ΚΑΕ) του κρίσιμου στοιχείου δικτύου και του απρόβλεπτου συμβάντος· 12 iii. τις μειώσεις δυναμικότητας που προκύπτουν στο στάδιο επικύρωσης, συμπεριλαμβανομένης της τοποθεσίας και του ύψους τυχόν μειώσεων, τον ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ που ζητά τη μείωση και τους λόγους για τις μειώσεις που παρείχε ο ίδιος ο ΔΣΜ (συμπεριλαμβανομένου, κατά περίπτωση, του κωδικού ΚΑΕ του ΚΣΔ-ΑΣ)· iv. το κατακόρυφο φορτίο, τη συνολική παραγωγή και την προκύπτουσα καθαρή θέση για κάθε ζώνη προσφοράς της ΠΥΔ Ελλάδας-Ιταλίας που χρησιμοποιήθηκε στους υπολογισμούς. b. Έως τις 17:30 (στόχος) του χρονικού διαστήματος D για τη διαδικασία ΚΥΔ ΧΠΕ 2, για κάθε σύνορο Ζώνης Προσφοράς ή την ΠΥΔ ΕΛ/ΙΤ: i. τις τιμές διαζωνικής δυναμικότητας που υπολογίζονται σύμφωνα με το άρθρο 9· ii. τον κατάλογο των ΚΣΔ-ΑΣ ή άλλων ορίων ασφαλείας που περιορίζουν τις τιμές διαζωνικής δυναμικότητας οι οποίες υπολογίζονται σύμφωνα με το άρθρο
  59. Για κάθε ΚΣΔ-ΑΣ, δημοσιεύεται ο κωδικός αναγνώρισης ενέργειας (ΚΑΕ) του κρίσιμου στοιχείου δικτύου και του απρόβλεπτου συμβάντος· iii. τις μειώσεις δυναμικότητας που προκύπτουν στο στάδιο επικύρωσης, συμπεριλαμβανομένης της τοποθεσίας και του ύψους τυχόν μειώσεων, τον ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ που ζητά τη μείωση και τους λόγους για τις μειώσεις που παρείχε ο ίδιος ο ΔΣΜ (συμπεριλαμβανομένου, κατά περίπτωση, του κωδικού ΚΑΕ του ΚΣΔ-ΑΣ)· iv. το κατακόρυφο φορτίο, τη συνολική παραγωγή και την προκύπτουσα καθαρή θέση για κάθε ζώνη προσφοράς της ΠΥΔ Ελλάδας-Ιταλίας που χρησιμοποιήθηκε στους υπολογισμούς. c. Έως 10 λεπτά πριν από την έναρξη ισχύος κάθε επηρεαζόμενης ΑΧΜ, τα αποτελέσματα οποιασδήποτε διαδικασίας επικαιροποίησης ΣΙΜ η οποία έχει ενεργοποιηθεί σύμφωνα με το άρθρο 10, για κάθε σύνορο Ζώνης Προσφοράς ή για την ΠΥΔ ΕΛ/ΙΤ: i. τις τιμές διαζωνικής δυναμικότητας που υπολογίζονται σύμφωνα με το άρθρο 9· ii. τον κατάλογο των ΚΣΔ-ΑΣ ή άλλων ορίων ασφαλείας που περιορίζουν τις τιμές διαζωνικής δυναμικότητας οι οποίες υπολογίζονται σύμφωνα με το άρθρο
  60. Για κάθε ΚΣΔ-ΑΣ, δημοσιεύεται ο κωδικός αναγνώρισης ενέργειας (ΚΑΕ) του κρίσιμου στοιχείου δικτύου και του απρόβλεπτου συμβάντος· iii. τις μειώσεις δυναμικότητας που προκύπτουν στο στάδιο επικύρωσης, συμπεριλαμβανομένης της τοποθεσίας και του ύψους τυχόν μειώσεων, τον ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ που ζητά τη μείωση και τους λόγους για τις μειώσεις που παρείχε ο ίδιος ο ΔΣΜ (συμπεριλαμβανομένου, κατά περίπτωση, του κωδικού ΚΑΕ του ΚΣΔ-ΑΣ)· iv. το κατακόρυφο φορτίο, τη συνολική παραγωγή και την προκύπτουσα καθαρή θέση για κάθε ζώνη προσφοράς της ΠΥΔ Ελλάδας-Ιταλίας που χρησιμοποιήθηκε στους υπολογισμούς.
  61. Ο φορέας συντονισμένου υπολογισμού δυναμικότητας της ΠΥΔ ΕΛ/ΙΤ παρέχει στους ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ ετήσια έκθεση σχετικά με τα αποτελέσματα των διαδικασιών ΚΥΔ ΧΠΕ: - τις διασυνοριακές δυναμικότητες που διατέθηκαν στην αγορά για κάθε αγοραία χρονική μονάδα κατά τη διάρκεια του προηγούμενου ηλιακού έτους∙ 13 - τον κατάλογο των ΚΣΔ-ΑΣ ή άλλων ορίων ασφαλείας που περιορίζουν τις τιμές διαζωνικής δυναμικότητας για κάθε αγοραία χρονική μονάδα του προηγούμενου ηλιακού έτους. Άρθρο 13 Δημοσίευση και εφαρμογή της πρότασης μεθοδολογίας KΥΔ
  62. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ δημοσιεύουν τη μεθοδολογία ΚΥΔ ΧΠΕ χωρίς αδικαιολόγητη καθυστέρηση έπειτα από τη λήψη έγκρισης από τις εθνικές ρυθμιστικές αρχές της ΠΥΔ ΕΛ/ΙΤ.
  63. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ δοκιμάζουν τις διαδικασίες υπολογισμού δυναμικότητας που προβλέπει η μεθοδολογία ΚΥΔ ΧΠΕ ΕΛ/ΙΤ για περίοδο τουλάχιστον τριών μηνών πριν από την εφαρμογή της παρούσας μεθοδολογίας ΚΥΔ ΧΠΕ.
  64. Κατά την περίοδο δοκιμής, οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ υποβάλλουν τα αποτελέσματα της δοκιμής στις αρμόδιες ΕΡΑ.
  65. Κατά τη διάρκεια της δοκιμαστικής περιόδου, οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ διοργανώνουν τουλάχιστον ένα δημόσιο εργαστήριο για να συζητήσουν τα αποτελέσματα, εν ανάγκη χρησιμοποιώντας λύσεις διαδικτυακού σεμιναρίου.
  66. Οι ΔΣΜ της ΠΥΔ ΕΛ/ΙΤ θα προχωρήσουν στην εφαρμογή της μεθοδολογίας ΚΥΔ ΧΠΕ το αργότερο τον Μάρτιο του 2025 (έναρξη λειτουργίας), ενώ η έναρξη της περιόδου δοκιμών θα λάβει χώρα το αργότερο τον Ιανουάριο του
  67. Έξι μήνες μετά την εφαρμογή της εν λόγω μεθοδολογίας, οι ΔΣΜ διενεργούν ανάλυση κόστους-οφέλους, θέτοντας σε σύγκριση τα πιθανά οφέλη και τους κινδύνους που προκύπτουν ως αποτέλεσμα μιας διαδικασίας υπολογισμού της ΣΙΜ η οποία λαμβάνει χώρα μετά από κάθε ΕΗΣ ΧΣΛΠ για την αντίστοιχη ΑΧΜ. Η ανάλυση κόστους-οφέλους αποστέλλεται στις ρυθμιστικές αρχές της ΠΥΔ ΕΛ/ΙΤ εντός 10 μηνών από την εφαρμογή της παρούσας μεθοδολογίας. Η ΑΚΟ περιλαμβάνει τουλάχιστον: a. Ανάλυση των ιστορικών δεδομένων της ΣΙΜ τα οποία είναι διαθέσιμα μετά την ΕΗΣ ΧΣΛΠ και της συχνότητας των διαζωνικών συμφορήσεων· b. Ανάλυση της πρόσθετης ΣΙΜ η οποία καθίσταται διαθέσιμη με τον υπολογισμό ενδοημερήσιας δυναμικότητας σε σχέση με τον προηγούμενο υπολογισμό· c. Αξιολόγηση της δυνητικής αύξησης των ΣΙΜ η οποία είναι δυνατόν να επιτευχθεί με συχνότερη του διενέργεια υπολογισμού· d. Αξιολόγηση του υπολογιστικού φόρτου και των πόρων που χρειάζονται για τη διενέργεια εναλλακτικού υπολογισμού σε σχέση με τα οφέλη που παρέχονται από την πρόσθετη ΣΙΜ. Εάν τα αποτελέσματα της ΑΚΟ επισημαίνουν ότι η προτεινόμενη προσέγγιση δεν χαρακτηρίζεται από επαρκή ακρίβεια, οι ΔΣΜ τροποποιούν αναλόγως τη μεθοδολογία, έτσι ώστε να εφαρμόσουν μια διαδικασία υπολογισμού της ΣΙΜ που διεξάγεται μετά από κάθε ΕΗΣ ΧΣΛΠ για την αντίστοιχη ΑΧΜ.   68. Η γλώσσα αναφοράς για την παρούσα μεθοδολογία KΥΔ είναι η αγγλική.
  69. Introduction This technical document sets out the main principles for the “Methodology for a coordinated capacity calculation in accordance with Article 37 of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing within GRIT CCR”. The participating TSOs for this calculation are Terna (IT) and IPTO (GR). The border between Greece and the connecting Italian Bidding Zone (Italy “SUD”) and all the borders between internal Italian Bidding Zones are considered.

  94. List of contingencies A Critical Network Element (CNE) is a network element either within a bidding zone or between bidding zones monitored during the CCC process. The CNEC (Critical Network Element and Contingencies) is a CNE limiting the amount of power that can be exchanged, potentially associated to a contingency. They are determined according to the procedure described in Annex 1 of the Methodology for a coordinated capacity calculation in accordance with Article 37 of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing within GRIT CCR, considering the list of contingencies defined by each GRIT TSO for its own network, according to article 33 of the Regulation (EU) 2017/
  95. Hence, the CNECs are defined by: • A CNE: a line or a transformer that is significantly impacted by cross-border exchanges • An “operational situation”: base case (N regime) or contingency cases (N-1, N-2). A contingency is defined as the trip of one single or several network elements that cannot be predicted in advance. A scheduled outage is not a contingency. Contingencies situation could result from the combined loss of several elements. 2.1.

Operational security limits Explanatory note of the Coordinated NTC methodology for GRIT CCR Consultation document Maximum permanent and temporary current on a Critical Branch The permanent current/power limit (PATL) means the maximum loading that can be sustained for an unlimited duration without risk to the equipment. The temporary current/power limit (TATL) means the maximum loading that can be sustained for a limited duration without risk to the equipment (e.g. 120% of permanent physical limit can be accepted during 20 minutes). An additional temporary current/power limit (FSATL) maybe defined by TERNA and /or ADMIE if needed if automatic remedial actions are available in order to solve this specific congestion. Each individual TSO is responsible for deciding which values (permanent or temporary limit and duration of each overload) should be used. As thermal limits and protection settings can vary in function of weather conditions, different values are calculated and set for the different seasons within a year. These values can be also adapted by the concerned TSO if a specific weather condition is forecasted to highly deviate from the seasonal values. Maximum/minimum voltage value/drop on a node of the network If the voltage on a node is significantly impacted by cross-border exchanges, the voltage on this element shall be monitored in the CCC process. Each TSO shall specify the voltage limits for each element of its transmission system and/or the maximum acceptable deviation between the initial (N-state) and the final (after contingency) values. 2.1.
  97. Reliability Margin (RM) According to Article 22 of the CACM Regulation, a methodology to determine the reliability margin is developed and the results are elaborated in order to define the transmission reliability margin (TRM) values. The methodology for the CCC is based on forecast models of the transmission system. The outcomes are subject to inaccuracies and uncertainties. The aim of the TRM is to cover these inaccuracies and uncertainties induced by those forecast errors. Considering the technical details of the GRIT border that is an HVDC link, the TRM is considered equal to
  98. Regarding the Italian internal borders, the TRM value on each border is set to 0MW since: • The Italian TSO manages the power system using an Optimal Power Flow (OPF) function in real-time able to cope with potential cross-border congestions; • An assessment of the deviations between scheduled and realized flows (described here below) demonstrates that no reliability margins are needed on these borders. In particular, a probability distribution of the deviations between the expected power flows at the time of the capacity calculation and realized power flows in real time is calculated.   1. Base Case - Individual Grid Model (BC-IGM) 2.1.4.
  2. BC-IGM preparation Basis for the Individual Grid Model (IGM), adopted in the CCC process, is a past snapshot (SN) of the grid, assumed to be representative of the expected conditions for the market time unit under assessment. The selected SN will be updated in order to correctly represent the market time unit (obtaining the so called “Base Case – Individual Grid Model”) in terms of: • Grid topology: outages of grid elements is adapted according to the approved outages plans; • Load conditions: most recently updated load forecast is implemented; • Conventional generation sheet, the last available market results are adopted; • Renewable generation infeed: the best available forecasts are adopted; • Net positions and initial cross-border exchanges, accordingly to the approach described in the following paragraph. The BC-IGMs prepared by the GRIT TSOs will then be merged into a Common Grid Models according to Article 28
(5)of CACM Regulation. The resulting Common Grid Models will be adopted in the capacity calculation process. TSOs shall provide relevant grid models to be used in the capacity calculation process of the GRIT region in order to ensure an accurate representation of the of the GRIT CCR. These grid models shall include at least a detailed representation of the 380kV-220-150 kV grid and, where considered relevant by the concerned TSO, the 150kV grid. Pending the finalization of the European Common Grid Model for the day-ahead and intraday capacity calculation timeframe in accordance with Article 17 of the CACM Regulation, TSOs shall provide relevant grid models to be used in the capacity calculation process of the GRIT region in order to ensure an accurate representation of the of the GRIT CCR. These grid models shall include at least a detailed representation of the 380kV-220kV grid and, where considered relevant by the concerned TSO, the 150kV grid. 2.1.4.2. Coordination of the net positions and initial cross-border exchanges The net position of each bidding zone of the GRIT region and the cross-border exchanges on each border are defined according to the latest available market results. 2.1.5. Generation Load Shift Key (GLSK) 2.1.5.1. GLSK files GLSKs are needed to transform any change in the balance of one bidding zone into a change of injections in the nodes of that bidding zone. GLSKs are elaborated on the basis of the best forecast information about the generating units and loads. GLSK file is defined for each: • control area: GSLK is computed for each relevant network node in the same control area; Explanatory note of the Coordinated NTC methodology for GRIT CCR • Consultation document and time interval: GLSK is dedicated to individual market time unit in order to model differences between different system conditions. In order to avoid newly formed unrealistic congestions caused by the process of generation shift, TSOs should be able to define both generation shift key (GSK) and load shift key (LSK): • Generation shift: GSK constitute a list specifying those generators that shall contribute to the shift. • Load shift: LSK constitute a list specifying those load that shall contribute to the shift in order to consider the contribution of generators connected to lower voltage levels (implicitly contained in the load figures of the nodes connected to the 150, 220 and 400 kV grid). Hence, for a given control area and a market time unit, a GLSK file contains for each node of the relevant grid: • Node identification code; • Available upward margin; • Available downward margin; • Merit order rank. How to distribute the shift among different generators and loads connected to the same node is then defined according to the participation factors. 2.1.5.2. Merit order list for the Italian bidding zones This kind of shift methodology can be considered for the Italian bidding zones. The main reason for this choice is due to the fact that the Italian grid has a high level of RES generation installed in general and close to the GRIT link in particular. Those generators as well as the conventional generation are geographically located in different areas, then for different generation profiles we get different power flows in the grid elements and consequently different stress areas in the systems with potential impact in the NTC calculations. Examples: • If the wind production is high the marginal production could be reduced. • If the winter is wet the opportunity-cost of hydro power-plants could be lower than the short-runmarginal-cost of thermal power-plants, and vice-versa for dry seasons. • Depending on the primary sources’ prices, the market behaviour will be different and affect the location of the production. 2.1.5.3. Proportional to the remaining capacity available on generation for the Greek bidding zone This kind of shift methodology can be considered for the Greek bidding zone. Explanatory note of the Coordinated NTC methodology for GRIT CCR Consultation document GRIT TSOs shall make ex-post analysis of GSKs (including the testing period) and if considered necessary request to change them 2.1.6. Remedial Action (RA) This topic is detailed in the Annex 1. 2.2. Capacity calculation approach Coherently with the “Capacity calculation methodology for the day-ahead and intraday market timeframe for Greece-Italy CCR in accordance with Articles 20 and 21 of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management” (“DA/ID CCM” hereafter) and due to the specificities of the GRIT CCR, GRIT TSOs will use coordinated NTC approach to determine the cross-border capacities for each border of the GRIT CCR. This choice is mainly driven by the network structure of the GRIT Region, which is mainly “non-meshed”. The “Greece-Italy Balancing Timeframe Capacity Calculation Methodology Proposal” requires the introduction of two TTC calculation processes: a. the BT CCC process 1 starts on D-1 and ends on D. b. the BT CCC process 2 is executed entirely in day D. The Total Transfer Capacity (TTC) at each border of GRIT region shall be assessed in both border direction: • Using Alternate Current (AC) load-flow algorithm in order to assess (n-1) network security of the relevant CNECs, taking also into consideration the beneficial effects of coordinated remedial actions; • Based on: • o updated intraday CGMs for BT CCC process 1 or the relevant grid models for the market time unit; o updated intraday CGMs for BT CCC process 2 or the relevant grid models for the market time unit. Applying modification of cross border-zonal exchanges according to GLSK files. The corresponding method is detailed in the next paragraph. The aim of these processes is to increase the TTC computation frequency, in such a way that TTC values for MTUs having the higher lead time between the end of the last Intraday Capacity Calculation Process relevant for these MTUs and the start of the given MTU are updated by additional Capacity Calculation Processes based on updated input data (see the Figure below). h1 DA/ID CCM BT CCM DACC IDCC1 IDCC2 BTCC1 BTCC2 h2 h3 h4 h5 h6 h7 h8 h9 h10 h11 h12 h13 h14 h15 h16 h17 h18 h19 h20 h21 h22 h23 h24 Explanatory note of the Coordinated NTC methodology for GRIT CCR Consultation document In addition, a TTC update process is foreseen: after each Intraday Gate Closure, which is expected every 15 minutes, TSOs shall monitor any relevant deviation occurred on the assumptions adopted in the latest Capacity Calculation Process affecting this MTU, and possibly the following MTUs, and a new TTC calculation process is triggered in case those deviations are deemed to significantly impact the use of the capacity in the upcoming balancing processes. A TTC calculation process carried out after each IDGC for the relevant MTU implies a time window of less than 30 minutes to perform the full calculation process on all the borders and directions of the GRIT CCR. This short timeframe does not allow the implementation of a detailed TTC calculation procedure (including the related checks for validation) as prescribed in the “DA/ID CCM”. For this reason, strong simplifications would have been implemented for executing the capacity calculation process in such a short timeframe, endangering the possibility to have: • a detailed model of voltage and reactive power constrains: solutions adopted in other CCRs are mainly based on a linearized approach based on precomputed zonal PTDFs coefficients and a predefined list of CNECs and related RAM values, which is significantly different from the extensive AC security assessment approach adopted in the “DA/ID CCM” for the GRIT CCR. • A detailed representation of special protection schemes implemented on the borders of the GRIT CCR, which are crucial to maximize TTC values released to the market. • An automatic identification of the CNEC list based on objective criteria and algorithms (as described in Annex 1): CNECs should be predefined in order to precompute the related PTDFs. • A detailed optimization of Remedial Actions, including topological measures and their validation. In addition, only few minutes would be available for the TSO in order to validate cross zonal capacities on 16 border/directions. In view of this, the proposed structure allows to: • Maximize the coherency with the “DA/ID CCM” in terms of input data, TTC calculation procedures (see Annex 1) and expected results. • Avoid any strong simplification (eg. DC vs AC loadflow approach, Remedial Action optimization, …) necessary to cope with shorter timelines for the TTC calculation process. • Ensure updated TTC values: a higher frequency in the occurrence of the TTC calculation process is not expected to improve the quality of the results, considering that significant simplifications would have been required to cope with stricter timelines. • Update TTC values after any IDGT in case relevant changes occurred in the power system. In order to confirm the validity of the current assessment, a cost benefit analysis will be carried out by TSOs of the GRIT CCR after six months from the implementation of this methodology, comparing potential benefits and risks deriving from a TTC calculation process carried out after each IDGC for the relevant MTU. This cost benefit analysis shall be sent to the regulatory authorities of GRIT CCR no later than 10 months after the implementation of this methodology. The CBA should contain at least: • Analysis on historical data of the TTC available after the IDGCT and of the frequency of crosszonal congestions; • Analysis of the additional TTC made available by the ID capacity calculation with respect to the Explanatory note of the Coordinated NTC methodology for GRIT CCR Consultation document previous calculation; • Assessment of the potential increase of TTCs achievable with a more frequent calculation; • Assessment of the computational burden and resources needed for the alternative calculation, with respect to the benefits provided by the additional TTC. In case CBA results point out the proposed approach does not profitable, TSOs shall amend the methodology accordingly. 3. Coordinated NTC calculation process 3.1. Creation of a common grid model (CGM) 3.1.1. Individual Grid Model (IGM) All TSOs develop scenarios for each market time unit and establish the IGM. This means that GRIT TSOs will create: • hourly IGMs referred to period h7-h12 for each delivery day (D) in D-1. These models shall be used in the BT CCC process for the creation of the Common Grid Models; • hourly IGMs referred to period h19-h24 for each delivery day (D) in D. These models shall be used in the ID CCC process 1 for the creation of the D Common Grid Models. These IGMs shall include all the relevant data described in paragraph 2.1.4. The detailed structure of the model, as well as the content is described in the Common Grid Model Methodology (CGMM), which is common for entire ENTSO-E area. 3.1.2. IGM replacement for CGM creation If a TSO cannot ensure that its IGM for a given market time unit is available by the deadline, or if the IGM is rejected due to poor or invalid data quality and cannot be replaced with data of sufficient quality by the deadline, the merging agent will apply all methodological & process steps for IGM replacement as defined in the CGMM (Common Grid Model Methodology). 3.1.3. Common Grid models GRIT TSOs shall provide the GRIT Coordinated Capacity Calculator with an IGM for each relevant market time unit. The individual TSOs’ IGMs are merged to obtain a CGM according to the CGMM. The process of CGM creation comprises the following services: • Check the consistency of the IGMs (quality monitoring); • Merge IGMs and create a CGM per relevant market time unit; • Make the resulting CGM available to all TSOs. Explanatory note of the Coordinated NTC methodology for GRIT CCR Consultation document The merging process is standardized across Europe as described in European Merging Function (EMF) requirements. As a part of this process the Coordinated Capacity Calculator checks the quality of the data and requests, if necessary, the triggering of backup (substitution) procedures (see below). Merging process can be performed using common Entso-e tools and methods (if available). GRIT CGM represents the part of the GRIT transmission system relevant for the CCC process. 3.2. Quality check The Coordinate Capacity Calculator gives feedback to the TSOs of GRIT Region about the correctness of their input files used for CCC process. This check concerns the following input files: • IGMs provided by TSO of GRIT Region • GLSK provided by TSO of GRIT region • CGM (merged of IGM files) The quality has to be done for each file provided by TSOs of GRIT region and for the merged CGM file.
