Appropriation of sums voted for supply services, viz., €29,341,108,000. Miscellaneous 2. Financial resolutions passed by Dáil Éireann on 4 December 2002. 3. Short title. SCHEDULE Acts Referred to Central Fund (Permanent Provisions) Act, 1965 1965, No. 26 Provisional Collection of Taxes Act, 1927 1927, No. 7 Public Accounts and Charges Act, 1891 54 & 55 Vict., c. 24 Superannuation Acts, 1834 to 1963 Superannuation and Pensions Act, 1976 1976, No. 22 Number 28 of 2002 APPROPRIATION ACT, 2002 AN ACT TO APPROPRIATE TO THE PROPER SUPPLY SERVICES AND PURPOSES SUMS GRANTED BY THE CENTRAL FUND (PERMANENT PROVISIONS) ACT, 1965, AND TO MAKE CERTAIN PROVISION IN RELATION TO THE FINANCIAL RESOLUTIONS, PASSED BY DÁIL ÉIREANN ON 4 DECEMBER 2002. [13th December, 2002] BE IT ENACTED BY THE OIREACHTAS AS FOLLOWS: Appropriation of Grants Appropriation of sums voted for supply services, viz., €29,341,108,000. 1.—(1) The sums granted by the Central Fund (Permanent Provisions) Act, 1965 , out of the Central Fund towards making good the supply granted, amounting in the aggregate to the sum of twenty-nine thousand, three hundred and forty-one million, one hundred and eight thousand euro for the service of the year ending on 31 December 2002 are appropriated for the services and purposes expressed in the Schedule to this Act. (2) In addition to the grants out of the Central Fund referred to in subsection (1) of this section, there may be applied out of any money directed under section 2 of the Public Accounts and Charges Act, 1891 , to be applied as appropriations-in-aid of the grants for the services and purposes specified in the Schedule to this Act, the sums respectively set out in column (4) of that Schedule amounting, as appears thereby, in the aggregate to the sum of two thousand, four hundred and eighty-one million, one hundred and nineteen thousand euro. Miscellaneous Financial resolutions passed by Dáil Éireann on 4 December 2002. 2.—(1) The legislation required to give effect to the financial resolutions passed by Dáil Éireann on 4 December 2002 and referred to in subsection (2) of this section may, subject to the time period specified in section 4 of the Provisional Collection of Taxes Act, 1927 , be enacted in the year 2003. (2) The Financial Resolutions referred to in subsection (1) of this section are as follows: (a) Financial Resolution No. 1 (which relates to a restriction of reliefs where individuals are not actively participating in certain trades), (b) Financial Resolution No. 2 (which relates to the introduction of an earnings cap in relation to certain pension contributions), (c) Financial Resolution No. 3 (which relates to an increase in the ceiling on mortgage interest relief for first time buyers and extension of the relief from 5 to 7 years), (d) Financial Resolution No. 4 (which relates to an increase in stamp duty for non-residential property and for various financial cards and cheques), (e) Financial Resolution No. 5 (which relates to excise duties on tobacco), (f) Financial Resolution No. 6 (which relates to excise duties on spirits and alcopops), (g) Financial Resolution No. 7 (which relates to excise duties on road diesel), (h) Financial Resolution No. 8 (which relates to the restructuring of VRT bands), (i) Financial Resolution No. 9 (which relates to VRT in relation to certain hybrid vehicles), (j) Financial Resolution No. 10 (which relates to value-added tax). Short title. 3.—This Act may be cited as the Appropriation Act, 2002.
