DAIL EIREANN LOANS AND FUNDS (AMENDMENT) ACT, 1936. AN ACT TO AMEND SECTION 4 OF THE DÁIL EIREANN LOANS AND FUNDS (AMENDMENT) ACT, 1933 , AND TO PROVIDE FOR THE AUDIT BY THE COMPTROLLER AND AUDITOR-GENERAL OF THE MONEYS RECEIVED BY THE MINISTER FOR FINANCE FROM THE CENTRAL FUND UNDER THE SAID ACT AND FOR OTHER MATTERS CONNECTED WITH THE MATTERS AFORESAID. [3rd April, 1936.] BE IT ENACTED BY THE OIREACHTAS OF SAORSTÁT EIREANN AS FOLLOWS:— Definitions. 1.—In this Act— the expression “the Act of 1933” means the Dáil Eireann Loans and Funds (Amendment) Act, 1933 (No. 19 of 1933); every word and expression to which a particular meaning is given by section 1 of the Dáil Eireann Loans and Funds Act, 1924 (No. 3 of 1924), or by section 1 of the Act of 1933, has the meaning so given to it. Amendment of section 4 of the Act of 1933. 2.—(1) Sub-section (1) of section 4 of the Act of 1933 is hereby amended by the deletion of the figures and words “31st day of August, 1934,” now contained therein, and the substitution for the figures and words so deleted of the figures and words “30th day of June, 1936,” and the said section shall be construed and have effect accordingly. (2) This section shall have and be deemed to have had effect as from the passing of the Act of 1933. Furnishing of accounts by the Minister. 3.—(1) The Minister shall, as soon as he has redeemed the External Loans under and in accordance with the Act of 1933 and, in any event, not later than the 31st day of March, 1937, furnish to the Comptroller and Auditor-General an account (in this section referred to as the account) both of the moneys received by him from the Central Fund for the purpose of redeeming the amounts of the External Loans and the amounts of such moneys paid by him to subscribers to the said Loans by way of redemption of the said Loans, together with all records, registers, certificates, vouchers, warrants, cheques and other documents which are the property or are in the power, procurement, or possession of the Government of Saorstát Eireann and are necessary to enable the Comptroller and Auditor-General to discharge the duties imposed on him by this section. (2) The Comptroller and Auditor-General shall, as soon as may be after he receives from the Minister the account, audit the account and make a report in writing thereon to the Minister. (3) A copy of the account when audited as aforesaid and a copy of the said report thereon of the Comptroller and Auditor-General shall be laid by the Minister before Dáil Eireann within four months after such account (when audited as aforesaid) and such report have been received by the Minister from the Comptroller and Auditor-General. (4) As from whichever of the following dates is the earlier, that is to say, the day on which the account is furnished by the Minister to the Comptroller and Auditor-General, or the 31st day of March, 1937, no further payments by way of redemption of the External Loans shall be made by the Minister to subscribers to the said Loans. Short title and citation. 4.—(1) This Act may be cited as the Dáil Eireann Loans and Funds (Amendment) Act, 1936. (2) The Dáil Eireann Loans and Funds Acts, 1924 and 1933, and this Act may be cited together as the Dáil Eireann Loans and Funds Acts, 1924 to 1936.
