Official translation Official translation GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION No. 479 ON BASIC OPERATIONS CONCERNING THE REPUBLIC OF LITHUANIA TOTAL POPULATION AND HOUSING CENSUS 2001 28 April 2000 Vilnius Pursuant to Article 10 of the Republic of Lithuania Law on the Total Population and Housing Census 2001 (Valstybės Žinios, No. 117–3013, 1997; No. 56–1811, 1999) and with a view to adequately preparing and conducting the census, the Government of the Republic of Lithuania has resolved:
- To establish that the Republic of Lithuania total population and housing census 2001 (hereinafter referred to as the “Census”) shall be organised by the Department of Statistics under the Government of the Republic of Lithuania (hereinafter referred to as the “Department of Statistics), its territorial establishments and the Chief Population Census Commission set up by the Government of the Republic of Lithuania.
- The Chief Population Census Commission shall be comprised of: · Irena Degutienė – Minister of Social Security and Labour (chairperson); · Petras Adlys – General Director of the Department of Statistics (deputy chairman); · Margarita Malakauskienė – Population Census Division at the Department of Statistics (secretary); · Dalia Ambrozaitienė – Deputy General Director of the Department of Statistics; · Antanas Merčaitis – advisor to the Secretary of the Ministry of Economy; · Rimantas Kairelis – Vice Minister of Social Security and Labour; · Stasys Vaitekūnas – Rector of Klaipėda University, Doctor of Social Sciences; · Gindra Kasnauskienė – associate professor at Vilnius University, Doctor of Social Sciences.
- To approve the documents attached hereto: 3.
- regulations of the Chief Population Census Commission; 3.
- regulations of municipal population census commissions; 3.
- operational plan for conducting the Republic of Lithuania total population and housing census
- To establish that: 4.
- commissions set up by municipalities in 1999 to organise and conduct the census shall continue to operate; 4.
- municipalities shall renew the composition of said commissions in May of 2000; 4.
- upon the approval of the Chief Population Census Commission, the Department of Statistics shall: 4.3.
- determine the number of census offices, instructors and census areas; 4.3.
- divide the territory of the Republic of Lithuania into census offices, instructors and census areas based on the current administrative territorial division of the Republic of Lithuania; 4.
- heads of census offices, their deputies, instructors and enumerators recruited in accordance with the procedure set forth by the Government of the Republic of Lithuania, officials from the Population Census Division at the Department of Statistics, heads of territorial establishments of the Department of Statistics, their deputies for preparing and conducting the census, and officials from said territorial establishments shall be deemed census staff; 4.
- enumerators shall count people at the place of their residence; 4.
- depending on the distribution of houses and the number of people living there, a single enumerator shall count an average of 350 urban and 250 rural residents; Every instructor shall supervise an average of 6 enumerators; every census office shall supervise 7 instructors. 4.
- enumerators shall work for 19 calendar days, instructors shall work for one month, heads of census offices and their deputies shall work for two months; 4.
- from 1 January 2001 until the census is completed, no proposals shall be put forward regarding any changes in the territorial administrative division of the Republic of Lithuania (names and boundaries of administrative units), names and boundaries of residential places, the Population Register, the Real Estate Register, the Enterprise Register, and the Register of Administrative Units, Residential Places and Streets. In some cases, proposals regarding administrative units, names and boundaries of residential places shall be put forward only after co-ordinating them with the Department of Statistics.
- To recommend municipalities: 5.
- from 1 October 2001 until the census is completed, not to change street names and numbers of houses and apartments without prior co-ordination with the Department of Statistics; 5.
- from 1 December 2000 to allot office space to census offices and instructors for accepting, collecting and safe keeping census data until it is forwarded to the Department of Statistics.
- To assign the Department of Statistics to conduct a demographic survey in April-May of 2000 based on a draft census questionnaire and rules for completing it.
- To declare as invalid: 7.

GENERAL PART
- The Chief Population Census Commission (hereinafter referred to as the “Commission”) together with the Department of Statistics under the Government of the Republic of Lithuania (hereinafter referred to as the “Department of Statistics”) shall co-ordinate the work of ministries, other public institutions as well as municipal population census commissions (hereinafter referred to as “population census commissions”): prepare and conduct the Republic of Lithuania total population and housing census 2001 (hereinafter referred to as the “Census”).
- The Commission shall deal with matters within the limits of its capacity in accordance with the Republic of Lithuania Law on the Total Population and Housing Census 2001, the Republic of Lithuania Law on Population Register, the Republic of Lithuania Law on Real Estate Register, resolutions of the Government of the Republic of Lithuania, other legal acts, and the present regulations.
- Census objectives set forth by the Commission in its decisions shall be binding on all public institutions, establishments and organisations within the limits of their capacity in the area of organising and conducting the census. II. OBJECTIVES AND FUNCTIONS OF THE COMMISSION
- The following shall be the basic objectives and functions of the Commission: 4.
- examine and approve a programme for preparing and conducting the census in the Republic of Lithuania as well as a programme for processing census results; 4.
- examine and approve operational plans for municipal census commissions; 4.
- examine issues related to the use of registers and classifiers; 4.
- work out and examine issues related to the participation of municipal institutions in the count; 4.
- consider proposals for recruiting and training census staff; 4.
- regularly hear reports filed by public institutions and population census commissions about preparations for the census and progress thereof; 4.
- examine proposals and complaints regarding census issues. III. RIGHTS OF THE COMMISSION
- Where performing the tasks and functions assigned to it, the Commission shall have the following rights: 5.
- receive information from ministries, government establishments, other public and municipal institutions, and census commissions about preparations for the census and progress thereof; 5.
- approve basic census forms; 5.
- invite to their sittings (depending on issues to be examined) heads of ministries, other public and municipal institutions, municipal census commissions or their representatives and experts; 5.
- adopt decisions concerning the limits of capacity of ministries and other public institutions in respect of the census; 5.
- inform the Government of the Republic of Lithuania about preparations for the census and progress thereof. IV. ORGANIZATION OF COMMISSION’S WORK
- Taking into account the course of work related to the census, the chairman of the Commission shall at least once per quarter convene Commission sittings and organise the control of implementing adopted decisions.
- Commission sittings shall be valid if they are attended by more than half of members of the Commission. Commission decisions shall be adopted by a majority vote. Where the division of votes is even, the chairman shall have the decisive vote.
- Decisions of the Commission shall be communicated to the ministries concerned and other institutions, establishments, organisations, and the media. They shall be signed by the chairman and secretary of the sitting.
- The Commission shall be technically served by the Department of Statistics. APPROVED by the Resolution of the Government of the Republic of Lithuania of 28 April 2000 No. 479 REGULATIONS OF MUNICIPAL POPULATION CENSUS COMMISSIONS I. GENERAL PART
- Municipal population census commissions (hereinafter referred to as “commissions”) shall co-ordinate the work of municipalities, statistical and other establishments: prepare and conduct the Republic of Lithuania total population and housing census 2001 (hereinafter referred to as the “Census”).
- Commissions shall resolve census issues in accordance with the Republic of Lithuania Law on the Total Population and Housing Census 2001, the Republic of Lithuania Law on Population Register, the Republic of Lithuania Law on Real Estate Register; they shall also perform the functions prescribed by other laws and resolutions of the Government of the Republic of Lithuania and implement the decisions of the Chief Population Census Commission.
- The decisions adopted by commissions shall be binding on all public and municipal institutions, enterprises and establishments (regarding the enumeration of population, maintenance of address lists, census organisation and count), as well as house owners, managers and tenants (as regards preparing and conducting the census) located within their territories. II. OBJECTIVES AND FUNCTIONS OF COMMISSIONS
- The basic objective of commissions shall be to co-ordinate and control preparations for the census and its count.
- Where performing this task, commissions shall: 5.
- co-ordinate and control preparations for the census and progress thereof within municipal territory; 5.
- submit proposals to municipal institutions regarding the enumeration of population and housing, administration of street names, numbers of houses and apartments; 5.
- draw up and submit to the Chief Population Census Commission and territorial establishments of the Department of Statistics under the Government of the Republic of Lithuania (hereinafter referred to as the “Department of Statistics”) proposals regarding preparations for the census and its count; 5.
- assist territorial establishments of the Department of Statistics in drawing up operational plans; 5.
- examine proposals and complaints regarding the census, adopt relevant decisions. III. RIGHTS OF COMMISSIONS
- Where performing the tasks and functions assigned to it, commissions shall have the following rights: 6.
- receive from public institutions, statistical establishments and enterprises maintaining address lists any information necessary for their activity; 6.
- control the implementation of operational plans; 6.
- invite to their sittings representatives of enterprises and establishments related to the census; 6.
- hear information from representatives of enterprises and establishments related to the census about preparations for the census. IV. FORMATION OF COMMISSIONS
- Commissions shall be formed and their chairmen designated by municipality mayors.
- Commissions shall be comprised of representatives for county administrations and municipal institutions, land management, housing, cultural, statistical and other institutions related to the population and housing count. IV. ORGANIZATION OF THE WORK OF COMMISSIONS
- Commissions shall hold their sittings when necessary and at least once per quarter.
- Sittings shall be convened by the chairman of commission.
- Commission sittings shall be valid if they are attended by more than half of commission members.
- Decisions shall be adopted by a majority vote. Where the division of votes is even, the chairman shall have the decisive vote.
- Decisions shall be communicated to interested public and other institutions, enterprises, establishments and organisations and they shall be published by the local media. They shall be signed by the chairman of commission.
- The costs of office work of commissions shall be covered by territorial establishments of the Department of Statistics. VI. WORKING TERM OF COMMISSIONS
- The activity of commissions shall be terminated by municipality mayors on a proposal from the Chief Population Census Commission.
