Draft No BALTIC ASSEMBLY A P P E A L TO THE BALTIC COUNCIL OF MINISTERS ON THE DEVELOPMENT OF RAIL TRANSPORT The Baltic Assembly, during the meetings of its committees having assessed the volume and condition of the transportation of goods and passengers, the scope and tendencies of the use of railways for the transportation of passengers and goods in the Baltic States, having unanimously stated that the condition of means of railway transport, some aspects of customs and border crossing procedures hamper a wider use of this kind of transportation for international tourism and transit, appeals to the Baltic Council of Ministers with the proposal to consider the following issues related to the rail transport at the next meeting: 1) to supplement the Agreement on the Joint Transit Procedure of the Baltic States by adding to it provisions on the application of the simplified procedure to goods carried by rail transport; 2) to consider the possibility of taking a political decision to renew direct carriage of passengers on the route Warsaw - Šeštokai - Kaunas -Riga - Tallinn; 3) to furnish the Baltic Assembly with information on the urgency and implementation of the Baltic Assembly Resolution on the Railway Pass BALTRAIL for the Baltic States, which was adopted in Riga on 22 April 1995. 9 December 2000, Vilnius
