  1. To prepare the project of the Integrated Customs Information System (further referred to as CIS) based on the latest information and communication technologies To prepare the documents on the public procurement “Preparation of the Project of the Integrated Customs Information System and Introduction of its Separate Parts “, to evaluate the bids and to conclude the Contract on the Procurement of Goods, Services and Works necessary for the introduction of the CIS The Customs Department under the Ministry of Finance (further referred to as the Customs Department), the Centre of Customs Information Systems July of 2001 taking into consideration the latest achievements of the information technologies and the requirements concerning the integration into the European Union, to elaborate a more detailed investment project “Development of the Customs Information System“, which has been approved by Protocol No.55 drawn by the Commission of Experts for the Investment Projects of the Ministry of Economy on 4 July 2000 the Customs Department, the Centre of Customs Information Systems, Ministry of Economy, Ministry of Finance October of 2001 to prepare the specifications of the integrated CIS by relating the detailed specifications of the CIS's constituent parts the Customs Department, the Centre of Customs Information Systems December of 2001
  2. To create and introduce customs declarations processing system all over the customs territory of the Republic of Lithuania to introduce the core of the customs declarations processing system on the basis of the package solution ASYCUDA++: to introduce ASYCUDA system in all territorial customs offices of Kaunas, in some customs posts of Vilnius and to carry out preparatory works for the development of the system in the territorial customs posts of Klaipėda, Šiauliai, Panevėžys and Marijampolė the Customs Department, the Centre of Customs Information Systems July of 2001 to introduce ASYCUDA system in territorial customs houses of Vilnius, Kaunas and Klaipėda and to ensure not less than 50 percent of processing of all import and export declarations the Customs Department, the Centre of Customs Information Systems December of 2001 to introduce ASYCUDA system all over the customs territory of the Republic of Lithuania the Customs Department, the Centre of Customs Information Systems the third quarter of 2002 to develop and introduce the system of control for the national transit: to prepare functional system requirements for the national transit including the requirements for the control of the common transit procedure the Customs Department, the Centre of Customs Information Systems October of 2001 to prepare the specifications of the information system of the national transit and the system project the Customs Department, the Centre of Customs Information Systems December of 2001 to develop the application software, to test the system the Customs Department, the Centre of Customs Information Systems the second quarter of 2002 to introduce the transit control system in all customs offices the Customs Department, the Centre of Customs Information Systems the fourth quarter of 2002 to increase the number of the functions of the system on the account of the requirements of the new computerized transit control system (NCTS) the Customs Department, the Centre of Customs Information Systems 2003 to introduce the computerized taxes’ accounting system connected to the customs declarations processing system: to approve functional requirements of the system the Customs Department, the Centre of Customs Information Systems September of 2001 to prepare the specifications and the project of the information system the Customs Department, the Centre of Customs Information Systems December of 2001 to develop the application software, to test the system and to introduce a pilot project the Customs Department, the Centre of Customs Information Systems the second quarter of 2002 to introduce the system in all customs offices the Customs Department, the Centre of Customs Information Systems the third quarter of 2002 to develop, test and introduce the processing system for electronic customs declarations: to approve functional requirements of the system the Customs Department, the Centre of Customs Information Systems October of 2001 to prepare the specifications and the project of the information system the Customs Department, the Centre of Customs Information Systems December of 2001 to develop the application software and to test the system the Customs Department, the Centre of Customs Information Systems the first quarter of 2002 to introduce the pilot project of the system the Customs Department, the Centre of Customs Information Systems the second quarter of 2002 to introduce the system in all customs offices the Customs Department, the Centre of Customs Information Systems the third quarter of 2002
  3. To create and implement CIS central management systems to create the computerized integrated tariff system enabling to carry out the automated assessment of the taxes payable on the imported and exported goods: To prepare the documents of the public PHARE tender, to announce it, to evaluate the proposals and to sign the contract with the successful bidder (further referred to as the supplier) the Customs Department, the Central Finance and Contracts Agency, the Centre of Customs Information Systems, PHARE experts the third quarter of 2001 to prepare the project of the computerized integrated tariff system, to develop the application software and to test the system the supplier, the Customs Department, the Centre of Customs Information Systems, PHARE experts the third quarter of 2002 to introduce the computerized integrated tariff system the supplier, the Customs Department, the Centre of Customs Information Systems, PHARE experts the fourth quarter of 2002
  4. To create and introduce CIS customs administration support system to create (apply) and introduce the automated office system covering the control of letters and assignments, the functions of the electronic mail, office electronic document and its authorization: to prepare the system’s requirements the Customs Department, the Centre of Customs Information Systems October of 2001 to prepare the specifications and the project of the information system, to create (prepare) the application software, to test the system and to implement its pilot project the Customs Department, the Centre of Customs Information Systems December of 2001 to introduce the system in all customs offices the Customs Department, the Centre of Customs Information Systems the second quarter of 2002
  5. To develop the integrated customs computer and communication network covering the whole customs territory of the Republic of Lithuania, based on the latest information and communications technologies and providing possibilities for connecting corresponding control systems to develop a joint CIS computer and communication network: to prepare the project of the internal customs joint computer and communication network the Customs Department, the Centre of Customs Information Systems September of 2001 to prepare the detailed specifications of the local area network, global area network interfaces, security systems the Customs Department, the Centre of Customs Information Systems October of 2001 to introduce the joint computer and communication network in customs offices, which ensure the processing of not less then 50 percent of export and import declarations the Customs Department, the Centre of Customs Information Systems December of 2001 to introduce the joint computer and communication network all over the customs territory of the Republic of Lithuania the Customs Department, the Centre of Customs Information Systems the second quarter of 2002
  6. To create the modern customs information infrastructure to supply customs offices, which ensure the processing of not less than 50 percent of export and import declarations, with up-to-date computer and communications technical tools the Customs Department, the Centre of Customs Information Systems December of 2001 to supply all customs offices with up-to-date computer and communications technical tools the Customs Department, the Centre of Customs Information Systems the third quarter of 2002
